On the morning of November 13, continuing the tenth session, the National Assembly voted to pass the Resolution on the socio-economic development plan for 2026.

2026 is an important year, with the 14th National Congress of the Party taking place, the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, and the first year of implementing the 5-year Socio-Economic Development Plan 2026-2030, entering the era of national development and prosperity.

The Resolution sets out the priority of promoting growth on the basis of maintaining macroeconomic stability, controlling inflation, and ensuring major balances. Accelerating the construction and synchronous completion of development institutions, promptly and thoroughly removing bottlenecks and bottlenecks, clearing and releasing all resources; quickly stabilizing the organizational apparatus, building a streamlined, strong, efficient, effective and efficient administration;

Enhance strategic autonomy, innovate development models with a focus on establishing a new growth model, taking science , technology, innovation and digital transformation as the main driving force; restructure the economy, promote industrialization and modernization associated with effective accounting thinking in national development; improve productivity, quality, resilience and competitiveness of the economy. Complete synchronization and make strong breakthroughs in building socio-economic infrastructure, effectively exploiting new development space;

Focus on developing high-quality human resources. Develop culture and society closely and harmoniously with economic development; prioritize ensuring social security and improving people's lives. Manage and use resources effectively, protect the environment, and proactively adapt to climate change. Resolutely and persistently fight against corruption, waste, and negativity.

The Resolution also sets out the goal of proactively communicating policies, "using the positive to push back the negative", "using the good to eliminate the bad"; creating momentum and trust among the people; improving the effectiveness of mass mobilization and front work, creating social consensus. Consolidating and strengthening national defense and security, firmly protecting independence and sovereignty; maintaining political security, order and social safety; promoting foreign affairs and international integration deeply, substantially and effectively.

The resolution stated that the National Assembly basically approved the tasks and solutions submitted by the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit and the recommendations of the National Assembly agencies, and at the same time requested the Government and relevant agencies to well perform the main tasks and solutions.

In particular, the Government needs to continue to prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation and ensuring major balances of the economy, public debt, and state budget deficit within prescribed limits.

The National Assembly proposed to focus on synchronously perfecting institutions and laws, strongly innovating thinking, promoting strategic breakthroughs, improving the effectiveness of law enforcement; accelerating the reduction and simplification of administrative procedures, improving the investment and business environment; tightening discipline and order, further promoting the work of preventing and combating corruption, waste and negativity. Continue to focus on perfecting regulations on the organization of the state administrative apparatus, perfecting the management and operation apparatus to serve development.

The Government and relevant agencies establish a new growth model with science, technology, innovation, and digital transformation as the main driving force, promoting economic restructuring and accelerating industrialization and modernization.

Focus on investment in construction, ensuring the progress of synchronous, modern, smart, and nationally and internationally connected strategic infrastructure projects, especially key transport projects, railway systems, international airport systems, seaport systems, and energy infrastructure; promote the development of inter-regional projects and large urban infrastructure, digital transformation infrastructure; adjust planning to suit the new context.

Promote the development of modern, high-quality human resources in priority, emerging, high-tech industries and fields; create breakthroughs to strongly promote scientific and technological research, innovation and digital transformation. The National Assembly proposed to manage and use resources effectively; to proactively respond to climate change and prevent and combat natural disasters; to protect the environment, limit pollution; to harmoniously resolve the relationship between economic development and environmental protection, and to realize sustainable development goals;

Strengthening and enhancing national defense, ensuring national security, maintaining social order and safety, creating a peaceful and stable environment for national development and international integration. Promoting breakthroughs in the development of defense and security industries, autonomy, self-reliance, self-reliance, dual-use, and modernity.

The National Assembly also proposed to promote the synchronous, effective and comprehensive implementation of foreign affairs and international integration; promote economic diplomacy, focusing on technological diplomacy; promote multilateral diplomacy, proactively and actively participate in shaping, leading and building rules of the game in global governance and solving common world problems. 15 main socio-economic development targets in 2026:

1. Strive for a growth rate of gross domestic product (GDP) of 10% or more.

2. GDP per capita reaches 5,400 - 5,500 US dollars (USD).

3. The proportion of processing and manufacturing industry in GDP reaches about 24.96%.

4. The average consumer price index (CPI) growth rate is about 4.5%.

5. Average social labor productivity growth rate is about 8.5%.

6. The proportion of agricultural labor in the total social labor force is about 25.3%.

7. The rate of workers with degrees and certificates is about 29.5%.

8. The unemployment rate among urban age groups is below 4%.

9. The poverty rate (according to multidimensional poverty standards) decreased by 1 - 1.5 percentage points.

10. The number of doctors per 10,000 people is about 15.3 doctors.

11. Number of hospital beds per 10,000 people reached 34.7 hospital beds.

12. Health insurance participation rate reached 95.5%.

13. The rate of communes meeting new rural standards (according to the National Criteria for new rural areas at all levels for the period 2026-2030) reaches at least 15%.

14. The rate of collection and treatment of urban solid waste meeting standards and regulations reaches 95%.

15. The rate of industrial parks and export processing zones in operation with centralized wastewater treatment systems that meet environmental standards is 95%.
