
In particular, the Prenn Pass, the gateway to the Da Lat urban area, suffered serious landslides in the early morning of November 17th. In some locations, the landslide extended from the negative slope to the center of the four-lane road. Currently, the Lam Dong Provincial Police Traffic Police are directing traffic to the Mimosa Pass to ensure traffic safety.
Landslides have also occurred in many locations along the Gia Bac and Ngoan Muc mountain passes. Currently, traffic is prohibited on the Khanh Le and Ngoan Muc passes (connecting Lam Dong and Khanh Hoa provinces) from the Lam Dong direction due to the very high risk of further landslides. The entire Ngoan Muc pass has 12 points of landslides involving rocks, soil, and trees, leaving vehicles stranded throughout the night.
From the night of November 16th to the morning of November 17th, the Eo Gió Traffic Police team (Traffic Police Department of Lam Dong Provincial Police) along with the rescue and relief forces of D'Ran commune (Lam Dong province) proactively went down to Ngoan Muc Pass near the Lam Dong side to clear landslides and fallen trees on the road. By 8:30 AM on November 17th, the rescue and relief forces had basically cleared the landslides and fallen trees on Ngoan Muc Pass so that vehicles could pass through.
Due to the prolonged rainfall over the past two days, on November 17th, the Lam Dong Department of Agriculture and Environment issued document 6403/SNNMT-TLTNN regarding the operation of the Dai Ninh hydroelectric reservoir to reduce flooding downstream. Accordingly, at 9:00 AM on November 17th, the water level of the Dai Ninh reservoir reached an elevation of 879.816m (normal water level is 880m); inflow into the reservoir was 475 m3/s, outflow through the turbines was 55 m3/s, and outflow through the spillway was 350 m3/s.
Based on the rainfall situation in the Dai Ninh and Don Duong reservoir basins, and following the directives of the Lam Dong Provincial Department of Agriculture and Environment, Dai Ninh Hydropower Company increased the regulated discharge through the Dai Ninh reservoir spillway from 10:00 AM on November 17th from 350 m³/s to between 400 m³/s and 500 m³/s to manage and reduce flooding downstream. The aforementioned regulated discharge from Dai Ninh hydropower reservoir is released into the Dong Nai River, not the Luuy River.
On November 17th, the Lam Dong Provincial People's Committee directed agencies, units, and localities in the province to enhance disaster prevention and control and ensure traffic safety. The Chairman of the Provincial People's Committee instructed the Department of Construction, based on its assigned functions and duties, to proactively implement or advise the Chairman of the Provincial People's Committee on directing the implementation of disaster prevention, control, and response measures to incidents caused by storms and floods affecting the transportation system and infrastructure in the province, especially on key inter-regional connecting routes, in order to ensure smooth and safe traffic flow.
The Department of Agriculture and Environment is responsible for researching and reviewing proposed solutions to strengthen the capacity of the commune-level Civil Defense Command Boards to ensure they meet the requirements of civil defense and disaster prevention and control in the new situation; proposing priority investment to further improve the quality of weather and disaster forecasting; building a network of information warning of landslide, flooding, and flash flood risks in vulnerable locations, so that agencies, units, and localities can develop and implement appropriate and effective response plans. At the same time, it will research and propose to the Provincial People's Committee the development of new storm shelter areas and the renovation and expansion of existing storm shelter areas…
The People's Committees of communes, wards, and special zones will continue to coordinate and support road management agencies in arranging areas for dumping soil and rocks that have collapsed or slid, facilitating the remediation of landslide incidents; and support land clearance in cases where major damage requires widening the road towards the positive slope or rerouting to ensure safety. At the same time, they will support maritime and waterway management agencies in arranging areas for dumping waste when dredging channels and waterways that are silted up and do not meet the required depth for navigation, especially in river mouth areas during the rainy season and floods…
