The Vietnamese negotiating delegation was led by Minister of Industry and Trade, Head of the Government Negotiating Delegation Nguyen Hong Dien, with the participation of negotiating delegation members and representatives of ministries and branches including: Public Security, Foreign Affairs , Finance, Home Affairs, Agriculture and Environment, Science and Technology, Justice and the State Bank.
Great progress in many areas
During the three days of negotiations , the Vietnamese and US negotiating delegations made great progress on many issues such as services, digital trade, agriculture , technical barriers to trade (TBT), food safety and hygiene standards (SPS)... and narrowed the gap on the remaining issues.
At the meeting summarizing the negotiation session, the Representative of the US Trade Representative (USTR) and the Representative of the Vietnamese Negotiation Delegation both said that the negotiation session had very positive results, creating a favorable basis for the early completion of the Vietnam - US Reciprocal Trade Agreement.
Accordingly, the US highly appreciated the goodwill, efforts and creative approach of the Vietnamese Negotiation Delegation, especially the results of the direct negotiation session between Minister Nguyen Hong Dien and US Trade Representative Jamieson Greer held right before the official technical negotiation session.
Based on Vietnam's requests, the US has had initial positive responses and said it could consider handling them based on the overall negotiation results.
The two sides also agreed on the work to be carried out after the negotiation session and agreed to hold a number of online meetings in the coming days to continue discussing outstanding issues as well as prepare for the online ministerial-level negotiation between Chief Trade Representative Jamieson Greer and Minister Nguyen Hong Dien scheduled to take place in November.

In addition to the negotiation activities, Minister Nguyen Hong Dien had working sessions with Congressman Adrian Smith (Nebraska, Republican Party), Chairman of the Commerce Subcommittee, US Congress, representing the voice of the US agricultural sector.
Discussing the potential, prospects and results of cooperation, Mr. Dien said that after Vietnam and the US initiated negotiations on reciprocal trade taxes , Vietnam committed to importing many US products.
Vietnamese businesses are interested in high-quality US corn, which is a source of raw materials for seed production and ethanol processing to serve biofuel production - an important orientation in the sustainable energy development strategy.
In addition, Nebraska beef products are popular with Vietnamese consumers. Therefore, Mr. Dien hopes to establish practical cooperation mechanisms with Nebraska in areas of mutual interest to promote bilateral trade.
Currently, the US and Vietnam have a trade balance imbalance, but according to Mr. Dien, if the US soon removes Vietnam from the D1 D3 list (a group of countries with limited access to high-tech products), it will be an important foundation to help the two countries' trade soon reach balance.
The Minister expressed his hope that Congressman Adrian Smith, with his strong political influence, would speak out in support of Vietnam in the negotiation process, so that the two countries could soon conclude negotiations with positive results; and also serve as a bridge to promote cooperation, especially in areas where Nebraska has strengths such as agriculture, aviation and biotechnology.
Meanwhile, Congressman Adrian Smith expressed his belief that the two countries can fully promote cooperation to balance trade, as well as his desire to soon complete negotiations on a reciprocal trade agreement.
Call for investment cooperation in the semiconductor sector
At the working session with Mr. John Neuffer, President and CEO of the Semiconductor Industry Association (SIA) and US semiconductor enterprises, Minister Dien proposed cooperation in researching policy and institutional framework amendments, supporting policy dialogue between the two governments, especially the relaxation of high-tech transfer regulations, an important step to create a favorable legal corridor for deeper cooperation in technology.
Mr. John Neuffer assessed Vietnam as a very important link in the global supply chain and the semiconductor industry.
Vietnam is taking the right steps in the semiconductor industry by quickly introducing a national strategy on the semiconductor industry and expressing expectations for cooperation in the coming time.
