According to the reporter's records, the leachate from the Ru Ri landfill area still flows through Suoi Can stream, Luong Hoa village ditch, Giang Day bridge (on National Highway 1) through the residential areas below, then flows out to sea at Vinh Luong fishing port area. Ms. Duong Thi Ai (Luong Hoa village) said that her family has lived near the stream in Luong Hoa village for nearly 30 years. The situation of leachate from the landfill being black and emitting a foul smell has been going on for many years, especially when there is heavy rain, the amount of leachate flowing from the landfill is even greater.

Mr. Le Dai Duong - Chairman of the People's Committee of Bac Nha Trang Ward said: "Recently, the ward has received feedback from households in Luong Hoa village about the situation of leachate flowing from the landfill into Luong Hoa stream, through the residential groups of Luong Hoa and Luong Son 3, causing stench, environmental pollution, affecting people's lives. Through inspection, the People's Committee of Bac Nha Trang Ward also acknowledged this situation and reported, requesting the Department of Construction to pay attention, direct the Nha Trang Public Service Management Board (MBM) and Nha Trang Urban Environment Joint Stock Company to promptly inspect and increase the collection of leachate to the Luong Hoa leachate treatment station; at the same time, implement solutions to thoroughly overcome this situation, ensuring a living environment for people".

It is known that the cause of the above situation is that Ru Ri landfill was formed around the mid-1980s, is an open-air landfill, has outdated technology, and has no bottom lining, so leachate always exists and flows into the environment for a long time. In 2014, the Management Board of the Nha Trang City Environmental Sanitation Improvement Project (currently the Management Board of the Provincial Development Project) closed this landfill by covering the surface of the landfill with soil and waterproofing membrane. However, the bottom layer of the landfill cannot be renovated, so leachate from this landfill still flows into the ditch, down to Suoi Can, the area of Giang Day bridge, especially generating large volumes when there is heavy rain, lasting for many days. Meanwhile, the current collection and transfer of leachate from Ru Ri landfill and Luong Hoa landfill to Luong Hoa leachate treatment station is about 216 ^m3 /day and night on average, not to mention the unusual rainwater flow from two upstream dry streams will overload the leachate treatment station (design capacity is 186 ^m3 /day and night).

Along with that, the treated leachate is pumped to Pumping Station 4 (Xom Con Street, Ha Ra Bridge, Nha Trang Ward) by HDPE D90 pipe about 9km long, then led to the Southern Wastewater Treatment Plant (Nam Nha Trang Ward) for thorough treatment before being discharged into the environment. However, the pressure pipe that carries the treated leachate after many years of use often has residue buildup, causing blockages, making it difficult to maintain, clean, flush and handle arising incidents, especially during the rainy season.

Urgent coordination of handling

Ms. Nguyen Thi Lan - Deputy Director of the Department of Agriculture and Environment said, in the face of the above situation, the department has proposed the Provincial People's Committee to direct the Department of Construction to coordinate with the Provincial Development Project Management Board to soon receive, hand over, put into operation and operate the wastewater treatment plant and collection system under the Coastal Cities Sustainable Environment Project - Nha Trang Sub-project to have a plan to connect and partially treat leachate from Ru Ri and Luong Hoa landfills; assign the Nha Trang Public Service Management Board to preside over and coordinate with Nha Trang Urban Environment Joint Stock Company and the People's Committee of Bac Nha Trang Ward to inspect and analyze the water flow (especially in the rainy season) from the two upstream dry streams to have a plan to control and reasonably regulate the flow to minimize the amount of rainwater mixing with leachate from the two landfills flowing downstream. In addition, direct the Nha Trang Public Service Management Board to urgently prepare and submit to the Department of Construction to advise the Provincial People's Committee to approve the investment policy for the Project to Upgrade and Renovate Luong Hoa Leachate Treatment Station, as a basis for project implementation, helping to handle regularly, stably, and long-term, minimizing environmental incidents due to exceeding capacity as at present; in which, it is also necessary to pay attention to applying new technology, suitable to the actual situation of the locality.

Comrade Tran Hoa Nam - Vice Chairman of the Provincial People's Committee said that in order to completely handle the leachate situation from Ru Ri landfill, the Provincial People's Committee has issued a document assigning the Department of Construction to urgently direct the Nha Trang Public Service Management Board to carry out tasks according to the recommendations of the Department of Agriculture and Environment to ensure compliance with legal regulations; requesting Nha Trang Urban Environment Joint Stock Company to arrange personnel to regularly inspect the treatment of domestic solid waste, leachate treatment, maintenance and repair of the company's waste and leachate treatment system at Luong Hoa landfill area, ensuring effective operation, in accordance with the signed public service contract. In addition, the People's Committee of Bac Nha Trang ward is assigned to coordinate with relevant agencies to monitor and regularly inspect areas generating leachate to have a treatment plan; At the same time, provide complete, timely and transparent information on environmental protection activities, leachate treatment processes and progress in overcoming existing problems so that people can understand, share and create consensus in implementing environmental protection measures.

On November 4, the Provincial People's Committee issued a document assigning the Department of Finance to urgently inspect and handle the proposal for the Project to Upgrade and Renovate Luong Hoa Leachate Treatment Station according to its authority; promptly report and advise on matters under the authority of the Provincial People's Committee before November 15. The Department of Construction is responsible for monitoring and urging the Nha Trang Public Service Management Board to provide records and documents to the Department of Finance to implement according to the direction of the Provincial People's Committee mentioned above; promptly resolve problems under its authority, ensuring effective treatment of environmental pollution at the Ru Ri landfill.
