Comments on the draft documents of the 14th Party Congress: Making the Party's ideas consistent with the people's wishes

Exactly one month since the announcement, the organization of collecting opinions from cadres, party members and people on draft documents to be submitted to the 14th National Party Congress has been seriously and urgently implemented.

The 13th Party Central Committee announced the full text of the draft documents to be submitted to the 14th National Party Congress to solicit comments from officials, party members and the people from October 15. The period for collecting comments from the people will last until November 15, 2025.

Implementing the direction of General Secretary To Lam , Head of the Document Subcommittee, on October 21, 2025, the XIV Congress Documents Editorial Team provided "Report on some new and important issues in the Draft Documents submitted to the XIV Party Congress" as a reference document for cadres, party members and people in the process of discussing and commenting on the Draft Documents of the XIV Congress that have been published to widely solicit public opinions.

Exactly one month since the announcement, the organization of collecting opinions from cadres, party members and people on draft documents to be submitted to the 14th National Congress of the Party has been seriously, urgently and synchronously implemented and achieved positive results.

Affirming the steadfast will and aspiration to develop the country

Regarding the draft Political Report of the 13th Party Central Committee, on the theme of the Congress, the majority of opinions were highly unanimous, affirming that the theme has a profound generality, demonstrating the intelligence, vision, goals and political determination of the entire Party, people and army in the cause of building and defending the Fatherland; affirming the steadfast will and aspiration to develop a prosperous and happy country, firmly advancing towards socialism in the new era.

Along with that, opinions on the results of implementing Resolution XIII and 40 years of innovation; on limitations and weaknesses; viewpoints and development goals for the new period; on main development goals and targets for the 5 years 2026 - 2030; development orientation, tasks and solutions; on Party building...

It can be seen that, compared to recent Congresses, the new point of this Political Report is the integration of the content of 3 documents, including: Political Report, Socio -Economic Report, and Party Building Summary Report.

This integration demonstrates the spirit of continued innovation in document drafting, based on the country's new realities, the development of theoretical awareness and implementation of the Party, ensuring consistency in content; concise, succinct, easy to understand, easy to remember, easy to implement.

Ms. Luong Bich Loan, Secretary of the Youth Union of Ba Son commune, Lang Son province, said that establishing a new growth model with the goal of improving productivity, quality, efficiency, added value and competitiveness of the economy; taking science, technology, innovation and digital transformation as the main driving force... is very appropriate.

Because applying scientific and technological achievements and digital transformation into production and life will create high productivity and efficiency, shortening the development gap. However, to achieve the set goals, the Party and the State need to have more investment policies to improve infrastructure, especially telecommunications infrastructure in mountainous and border communes.

Through a practical perspective of the country's changing achievements in recent times, especially studying the draft documents of the 14th National Congress, Dr. Phan Bich Thien, member of the Central Committee of the Vietnam Fatherland Front, President of the Vietnamese Women's Forum in Europe, expressed that the draft documents have correctly identified the spirit of inheritance and innovation, focusing on building a country that is "fast, sustainable, prosperous, and happy."

However, the draft document needs to more clearly demonstrate the vision of comprehensive human development in Vietnam, not only as a resource, but also as the goal of all policies.

Dr. Nguyen Trung Hieu, Faculty of Tourism and Culture-Arts, An Giang University - Ho Chi Minh City National University shared that the Draft Documents of the 14th Congress have demonstrated the strategic vision of the Party, not only considering culture as the spiritual foundation, endogenous resource, great driving force of society, but also affirming culture as a strategic "soft power", contributing to raising the position and mettle of the Vietnamese people in the integration period.

To effectively exploit cultural “soft power”, according to Dr. Nguyen Trung Hieu, the Party and State need to institutionalize it into specific action programs, linked to education, science and technology, especially cultural diplomacy. This will strongly arouse patriotism, confidence, self-reliance and the aspiration to build a prosperous country, while helping Vietnam develop foreign relations in the new era, commensurate with the country’s historical, cultural and positional stature.

Regarding the draft Action Program to implement the Congress Resolution, the majority of opinions assessed that the draft was tightly constructed, with clear objectives and solutions, and high actionability. However, to ensure effectiveness, opinions suggested prioritizing key strategies and avoiding spreading.

Comprehensively reflects and deeply summarizes the great and historically significant achievements of the renovation process.

Many opinions were shared on the content of the draft Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam.

