
Multi-sector integrated investment
Deputy Director of the Hai Phong Transport and Agricultural Construction Investment Project Management Board (hereinafter referred to as the Project Management Board) Pham Van Phong informed: The Hai Phong City Development Project adapting to climate change was approved by the Prime Minister under Decision 1446/QD-TTg dated June 30, 2025. The City People's Committee was assigned as the project's governing body. The International Bank for Reconstruction and Development (IBRD) of the World Bank (WB) group is the sponsor.

Regarding the scale of construction investment, the project consists of 4 components. Of which, component 1, synchronous development of Thuy Nguyen urban infrastructure adapting to climate change, will deploy the construction of Ring Road 3, with a length of about 18.65 km and works on the route. Of which, about 2.67 km are bridges including: Hanoi - Hai Phong expressway overpass; Cam River overpass and Ruot Lon River overpass.
Component 2: Upgrading the environment of the Re River. This component includes 2 sub-components: the first sub-component is upgrading the infrastructure of the Re River. Specifically, building a road along the Re River (about 14.1km) for riverside management. Upgrading and building new embankments and renovating existing embankments with a total length of about 11km...
The second subcomponent upgrades the environmental sanitation of the Re River basin. Specifically, building a sewer system to collect wastewater on both sides of the Re River (17.3 km of self-flowing sewers); 1.4 km of pressure sewers and 12 wastewater pumping stations along the Re River management road and the pumping pipeline leading to the An Duong 1 wastewater treatment plant (Hoang Mai); building about 11.6 km of a tertiary sewer network to collect household wastewater to connect synchronously with the wastewater collection sewer line...

Component 3 reduces central urban flooding. Including construction of a regulating culvert at Tam Bac bridge with Thuong Ly river and a regulating culvert at Thuy Doi cape at the mouth of Tam Bac river flowing into Cam river; construction of a rainwater pumping station with a capacity of 12m3 /s to pump rainwater from Tam Bac river lake to Cam river outside the urban area. Component 4 develops systems and capacities to improve urban resilience to climate change. This component includes three sub-components: improving flood risk management capacity; improving water quality management capacity; and environmental management and project management.
With urgent requirements, more than 4 months since the Prime Minister approved the investment policy and was assigned by the City People's Committee, the Project Management Board urgently implemented related tasks such as: preparing a feasibility report; topographic survey and geological survey.
"According to the plan, by November 30, the feasibility study dossier will be completed and submitted to the competent authority for appraisal; the environmental impact assessment report will be approved before December 15; the sponsor will be appraised next December; the project will be approved in January 2026; negotiations will be organized and the loan agreement will be signed in the second quarter of 2026. Strive to start construction in the fourth quarter of 2026. If comparing the progress of similar projects, the progress built and implemented by the Project Management Board will be 1 year shorter than required," Deputy Director Pham Van Phong emphasized.

The Hai Phong City Development Project adapting to climate change is being implemented in a very large area, in many wards of the city including: Dong Hai, Thuy Nguyen, Nam Trieu, Bach Dang, Hoa Binh, Luu Kiem, Hong Bang, An Duong, An Hai, Ngo Quyen, Gia Vien, Le Chan and An Bien. The total land area used is about 118.5 hectares with many different types of land. The project has a total investment of 9,908.2 billion VND, equivalent to about 408.1 million USD. Of which, the IBRD loan from the World Bank is 6,626.35 billion VND; domestic counterpart capital is 3,281.89 billion VND.
To speed up the progress of related work, especially the work of cadastral mapping and planning, the Project Management Board requests the City People's Committee to direct the localities where the project passes through to coordinate and support the Project Management Board in the following tasks: statistics, determining land users; consulting on planning; promptly reviewing and approving the master plan of the An Duong 1 wastewater treatment plant and 2 regulating gates on the Tam Bac River; organizing the marking and management of the protection of the Re River corridor according to regulations.

At a recent project progress inspection, Comrade Le Tien Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation, emphasized that climate change is increasing the intensity and frequency of extreme natural disasters globally, especially storms and floods, causing severe damage to the economy, infrastructure and people. Hai Phong City is directly affected by climate change phenomena. Therefore, the implementation of the project is extremely urgent.
The Secretary of the City Party Committee assigned the City People's Committee Party Committee to direct departments, branches and the Project Management Board to build the critical road for the entire project to be completed in November 2025; the project approval progress to be implemented in January 2026 and the negotiation and signing of the ODA loan agreement in June 2026. Particularly for component 3 of reducing urban flooding in the central area, the City People's Committee Party Committee was assigned to study the early implementation plan, report to the Standing Committee of the City Party Committee and the Standing Committee of the City Party Committee in November 2025; strive to start construction in the first quarter of 2026 and complete the component before the rainy and stormy season of 2026.
The Hai Phong City Development Project adapting to climate change will be implemented to create a boost for the city's socio-economic growth; sustainable urban development through a multi-sector integrated investment package focusing on urban connectivity and regional linkages, ensuring environmental sustainability, water security and reducing urban flooding, and adapting to climate change. The project components are not only physical works but also strategic driving forces, expanding urban development space, improving the quality of life and creating a solid foundation for the sustainable development of the Port City.
