Resolving obstacles quickly to complete the two expressway projects.

On the morning of November 13th, a delegation from the Ministry of Construction, led by Deputy Minister Nguyen Viet Hung, conducted an on-site inspection and received reports on some difficulties and obstacles at the Nha Trang - Cam Lam and Cam Lam - Vinh Hao sections of the expressway projects. Attending the meeting with the delegation was Ms. Le Huyen, Vice Chairman of the Provincial People's Committee.

There are still some obstacles.

According to the Provincial People's Committee report, the Nha Trang - Cam Lam Expressway project has been operational since May 19, 2023. However, the rest stop project on this expressway (at Km33+930, in Cam Hiep commune), covering over 63,600 , has been delayed due to land acquisition issues. To date, the local authorities have basically completed land clearance to hand over to the investor for construction. The Cam Hiep Commune People's Committee is currently disbursing compensation after the investor transfers the funds. However, the relocation of the 220kV Da Nhim - Nha Trang power line crossing the expressway at the overpass (Km22+423 and Km17+980) is still facing obstacles. Based on the opinion of the Ho Chi Minh Highway Project Management Board in Document No. 3002, dated November 3, 2025, the Cam Lam Area Land Development Branch has submitted a proposal to the Department of Industry and Trade to expedite the completion of the appraisal process in order to organize the relocation of this item.

The Cam Lam - Vinh Hao Expressway project has been completed and put into operation since April 30, 2024. However, the rest stop project, covering nearly 112,000 (at Km90+900, Do Vinh Ward), has encountered land clearance issues, causing delays. To date, the local authorities have basically completed land clearance to hand over to the investor for construction, with only two cases remaining awaiting funding from the investor to compensate the households. The Thuan Nam interchange connecting to DT.709 (the access road connecting to National Highway 1 and Ca Na General Seaport) has also basically completed land clearance. However, during construction, a problem arose regarding the relocation of the water supply pipeline. Currently, the relocation documents are being finalized by the Southern Khanh Hoa Land Development Branch and submitted to the Phuoc Ha Commune People's Committee for approval to proceed with the relocation.

Furthermore, the Cam Lam - Vinh Hao section of the expressway project is still facing obstacles related to the construction of additional access roads and connecting sections. Specifically, for the two access roads for local residents, totaling over 1.1km in length, passing through Nam Cam Ranh commune, the Project Management Board 85 has coordinated with the Provincial Land Fund Development Center to hand over the land clearance documents and markers at the site to proceed with surveying and land acquisition procedures as per regulations. For the 25 sections of access roads for local residents (total length over 6.8km) in the southern part of the province, only two sections, totaling 431m, have been completed so far, belonging to the project to restore the Trung Nam wind power plant's access road (Thuan Bac commune). The remaining 23 sections, totaling over 6.4km, have not yet been constructed by the Project Management Board 85 despite local authorities having persuaded households to hand over the entire land.

We request that the process be expedited.

To ensure the project's progress, the Provincial People's Committee requested the Ministry of Construction to direct the Ho Chi Minh Highway Project Management Board and Project Management Board 85 to urge the investor to accelerate the construction of rest stops on the Nha Trang - Cam Lam and Cam Lam - Vinh Hao sections of the expressway so that they can be put into operation as planned. The Provincial People's Committee also requested the Ministry of Construction to direct Project Management Board 85 to require the project investor to promptly transfer compensation funds for the remaining two cases to the Southern Khanh Hoa Regional Land Fund Development Center to complete compensation payments and finalize land handover to the investor; and to expedite the construction of the Thuan Nam interchange to connect with the North-South Expressway project, linking it to National Highway 1 and the Ca Na General Seaport. To ensure safe and convenient travel and transportation of agricultural products for people living and farming along the highway, the Provincial People's Committee requests the Ministry of Construction to pay attention and direct the Project Management Board 85 to promptly implement the construction of the additional access road for which the locality has already handed over the land.

At the meeting, Deputy Minister Nguyen Viet Hung directed the resolution and handling of minor outstanding issues and obstacles for the two expressway projects, the Nha Trang - Cam Lam and Cam Lam - Vinh Hao sections, in order to complete and put them into operation from January 1, 2026, in accordance with the Prime Minister's directive, contributing to serving the people, developing the local economy in particular and the country in general, as well as completing the procedures for finalizing the investment project. Deputy Minister Nguyen Viet Hung requested, The Ho Chi Minh Highway Project Management Board is directing and working with investors to urgently finalize the design, approve contractor selection, and organize the construction of rest stops on the Nha Trang - Cam Lam section of the expressway; closely coordinating with the Department of Industry and Trade to definitively resolve the issue of the two 220kV power lines. The Project Management Board 85 is actively coordinating with local authorities to complete the land clearance for the remaining 17 access road locations, organize construction, and strive to complete it on schedule; directing the acceleration of the construction progress of the Thuan Nam interchange, aiming for completion in December 2025. At the same time, it is inspecting and urging the contractor to urgently complete the remaining procedures for the construction of rest stops on the Cam Lam - Vinh Hao section of the expressway, aiming for early completion and commissioning in January 2026 as directed by the Prime Minister.

Following a working session with the delegation from the Ministry of Construction, on the afternoon of November 13th, Ms. Le Huyen, Vice Chairman of the Provincial People's Committee, chaired a meeting to hear reports on outstanding issues and obstacles related to land clearance for expressway projects passing through the province. Regarding the rest stop section of the Nha Trang - Cam Lam expressway, Ms. Le Huyen instructed the Cam Lam Area Land Development Center to complete the compensation payment procedures according to the approved decision. Regarding the issue of the clearance height of the two 220kV power lines, she instructed the Cam Lam Area Land Development Center to complete the necessary documentation as instructed and submit it to the Department of Industry and Trade to finalize the relocation plan by the end of 2025. The Department of Industry and Trade was tasked with monitoring the contractor's work and ensuring safety during the relocation of the two 220kV power lines. The Project Management Board 85 transferred compensation money to the remaining two households (over 4 billion VND) before November 18th to complete the land clearance for the rest stop on the Cam Lam - Vinh Hao section of the expressway. Regarding the relocation of the water supply pipeline at the Thuan Nam interchange construction site, the comrade requested that the units coordinate to complete it before November 20th so that the contractor can complete the construction of this project by the end of this year.
