There are still some problems

According to the report of the Provincial People's Committee, the Nha Trang - Cam Lam Expressway Project has been put into operation since May 19, 2023. However, the rest stop project on this expressway (at Km33+930, in Cam Hiep commune) with an area of more than ^63,600m2 has been delayed due to site clearance problems. Up to now, the locality has basically completed the site clearance work to hand over to the investor for construction. Cam Hiep commune People's Committee is organizing the payment of compensation after the investor transfers the funds. The project of relocating the 220kV Da Nhim - Nha Trang line intersecting the expressway at the overpass (Km22+423 and Km17+980) is still facing problems. Based on the opinion of the Ho Chi Minh Road Project Management Board (PMU) in Document No. 3002, dated November 3, 2025, the Cam Lam Regional Land Fund Development Branch submitted to the Department of Industry and Trade to promptly complete the appraisal work to organize the relocation of this item.

The Cam Lam - Vinh Hao Expressway Project has completed construction and been put into operation since April 30, 2024. However, the nearly ^112,000m2 rest stop project (at Km90+900, Do Vinh Ward) encountered problems with site clearance, causing delays. Up to now, the locality has basically completed the site clearance work to hand over to the investor for construction implementation, with only 2 cases waiting for the investor to transfer funds to pay the households. The Thuan Nam intersection connecting DT.709 (the access road connecting with National Highway 1 and Ca Na General Seaport) has basically completed site clearance. However, during the construction process, there were problems with relocating the water supply pipeline. Up to now, the relocation dossier is being completed by the Southern Khanh Hoa Land Fund Development Branch and submitted to the People's Committee of Phuoc Ha Commune for approval to implement the relocation.

In addition, the Cam Lam - Vinh Hao expressway project is still stuck with additional and connecting road items. Specifically, with the 2 residential road items with a total length of more than 1.1km through Nam Cam Ranh commune, Project Management Board 85 has coordinated with the Provincial Land Fund Development Center to hand over documents and site clearance markers at the site to carry out the work of measuring and drawing land acquisition documents according to regulations. The 25 residential road items (total length of more than 6.8km) through the southern area of the province have so far only completed 2 sections with a length of 431m under the item of returning the Trung Nam wind power operation road (Thuan Bac commune). There are 23 sections with a total length of more than 6.4km, although localities have mobilized households to hand over the entire site, Project Management Board 85 has not yet organized the implementation of construction.

Proposal to speed up progress

To ensure the project's progress, the Provincial People's Committee requested the Ministry of Construction to direct the Ho Chi Minh Road Project Management Board and Project 85 Management Board to urge investors to speed up the construction of rest stops on the expressway section Nha Trang - Cam Lam and Cam Lam - Vinh Hao to put into operation as planned. The Provincial People's Committee also requested the Ministry of Construction to direct Project 85 Management Board to request project investors to promptly transfer compensation funds for the remaining two cases to the Southern Khanh Hoa Regional Land Fund Development Center to complete the compensation payment, hand over the site to investors; speed up the construction of the Thuan Nam intersection to connect with the North - South Expressway Connecting Road Project with National Highway 1 and Ca Na General Seaport. To ensure the safe and convenient travel and transportation of agricultural products for people living and farming along the expressway, the Provincial People's Committee requested the Ministry of Construction to pay attention and direct the Project Management Board 85 to soon implement the construction of the additional service road for which the locality has handed over the site.

At the meeting, Deputy Minister Nguyen Viet Hung directed to resolve and handle the existing problems and minor obstacles for the two expressway projects, Nha Trang - Cam Lam and Cam Lam - Vinh Hao sections, to complete and put into operation from January 1, 2026 in accordance with the direction of the Prime Minister, contributing to serving the people, developing the local economy in particular and the whole country in general, as well as to complete the procedures for settling investment projects. Deputy Minister Nguyen Viet Hung suggested, The Ho Chi Minh Road Project Management Board directed and worked with investors to urgently complete the design, approve the selection of contractors, and organize the construction of rest stops on the Nha Trang - Cam Lam expressway project; closely coordinated with the Department of Industry and Trade to completely handle the 2 220kV power lines. Project 85 Management Board actively coordinated with the locality to complete the site clearance of the remaining 17 frontage road locations, organized the construction and strived to complete it on schedule; directed to speed up the construction progress of Thuan Nam intersection, striving to complete it in December 2025. At the same time, inspected and urged the contractor to urgently complete the remaining procedures to construct the rest stops on the Cam Lam - Vinh Hao expressway project, to soon complete and put it into use in January 2026 according to the direction of the Prime Minister.

After the working session with the working delegation of the Ministry of Construction, on the afternoon of November 13, comrade Le Huyen - Vice Chairman of the Provincial People's Committee chaired a meeting to listen to reports on the remaining contents and problems related to site clearance work at expressway projects passing through the province. For the rest stop item on the expressway project section Nha Trang - Cam Lam, comrade Le Huyen assigned the Cam Lam Regional Land Fund Development Center to complete the compensation payment procedures according to the approved decision. For the content of the clearance of 2 220kV power lines, comrade assigned the Cam Lam Regional Land Fund Development Center to complete the documents according to the instructions to submit to the Department of Industry and Trade to complete the relocation plan by the end of 2025. The Department of Industry and Trade urged the contractor's work, ensuring safety in the organization of the relocation of 2 220kV power lines. Project Management Board 85 transferred compensation money to the remaining 2 households (more than 4 billion VND) before November 18 to complete site clearance for the rest stop on the Cam Lam - Vinh Hao expressway project. Regarding the relocation of domestic water pipes at the construction site of Thuan Nam intersection, he requested the units to coordinate and complete it before November 20 so that the contractor can complete the construction of this project by the end of this year.
