
According to Project Management Board 7, in recent times, unusual rains and floods with rainfall exceeding the design data have caused local flooding on the route. The cause was determined to be the narrowing of the downstream flow: the cross-culvert aperture of the highway is 2 (3x3)m, while the cross-culvert on the local road downstream is much smaller (1.5x1.7m); natural streams were filled in; some locations were blocked by people to serve irrigation; the dirt ditches along the service road were overgrown with grass, obstructing drainage, causing flooding on the highway.

To deal with the flooding situation, Project Management Board 7 has submitted to the Ministry of Construction a plan to expand the culvert aperture downstream of the local road to 4x(2x2)m; dredge and expand the stream downstream with a length of 550m; reinforce the collecting ditch on the right side of the route to collect water to the culvert at Km233+100. This plan has been discussed and agreed upon by Project Management Board 7 with the Department of Economics - Investment, Vietnam Road Administration and local authorities including the Provincial People's Committee, Department of Construction, Ham Kiem Commune People's Committee and irrigation unit.
It is expected that the project will generate about 7,000m² of land clearance area. Project Management Board 7 is working with the locality to soon hand over the land for construction. The total cost of implementing flood prevention items is estimated at about 30 billion VND.
