Lao Cai - Hanoi - Hai Phong railway project connects regions, promotes international trade

In response to the need to develop strategic transport infrastructure for the region and the whole country, Hai Phong city clearly identifies its great responsibility in implementing the Lao Cai - Hanoi - Hai Phong railway construction investment project. This is a key project that connects the region, promotes international trade and creates momentum for socio-economic development in the Northern region.

The investment project to build the Lao Cai - Hanoi - Hai Phong railway line through Hai Phong city has a total length of about 89.88 km (West Hai Phong 40.96 km; East Hai Phong 48.92 km) and 2 branch lines of 20.57 km (from Nam Hai Phong Station - Nam Do Son Station and from Nam Dinh Vu Technical Operation Station - Dinh Vu Station); passing through 23 communes, wards and special zones (including: Cam Giang, Ke Sat, Binh Giang, Yet Kieu, Gia Loc, Gia Phuc, Tan Ky, Tu Ky, Dai Son, Chi Minh, Ha Dong, An Quang, An Khanh, An Lao, An Hung, Kien Thuy, Kien Minh, Duong Kinh ward, Hai An ward, Dong Hai ward, Cat Hai special zone, Nam Do Son ward, Kien Hai commune). The project includes 6 stations and operating stations.

Hai Phong City carries out site clearance, the section passing through the city with a total land acquisition area of ​​about 624.13 hectares (Western Hai Phong area 218.2 hectares; Eastern Hai Phong area 405.93 hectares); in which the total number of affected households is about 6,096 households (Western Hai Phong area 3,296 households, Eastern Hai Phong area 2,800 households) corresponding to the site clearance cost of about 11,218 billion VND (Western Hai Phong 3,893 billion VND, Eastern Hai Phong 7,325 billion VND).

Regarding the funding source for site clearance and investment in the branch to Nam Do Son (12 km): In the East of Hai Phong (the territory of Hai Phong city before the merger), the city contributed 10,960 billion VND from the city budget for site clearance (about 5,860 billion VND) and investment cost for the Nam Do Son branch (about 5,100 billion VND). In the West of Hai Phong (the territory of Hai Duong province before the merger), the site clearance cost is from the project's capital, the locality advanced the capital and it was refunded.

According to Mr. Bui Van Thang, Director of the Department of Agriculture and Environment of Hai Phong and member of the Project Steering Committee, regarding the results of implementing the work groups under the responsibility of Hai Phong city, the Steering Committee has been completed with the Secretary of the City Party Committee as the Head, adjusting the site clearance plan to focus on directing and mobilizing the entire political system at all levels to organize and implement site clearance work.

Hai Phong has received a document from the Provincial People's Committee agreeing on the direction of the Lao Cai - Hanoi - Hai Phong railway route (according to the Pre-Feasibility Study Report as a basis for handing over the preliminary site clearance boundary for implementation).

The city has also completed the measurement, extraction, and assignment of ownership to serve the preparation of land recovery records for the main route in 23 communes, wards, and special zones. Temporary markers have been set up to manage the site since June 16, 2025. The number of resettled households has been determined to be about 1,749 households (407 households in West Hai Phong, 1,342 households in East Hai Phong). The review of affected infrastructure works for transportation, agriculture , and electricity supply has been completed. The source of material reserves that can be supplied to the project has been determined.

Regarding the main project and resettlement project groundbreaking locations, implementing the Prime Minister 's direction, the city started construction of a resettlement area for the project on August 19, 2025 (Duong Kinh area).

At the same time, review the project's starting location on December 19, 2025 (expected to start construction of Component Project 1 - Investing in infrastructure connecting stations on the route and station square in the road area connecting Hai Duong Nam station).

Regarding site clearance work, by November 6, 2025, the city has had 6/23 communes, wards and special zones complete the inventory of assets attached to land; 17/23 other communes and wards are conducting the inventory of assets attached to land.

To carry out site clearance for the Lao Cai - Hanoi - Hai Phong railway construction investment project through Hai Phong city; the City People's Committee assigned the implementation of 14 projects to build resettlement areas in the following communes and wards: An Khanh (2 areas); An Hung (1 area); Kien Thuy (3 areas); Kien Hai (2 areas); Duong Kinh (1 area); Cam Giang (1 area); Duong An (1 area); Tan Ky (1 area); Chi Minh (2 areas): Ha Dong (2 areas); Yet Kieu (3 areas); Gia Loc (2 areas); Gia Phuc (1 area).

Up to this point, the People's Committee of Hai Phong city has approved 12/14 resettlement projects. There are 2 resettlement areas left (Luong Xa village, Huyen Bua, Yet Kieu commune), (Cham village, Gia Loc commune).

Currently, the project's site clearance is not on schedule (about 1 month late), due to a number of difficulties and problems, such as the lack of agreement on the route plan and station location of the Lao Cai - Hanoi - Hai Phong railway construction investment project, the section passing through Hai Phong city, leading to the localities being slow in site clearance (the boundary markers for the road to Nam Hai Duong station will be handed over on October 30, 2025). The project's progress is very urgent, the site clearance area is large and involves many types of land.

In addition, the progress of resettlement project establishment and site clearance in resettlement areas is still slow (Resettlement project: Cham village, Gia Loc commune; Luong Xa village, Huyen Bua, Yet Kieu commune have not been approved) affecting the establishment of compensation and support plans for the main project.

Furthermore, the land management records system is incomplete while the registration of land changes in the local land database is still taking place continuously. Therefore, when measuring the cadastral extract, there are many differences compared to the cadastral records stored locally, affecting the determination of land origin and the progress of making compensation, support and resettlement plans to implement the project.

Another difficulty is that the city does not have land funds to arrange land for lease to businesses, households and individuals who are engaged in production and business activities after land acquisition. When implementing the Lao Cai - Hanoi - Hai Phong railway construction investment project, residential areas have arisen between the project and previously completed projects, such as in Cat Hai, which is interspersed with the Tan Vu - Lach Huyen road project; in An Khanh and Kien Thuy communes, which is interspersed with the Hanoi - Hai Phong expressway project, so it has not yet created consensus among the people.

To remove this "bottleneck", the Hai Phong Traffic and Agricultural Construction Investment Project Management Board and the West Hai Phong Construction Investment Project Management Board urgently organized and implemented the investment project to build resettlement areas to serve the site clearance of households whose land was recovered for the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project; coordinated the implementation of compensation, site clearance, and investment in the construction of resettlement areas to ensure progress.

The Department of Construction shall promptly submit to the People's Committee of Hai Phong City for approval the Investment Project for the construction of resettlement areas: Cham village, Gia Loc commune; Luong Xa and Huyen Bua villages, Yet Kieu commune as a basis for localities to approve compensation and site clearance plans to ensure project progress; along with other related contents.
