Promoting the role of community learning centers

Along with the implementation of the 2-level local government model, in recent times, commune-level community learning centers (CLCs) in Khanh Hoa province have been reorganized, merged, and improved in organization, human resources, and activities. A number of learning models associated with economic development, cultural preservation, and technology transfer have been implemented, contributing to building a learning society from the grassroots.

Grassroots efforts

Bac Ai Commune Community Training Center was established in July 2025, with the task of organizing non-formal education and training activities to meet the diverse learning needs of the people. Mr. Truong Cong Huan - Vice Chairman of the Commune People's Committee, Director of Bac Ai Commune Community Cultural Center said: "Inheriting and promoting the results of activities from 3 Community Cultural Centers of the old communes, in recent times, the center has focused on implementing many activities to support people, including the work of preserving and promoting the cultural values ​​of the Raglai ethnic group. The commune has directed the introduction of Raglai language and traditional musical instruments into schools; coordinated with the Department of Education and Training (GD-DT) and artisans to open Raglai language and musical instrument classes for teachers. Currently, the school principals are all core members of the center. Some artisans, village elders, and prestigious people in the Raglai community are invited to participate in teaching folk culture in schools. Along with that, the center focuses on transferring science and technology, organizing a number of community classes to improve knowledge and production skills for ethnic minorities".

At Khanh Son Commune Community Learning Center, the integration of community learning tasks into the local development plan, the implementation of models of transferring livestock and crop farming techniques, and helping people apply scientific advances in production have been maintained and expanded. A typical example is Mr. Kator Nguon in Hap Cuong village. In 2017, he participated in a durian growing training course organized by the Son Binh Commune Community Learning Center (old). Thanks to technical guidance, he has built a durian garden of nearly 200 trees, which is currently yielding stable harvests. After Khanh Son Commune Community Learning Center was established, he continued to receive support and technical advice on care and planting 50 new trees. Mr. Nguyen Tien Sy - reporter of Khanh Son Commune Community Center said: "The locality has the characteristics of fruit tree development, so the center has developed a training plan, instructing people on techniques for planting and caring for durian, rambutan, grapefruit, mangosteen... After each training session, the center's management board directly goes to each household to provide additional support, helping people improve their qualifications, knowledge, develop the economy effectively, and escape poverty sustainably."

Improve operational efficiency

According to Mr. Le Dinh Thuan - Deputy Director of the Department of Education and Training, currently the People's Committee at the commune level plays the role of directly managing the Community Learning Centers; the Department of Education and Training directs professional and technical matters, including guiding, inspecting, and supervising the implementation of programs, contents, and methods of operation; organizing training courses and improving the capacity of the management and staff of the center. The merger of commune-level administrative units has expanded the area and population size, requiring the management board of the Community Learning Centers to carefully survey the residential, socio-economic conditions, and learning needs of the people to develop effective and practical operation plans.

Currently, some CLCs have implemented activities such as: Opening vocational training classes, eliminating illiteracy, popularizing education, training programs... to contribute to improving people's knowledge and living standards. However, some centers still face difficulties in organization, human resources, facilities and financial resources to implement activities. In the coming time, CLCs need to continue to improve their organization, implement many diverse and practical models to create learning opportunities for people, towards the goal of building a sustainable learning society from the grassroots.