The majority unanimously agreed that the draft Document comprehensively and profoundly reflected the great achievements of historical significance of the renovation process, especially the achievements in Party building and rectification and developing and perfecting the theoretical system on the path to socialism in Vietnam.

As a cadre and lecturer at the Party School, Dr. Vu Trung Kien, Deputy Head of the Department of Party Building (Ho Chi Minh National Academy of Politics Region II) always pays close attention to the content of the Congress documents; including the assessment of the country's foundation, potential, position and prestige.

"After 1975, the country went through a period of many difficulties and challenges, especially in the socio-economic field. The 6th Party Congress in 1986 decided to renovate the country. Thus, this 14th Congress marks exactly 40 years of renovating the country. It is very necessary that the draft document devotes a section to evaluating the results of renovating."

According to Dr. Vu Trung Kien, the final assessment needs to be frank, objective, comprehensive, and forecast the context of the world and regional situation as well as the thoughts and feelings of all classes of people in the country and overseas Vietnamese... impacting and influencing the development and stability of the country.

From there, the Party can propose appropriate policies; at the same time, it is necessary to minimize general qualitative assessments and need specific numbers.

Regarding the development of the Party's theoretical awareness over 40 years of renovation, Secretary of the Party Committee of Van Son commune (Phu Tho) Nguyen Xuan Tu contributed comments and assessed that the report correctly summarized the process of developing theoretical thinking on the path to socialism, socialist-oriented market economy and building a socialist rule-of-law state.

However, the report needs to emphasize more the inheritance and creativity in applying Marxism-Leninism and Ho Chi Minh thought to Vietnam's reality; continue to develop new theories on digital transformation, green economy, circular economy, building a digital society and digital people, to meet development requirements in the new period...

Contribute to improving the leadership capacity and fighting strength of the Party in the new situation

According to the Central Propaganda and Mass Mobilization Commission, opinions generally agreed with the assessments in the draft Report summarizing 15 years of implementing the Party Charter (2011-2025) and proposed and oriented to supplement and amend the Party Charter on the results and limitations after 15 years of implementing the Party Charter, at the same time proposing many specific contents to continue to improve and enhance the effectiveness of implementation in the coming period. Many opinions emphasized the requirement to substantively implement the principle of democratic centralism and overcome formalism.

Ms. Bui Thi Quynh Nga, Standing Deputy Secretary of the Party Committee of Quang Yen Ward, Quang Ninh, said that the work of Party building and implementation of the Party Charter has had many positive changes in recent times, contributing to strengthening people's trust in the Party.

However, the report needs to assess more deeply the quality of party members and grassroots party organizations; have more specific instructions on the form of participation in party activities for party members working far away; party activity places for party members working in companies and enterprises when the unit has not yet established a party cell; admitting elite masses into the Party for private units such as private kindergartens...

At the same time, Ms. Nga proposed amending the Party Charter for all contents related to the previous district level and specific regulations for the Party Committees and Inspection Committees of the Party Committees of communes and wards after implementing the two-level local government.

Sharing his opinion on this content, Secretary of the Party Committee of Ky Son commune (Phu Tho) Hoang Van Minh contributed: The draft has fully stated the comments and assessments on the implementation of the Party's principles, purposes, class nature, organizational elements, ideological foundation, and guidelines for action.

The draft continues to emphasize the importance of ideological work in building and rectifying the Party and the political system. Special emphasis is placed on steadfastness, research, development and creative application of Marxism-Leninism and Ho Chi Minh Thought to suit the current and future realities of Vietnam.

Mr. Hoang Van Minh proposed that it is necessary to continue to innovate the content and methods of studying political theory, linking theory with practice, creating appeal and practicality. The amendment and supplementation of the Party Charter should be in the direction of increasing the autonomy and self-responsibility of grassroots party organizations and establishing an effective internal feedback mechanism within the Party, in order to improve the quality of Party building and rectification work in the current situation and in accordance with reality...

With a spirit of openness, democracy and high responsibility, collecting public opinions on the documents of the 14th National Congress will help the Party perfect its guidelines and policies in accordance with the people's aspirations.

Collecting comments and contributions from National Assembly deputies, the Fatherland Front, socio-political organizations, mass organizations, cadres, party members, people... on the draft documents to be submitted to the 14th National Party Congress aims to gather and promote the people's intelligence and mastery to contribute to the Party in formulating important guidelines, policies and decisions of the country, contributing to improving the quality of draft documents to be submitted to the 14th National Party Congress; consolidating and fostering people's trust in the Party, making the Party's ideas consistent with the people's wishes./.
