However, with a 9-month GRDP growth rate of 7%, completing the annual target of 8.1% requires a major breakthrough in the fourth quarter, with a growth rate of 11% or more.

In addition to the general growth scenario of the whole province, each sector needs to develop its own appropriate growth scenario.

Public investment leverage

In directing and operating in the last months of the year, the Provincial People's Committee considers the disbursement of public investment capital as a key and breakthrough task, leading investment, stimulating total demand and creating leverage for new production capacity, with the goal of striving to disburse 100% of the annual target. At the regular meeting in November, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Khac Toan strongly directed departments, branches and localities to strengthen solutions to accelerate the disbursement of public investment capital. Specifically, coordinate with investors of works and projects to urgently review, identify and clearly analyze the causes of bottlenecks that slow down construction progress; proactively and flexibly remove obstacles in land procedures, site clearance, etc.

The determination is also shown through the handling of responsibilities of organizations and individuals that affect the progress of works and projects. Along with public investment, budget revenue management has also been strengthened to maintain growth momentum. The province has strengthened revenue management, combated revenue loss, transfer pricing, and tax evasion, and strived to exceed the budget estimate to ensure resources for regular expenditure and development investment expenditure.

Promoting key industries

To create a growth breakthrough in the fourth quarter, ensuring the growth target of 8.1% for the whole year, the province focuses on promoting production and business in key areas. In the field of industry - energy, the province promotes investment promotion, filling industrial parks and industrial clusters. In particular, promoting the early completion of registration and operation of two solar power plants Phuoc Thai 2 and Phuoc Thai 3; at the same time, speeding up investment procedures for other energy projects that have been approved by the province, contributing to increasing productivity and industrial output at the end of the year. Mr. Nguyen Van Nhut - Director of the Department of Industry and Trade affirmed that from now until the end of the year, industry and trade are likely to have strong growth. Because the last months of the year are the time for increased production of goods, especially in the fields of consumer goods production. The Department will work with a number of large enterprises in the province to discuss solutions to complete the goals set by the province.

In the field of tourism and services, the province has directed the effective implementation of tourism stimulus programs. Large-scale, international cultural, sports and music events are planned to attract tourists and serve the people on the occasion of the New Year. The management of service quality and tourism products has been tightened. Particularly in the field of agriculture and fisheries, the province has directed to focus on overcoming and handling violations of illegal fishing (IUU) to ensure stability and sustainable development for this industry.

Comrade Nguyen Khac Toan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee said that, in addition to key solutions, the province will also promote policies to support the business community in completing production and business plans, such as: Digital transformation; reviewing and cutting unnecessary intermediate procedures in production and business activities, increasing the rate of administrative procedure settlement regardless of administrative boundaries within the province... In addition, the province focuses on effectively implementing plans to improve provincial-level indexes: PCI (provincial competitiveness index), PAR Index (administrative reform), DTI (digital transformation), creating transparency for investors and businesses.

In 10 months, total retail sales of goods and consumer service revenue in the province reached nearly 165,161 billion VND, up 15.6%. The industrial production index (IIP) achieved an increase of 6.32%, making an important contribution to economic development. The most prominent highlight was the traditional spearhead industry of services and tourism, with total tourism revenue reaching 60,318.9 billion VND, up 20.1% over the same period. State budget collection also reached the target early, reaching 31,580.8 billion VND to date, exceeding the central budget estimate by 12.9% and increasing by 48.5% over the same period. Domestic revenue reached more than 30,009 billion VND, exceeding the central budget estimate by 18.8%.
