Using a unified set of textbooks nationwide from the 2026-2027 school year

Review and complete the General Education Program, focusing on developing and ensuring the provision of a unified set of textbooks nationwide for use from the 2026-2027 school year. This is the task assigned by the National Assembly to the Government in the Resolution on the Socio -Economic Development Plan for 2026, which was approved this morning, November 13.

To realize the socio-economic development goals for 2026, the National Assembly proposed that the Government promote the development of modern, high-quality human resources in priority, emerging, and high-tech industries and fields; create breakthroughs to strongly promote scientific and technological research, innovation, and digital transformation.

Continue to effectively implement the solutions stated in Resolution No. 71-NQ/TW of the Politburo, the Resolution of the National Assembly and the Action Program of the Government on breakthroughs in education and training development. Create a clear change in the quality of education and training at all levels. Improve foreign language proficiency for learners, making English the second language in schools. Train and equip basic knowledge of culture and arts and increase physical activities, sports, and improve physical fitness for students.

Strengthening connections and promoting the effectiveness of domestic and foreign innovation networks, networks connecting Vietnamese talents; attracting Vietnamese scientists abroad and foreign experts to participate in scientific research, innovation and digital transformation activities in Vietnam. Innovation must create a mass movement, digital transformation must build a digital nation and digital government.

In the Resolution, the National Assembly also requested the Government to invest in developing cultural industries, achieving social progress and equity, improving people's material and spiritual life and health. In particular, paying attention to preserving, embellishing and promoting national cultural values, tangible and intangible cultural values of regions. Promoting the development of cultural industries and entertainment industries.

The Government also needs to effectively implement the solutions stated in Resolution No. 72-NQ/TW of the Politburo, the Resolution of the National Assembly and the Government's Action Program on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health. Improve the capacity of the health system, especially preventive medicine and grassroots health care, promote the strengths of traditional medicine; monitor, give early warnings, and promptly control epidemics...

Regarding the project to build 1 million social housing units, the National Assembly proposed to strive to complete over 110,000 units by 2026. Regarding labor and employment, the National Assembly stated that it is necessary to promote labor restructuring, increase the proportion of non-agricultural labor, focusing on increasing social labor productivity. Strengthen the connection between supply and demand, strongly develop the labor market. Continue to implement solutions to expand coverage and develop social insurance and unemployment insurance participants.

Early operation of international financial center in Ho Chi Minh City and Da Nang

The National Assembly requested the Government to promote the digital economy, green economy, semiconductor technology, artificial intelligence, and energy transition. Focus on resolving difficulties and obstacles for long-standing projects.

Build, put into operation soon, and promote the effectiveness of the International Financial Center in Ho Chi Minh City, Da Nang City, and new-generation free trade zones in some localities. Build a program to develop foundational industries, spearhead industries, and emerging industries; projects to develop a number of specialized industrial clusters and large-scale industrial complexes, develop railway industry, industries applying atomic energy, green energy, clean energy, space, quantum, etc.; research, develop, and implement synchronous, feasible, and effective policies and solutions to develop supporting industries.
