Promoting the role of mass organizations in the development of Hai Phong city

"Bridge" between the Party, the government and the people

After the merger between Hai Phong city and Hai Duong province, mass organizations constantly innovated their methods of operation to adapt to new requirements.

Currently, the city has 17 mass organizations assigned by the Party and State, operating in many fields: science and technology, literature and art, people's diplomacy, social humanitarianism...

The City Union of Science and Technology Associations quickly promoted the role of more than 100,000 intellectuals, experts, and scientists participating in consulting, criticizing, and contributing many opinions to amending the Constitution, documents of the City Party Congress for the 2025-2030 term, and the 14th National Party Congress.

The Association actively coordinates and organizes practical scientific seminars and conferences such as: "Preserving the architectural heritage space of Hai Phong French Quarter through multi-media expression", "Communication to raise awareness of the carbon credit market"..., contributing to providing scientific arguments for the city's sustainable development policies. Dr. Bui Thanh Tung, Chairman of the Hai Phong Union of Science and Technology Associations, said that after the merger, the intellectual team has more conditions to exchange and cooperate, creating a greater intellectual resource for policy criticism and consulting.

Not only in the field of science and technology, associations operating in the humanitarian and social fields also have many activities spreading the spirit of sharing and charity.

The Hai Phong City Association for the Protection of the Disabled and Orphans is actively improving its organization at the commune and ward levels according to a new model to ensure stability and maintain regular activities, promptly taking care of thousands of members in difficult circumstances.

Since August 2025, the Association has mobilized charitable organizations, units, and individuals to donate more than 2 billion VND to support people affected by natural disasters. According to the Chairman of the Association for the Protection of People with Disabilities and Orphans of Hai Duong City, Tang Tien San, the merger of the two associations of Hai Duong Province and Hai Phong City has helped the Association expand its resources and have better conditions for caring for people with disabilities and vulnerable children.

The City Union of Science and Technology Associations organized a consultation seminar on preserving the architectural heritage space of Hai Phong French Quarter through multimedia expression.

Innovation, improving operational efficiency

Comrade Pham Van Lap, Deputy Secretary of the City Party Committee, Chairman of the City Vietnam Fatherland Front Committee, pointed out that the associations continue to consolidate and improve their organization, innovate the content and methods of operation, promote their roles, and meet new requirements.

Accordingly, mass organizations have become an effective bridge between the Party, the government and the people. Many organizations have been participating in providing public services transferred by the State, participating in consulting, criticizing, and social appraisal of projects and policies contributing to economic and social development, enhancing the management role, and perfecting the State's policy mechanisms.

In particular, the associations closely coordinate with the Vietnam Fatherland Front Committee of the city in patriotic emulation movements, campaigns: "All people unite to build a cultural life in residential areas", "For the poor", humanitarian blood donation, encouragement of learning and talent... From the movements, thousands of models of "Skilled mass mobilization", "Good people, good deeds" have been replicated, contributing to strengthening people's trust in the Party and the government.

After 13 years of implementing Directive No. 17-CT/TW of the Politburo on continuing to innovate and strengthen the Party's leadership over mass organizations, Hai Phong city has achieved many important results.

However, in response to the requirements of the new situation, associations need to continue to improve their operating mechanisms, organizational structure and methods of operation. President of the City Bar Association Nguyen Thi Mai proposed that the Central Government should soon issue a new directive to replace or amend Directive 17, in line with the context of arranging and merging administrative units and implementing two-level local government; clearly defining the Party's leadership mechanism and the State's management of different types of associations, especially associations with special characteristics.

Representatives of mass organizations in Hai Phong also proposed to soon complete the legal framework on assigning tasks and financial mechanisms to associations, creating conditions for associations to promote their role in consulting, appraising, and social criticism. Thereby, associations can increase their autonomy, but still ensure political and legal orientation.

Besides, the city pays more attention to training and fostering specialized association officials, especially the young generation, with qualifications and skills in mass mobilization, in order to inherit and develop the association organization in the new period.

Mass organizations in Hai Phong properly implement their principles and purposes, both representing and protecting rights and propagating and mobilizing members to implement the Party's policies and the State's laws.
