The Prime Minister affirmed that the Party and State always identify education and training as the top national policy, playing a key role in nurturing human personality and capacity.
"It can be affirmed that human resources are the most important factor, deciding the success or failure of revolutions and the development of a country. People decide everything, investing in people is investing in development, investing in people is the most important investment," the Prime Minister emphasized.

The Prime Minister stated that, more than ever, it is necessary to focus on prioritizing all resources and building necessary mechanisms and policies to create breakthroughs in education and training development, considering this the most important foundation for the country's development.
In that spirit, the Politburo, the National Assembly and the Government have issued many policies, mechanisms and solutions to create breakthroughs in education and training, develop high-quality human resources, and at the same time resolutely direct their implementation.
In the coming time, the Prime Minister requested the Minister of Education and Training, Ministers, Heads of sectors, Secretaries and Chairmen of localities to continue to pay more attention and care to the cause of education and training.
First of all, thoroughly grasp and effectively implement the Party and State's guidelines, policies and laws on education and training, especially Resolution 71 of the Politburo, Conclusion No. 91-KL/TW dated August 12, 2024 of the Politburo on implementing fundamental and comprehensive innovation in education and training, and Decision No. 1705/QD-TTg dated December 31, 2024 of the Prime Minister on the Education Development Strategy to 2030, with a vision to 2045.
Continuing to review, amend and promptly supplement institutions, mechanisms and policies, and improving the effectiveness and efficiency of state management of education is also a task emphasized by the Prime Minister.
He requested the timely issuance of detailed regulations and implementation instructions (decrees and circulars) for three draft laws being submitted to the National Assembly for approval, including: Law amending a number of articles of the Law on Education, Law on Higher Education (amended), Law on Vocational Education (amended).
The Head of Government requested to focus on improving the quality of education and training at all levels, especially university training in a practical and in-depth direction; creating a favorable environment to attract investment resources for education and training development...

The next task emphasized by the Government leader is to continue reviewing and planning the network of preschool, general education, continuing education, education for the disabled, university education and pedagogical colleges. In particular, effectively implementing the policy of tuition exemption and support for preschool children and general education students.
For the teaching staff, the Prime Minister paid special attention to building, reviewing, amending and supplementing appropriate policies and remuneration regimes in accordance with the spirit of Resolution 71.
The Ministry of Education and Training shall preside over and coordinate with the Ministry of Home Affairs and relevant agencies to research, develop and promulgate policies to ensure that teachers receive salaries commensurate with their efforts, especially preschool teachers, those working in remote, isolated and disadvantaged areas, and teachers teaching arduous and hazardous professions...
Focus on recruiting and restructuring the teaching staff according to the assigned staff, promptly overcome the local surplus and shortage of teachers in the spirit of: "Where there are students, there are teachers" in a reasonable manner.
Recalling the words of the late Prime Minister Pham Van Dong, "Teaching is the noblest of all noble professions," according to the Prime Minister, to have good students, one must have good teachers.
"The success of education is not just about filling the brain with knowledge, not just about creating good experts, but also about igniting passion, nurturing aspirations, giving wings to dreams, imparting to the young generation ideals, ethics, and the quintessence of national and human culture, contributing to the formation of good qualities of Vietnamese people," said the Prime Minister.
