
According to the Provincial People's Committee, in recent days, Lam Dong province has continuously experienced prolonged heavy rains with high rainfall measured in many areas: D'Ran commune 125.6mm, Xuan Huong ward - Da Lat 107.6mm and Lac Duong commune 101.4mm.
Heavy rainfall has rapidly increased the water flow into reservoirs, putting significant pressure on the irrigation system and increasing the risk of insecurity for downstream areas. At the same time, landslides and land slides at mountain passes have begun to appear, directly affecting traffic safety, many low-lying areas are also locally flooded, affecting people's lives and production.
Faced with the complicated developments of heavy rain, floods and landslides, the Provincial People's Committee requested departments, branches and localities to focus on immediately implementing response measures. People's Committees of communes, wards and Phu Quy special zone must closely monitor the weather situation, water levels of reservoirs and proactively update appropriate project operation plans. Localities must coordinate with irrigation and hydropower reservoir management units to ensure safe regulation and promptly notify downstream areas before releasing floodwaters.
The local shock force needs to urgently inspect residential areas along rivers, streams, and low-lying areas to promptly clear the flow, evacuate people from dangerous areas, and proactively drain water to protect production. On-duty work must be maintained 24/7, along with the arrangement of control forces at locations at risk of deep flooding or landslides. Localities are responsible for compiling statistics, synthesizing damages, and reporting to the Department of Agriculture and Environment.
The Department of Agriculture and Environment is assigned to closely monitor weather developments, summarize damage situations, advise the Provincial Civil Defense Command and propose solutions to the Provincial People's Committee. At the same time, coordinate with the Department of Industry and Trade to work with owners of irrigation and hydroelectric reservoirs to proactively regulate the reservoirs, ensure flood prevention capacity and inspect the safety of the works, promptly propose solutions when incidents arise.
The provincial police and the provincial military command increased forces to support localities in rescue, relief and evacuation work.
The Department of Construction urgently inspects national highways and provincial roads, especially steep mountain passes and slopes at risk of landslides; temporarily prohibits people and vehicles from passing unsafe locations, and organizes traffic diversion and arranges alternative routes when necessary.
The Department of Health has prepared adequate supplies and equipment to disinfect medical facilities, schools and necessary areas as soon as the flood recedes, contributing to quickly stabilizing people's lives.
The Provincial Hydrometeorological Station closely monitors the situation and provides timely forecasts and warnings.
The units managing the reservoirs, irrigation dams and hydropower plants regularly update the weather and water level, check the safety of the works and operate the reservoirs according to the approved procedures. At the same time, they provide early warnings to the people in the downstream areas before releasing floodwaters and regularly report to the province for timely handling when situations arise.
