
The event of the Prime Minister meeting with outstanding teachers and educational administrators has become an annual event of profound political and humanistic significance, and has been maintained regularly every year throughout this term.
This is a priceless encouragement, demonstrating the government's deep concern and trust in the team of teachers and educational administrators, the pioneering and core force that determines the success of the country's education.
This year's meeting has special significance as it takes place in the context of the Politburo's recent issuance of Resolution 71-NQ/TW on breakthroughs in education and training development, and the National Assembly's approval of the Law on Teachers, which will take effect in early 2026.
This is an important milestone affirming the great policy of the Party and State in honoring, caring for, protecting and developing the teaching staff - the key force in the country's education career.

At the meeting, Minister of Education and Training Nguyen Kim Son said that the 60 teachers attending the meeting was not only a personal honor but also a shared pride of more than 1.6 million teachers nationwide.
Each teacher is a beautiful story about love for the profession, perseverance to overcome difficulties and endless creativity, whether they are those who dedicate their whole life to the podium, pioneer in digital transformation or silently guide disadvantaged students.
Teachers are shining examples of morality and personality, the core factor in emulation, innovation and creativity movements, contributing to fostering trust and arousing pride in the noble and humane image of teachers...

Speaking at the meeting, on the occasion of Vietnam Teachers' Day November 20, Prime Minister Pham Minh Chinh expressed his deepest gratitude to all generations of teachers, teachers and lecturers across the country, who have always devoted themselves day and night to the glorious and noble cause of "growing people" of our nation; and sent his regards to parents, beloved students and pupils across the country.

The Prime Minister pointed out that the tradition of studiousness, respect for teachers, and appreciation of talented people are profound humanistic values of our nation; remembering the upbringing of teachers is an advice imbued in folk songs and proverbs from the childhood of every person.
During his lifetime, beloved President Ho Chi Minh - the genius leader of the Party and people of Vietnam, national liberation hero, world cultural celebrity, always highly appreciated the role of teachers in educating the young generation.
He emphasized: “Without teachers, there is no education. Without education, without cadres, there is no talk of economic culture”, “An ignorant nation is a weak nation”.

Our Party and State always consider education and training as the top national policy, with a particularly important role, creating the foundation for forming and developing the personality and capacity of each person. Education and training forms the "Virtue-Intelligence-Physical-Beauty" of a person; is the most important factor ensuring success in the breakthrough in human resource development, especially high-quality human resources serving rapid and sustainable development.
It can be affirmed that human resources are the decisive factor in the success or failure of a country; determining rapid and sustainable development. Investing in people is investing in development.

To achieve the country's two 100-year strategic goals, the Politburo has issued policies to create development breakthroughs in key areas.
In that spirit, the Politburo, the National Assembly, and the Government have issued many guidelines, mechanisms, policies, and solutions to create breakthroughs in the development of education and training of high-quality human resources and focused on directing their implementation; notably: The Politburo issued Resolution No. 71-NQ/TW dated August 22, 2025 on breakthroughs in education and training development; this Resolution is of special importance and strategic significance to make strategic breakthroughs in developing high-quality human resources, helping our country truly "take off".

The Government has issued Resolution No. 281/NQ-CP dated September 15, 2025 on the Government's Action Program to implement Resolution 71 of the Politburo. At the same time, it is building and completing to submit to the National Assembly a draft Resolution on a number of specific mechanisms and policies for education and training development, as well as the National Target Program to improve the quality of education and training.
The Politburo issued Conclusion No. 81-TB/TW dated July 18, 2025 on the investment policy to build 248 boarding schools in border communes. This is a major decision, with profound political, social and humane significance, demonstrating the special attention of the Party and State to the people in the border areas of the Fatherland and to the teachers who are always "staying in the village, spreading knowledge" day and night in the border areas.
Up to now, we have started construction of 84 schools; of which, on November 9, 2025, we held a groundbreaking ceremony for 56 primary and secondary boarding schools in border communes in 14 provinces and cities.
On November 16, we will hold the groundbreaking ceremony for 16 schools in 3 localities (Da Nang city, Gia Lai province and Quang Ngai province); thereby, completing the goal of starting 100 schools in 2025 as directed by the Politburo. The Ministry of Education and Training needs to closely coordinate with relevant localities to do a good job of management when these schools are completed and put into operation.

