The meeting was co-chaired by Vietnam's Deputy Minister of Construction Nguyen Tuong Van and Algeria's Minister of Industry Kheireddine Ben Aissa. Also attending the meeting were Vietnamese Ambassador to Algeria Tran Quoc Khanh and Algerian Ambassador to Vietnam Azzeddine Bechka; representatives of the Ministries of Construction, Finance, Industry and Trade, Agriculture and Environment, Education and Training, Culture, Sports and Tourism, Science and Technology; representatives of enterprises of the National Industry-Energy Group (PVN), Vietnam Machinery Installation Corporation (Lilama), Vietnam Cement Corporation (Vicem) and many representatives of ministries, branches and enterprises of Algeria.
Both heads of delegations emphasized the special significance of the meeting, which took place right before Prime Minister Pham Minh Chinh’s visit to Algeria. The meeting is expected to make a practical contribution to the success of the official visit, while creating a new impetus for promoting economic and scientific-technical cooperation between the two countries in the coming time.
Head of the Algerian delegation, Mr. Kheireddine Ben Aissa, expressed his appreciation and considered the visit of Prime Minister Pham Minh Chinh as an "important milestone". He emphasized that the visit has strategic significance, an opportunity to sign a series of agreements. In particular, he expected the visit to "lay a solid foundation towards building a new strategic partnership framework" between the two countries.
For his part, Deputy Minister Nguyen Tuong Van affirmed that this session has a “double meaning”, the results of which not only make an important contribution to the overall success of the Vietnamese Prime Minister’s official visit to Algeria, but also serve as a basis for strongly promoting cooperation in the coming time.
At this meeting, the two sides informed each other about the socio-economic development situation of each country. The head of the Algerian delegation shared about the extensive economic reforms, especially the new Investment Law, creating a transparent business environment and Algeria's role as an important gateway to the African market (AfCFTA). The head of the Vietnamese delegation shared about Vietnam's "3 strategic breakthroughs" in institutional development, infrastructure and human resources, and emphasized the goals of digital transformation, green transformation, towards net zero emissions by 2050.
The two sides agreed that the Intergovernmental Committee is not only a consultation framework but also a “practical tool” to realize shared visions. In addition to strengthening traditional areas of cooperation such as trade, oil exploitation and agriculture, the two sides wish to expand cooperation to new, potential areas including industry, renewable energy, scientific research, digital transformation, innovative startups, tourism, higher education, construction and transportation.
The 13th session is expected to create a strong momentum for cooperation, contributing to further deepening the traditional friendship and creating momentum for a new, stronger development phase, bringing the Vietnam - Algeria cooperation to a new height. This event not only affirms the determination to strengthen the historic friendship, but is also an important occasion to prepare the content of economic and scientific and technical cooperation, propose directions for cooperation, and create new momentum for the Vietnam - Algeria bilateral relationship.
Bilateral trade cooperation has witnessed strong growth. In the first 9 months of 2025 alone, the two countries' trade turnover exceeded 450 million USD, an increase of more than 200% over the same period. Algeria is currently Vietnam's 4th largest export market in Africa. Investment cooperation is a successful "bright spot" with the oil and gas joint venture project at Bir Seba field operating effectively with a capacity of 17,000 barrels/day. Vietnamese enterprises are also actively seeking new investment opportunities in Algeria in the fields of pharmaceuticals, construction and human resource supply.