The Law on Teachers was passed by the National Assembly on June 16, 2025 and took effect from January 1, 2026, establishing the legal status, honoring and developing the teaching staff. The National Assembly also issued a Resolution on universalizing preschool education for preschool children aged 3-5 and a Resolution on tuition exemption and support for preschool children, general school students, and students of the General Education Program at educational institutions.
The above decisions have even more special significance when issued on the occasion of the 80th anniversary of the education sector's tradition, demonstrating the attention of the Party, the State and the entire political system for education and training, while also setting new expectations and requirements for the sector in the country's new development era.

On behalf of the Party and State leaders, the Prime Minister acknowledged and warmly commended the tireless efforts, struggles, silent sacrifices and dedication of the teaching staff in particular and the entire education and training sector in general, contributing significantly to the strategic breakthrough in human resource development to serve the cause of industrialization, modernization and rapid and sustainable national development in the spirit of Resolution 71 of the Politburo.
The Prime Minister requested the Minister of Education and Training, Ministers, Heads of sectors, Secretaries and Chairmen of localities to continue to pay more attention and care for the cause of education and training; resolutely, synchronously and effectively carry out assigned tasks, truly creating a breakthrough in the quality of education and training at all levels with the motto "Taking students as the center and subject - Teachers as the driving force - Schools as the support - Families as the fulcrum - Society as the foundation". In particular, the Prime Minister requested to focus on directing the following contents:
Thoroughly grasp and effectively implement the Party and State's guidelines, policies and laws on education and training, especially Resolution 71-NQ/TW of the Politburo, Conclusion No. 91-KL/TW dated August 12, 2024 of the Politburo on implementing fundamental and comprehensive innovation in education and training, and Decision No. 1705/QD-TTg dated December 31, 2024 of the Prime Minister on the Education Development Strategy to 2030, with a vision to 2045.
Continue to review, amend and supplement institutions, mechanisms and policies in a timely manner to improve the effectiveness and efficiency of State management of education. Promptly issue detailed regulations and implementation guidelines (Decrees and Circulars) for 3 draft laws being submitted to the National Assembly for approval, including: Law amending a number of articles of the Law on Education, Law on Higher Education (amended), Law on Vocational Education (amended). Organize effective implementation of the Law on Teachers; summarize, comprehensively evaluate and adjust and perfect the general education curriculum and textbooks.
Focus on improving the quality of education and training at all levels, especially university training, in a practical and in-depth manner; create a favorable environment to attract investment resources for education and training development, ensure fairness and equality between the public and private sectors; promote public-private cooperation.
Continue to review and plan the network of preschool, general education, continuing education, education for the disabled, university and pedagogical college education; effectively implement the policy of tuition exemption and support for preschool children and general education students. Build schools and classrooms to meet the learning needs associated with the trend of urbanization and population shift. In particular, note to complete the construction of 100 schools for handover and use in August 2026; at the same time, study to continue building 148 schools to achieve the target of 248 schools according to the conclusion in Notice No. 81-TB/TW of the Politburo.
In particular, for the teaching staff, focus on building, reviewing, amending and supplementing appropriate policies and remuneration regimes in accordance with the spirit of Resolution 71. The Ministry of Education and Training shall preside over and coordinate with the Ministry of Home Affairs and relevant agencies to research, develop and promulgate policies to ensure that teachers receive salaries commensurate with their efforts, especially preschool teachers, those working in remote, isolated and disadvantaged areas, teachers teaching in arduous and hazardous professions... Focus on recruiting and restructuring the teaching staff according to the assigned staff, promptly overcoming the situation of local surplus and shortage of teachers in the spirit: "Where there are students, there are teachers". Promote recruitment, management and effective use of teacher staff quotas assigned in Decision No. 72-QD/TW of the Politburo.
Strengthen the prevention of school violence, protect teachers and students, and strengthen the prevention of crimes and social evils in the educational environment. Resolutely rectify negative practices in education; maintain a respectful environment between teachers and students; effectively implement the motto "teachers are teachers, students are students" in terms of ethics, personality, and knowledge. The Prime Minister requested that specific regulations be researched to strengthen the management of students' use of the internet.
The Prime Minister emphasized that to have good students, there must be good teachers. The success of education is not just about filling up with knowledge, not just about creating good experts, but also about igniting the fire of passion, nurturing aspirations, giving wings to dreams, imparting to the young generation ideals, ethics, and the quintessence of national and human culture, contributing to the formation of good qualities of Vietnamese people...
