Now, in a world of "rapid, complex, and unprecedented changes," Vietnam stands at a new turning point, a "new era of development," an "era of national progress." To realize this aspiration for development, the strategic directions preparing for this new phase are showing a prominent new point, a new mindset: steadfastly pursuing the path of "self-reliance, self-sufficiency, and self-strengthening" in all fields, as a foundation for proudly moving forward into the future.
Solid foundation built upon achievements.
National pride and confidence are not abstract concepts; they are built upon the concrete achievements of the Party, the State, and the people, especially during the turbulent five-year period of 2021-2025. Despite facing more difficulties and challenges than anticipated, from the Covid-19 pandemic to armed conflicts and increasingly fierce technological competition, Vietnam remains steadfast on its path.

As our Party has affirmed, we have "turned the situation around and rapidly transformed the state" to "recover and develop socio -economic activities." The macroeconomic foundation has been maintained, "inflation is controlled, and major economic balances are ensured," with an estimated average GDP growth rate of 6.3% per year during the 2021-2025 period, a high rate compared to the region and the world. The size of the economy has increased impressively, from US$346.6 billion in 2020 to over US$510 billion in 2025, placing Vietnam 32nd in the world.
More importantly, the fruits of growth have been shared with all citizens. GDP per capita increased from US$3,552 to approximately US$5,000, bringing national income close to the upper-middle income level. A series of historic social welfare policies have been implemented, such as "free tuition for students from kindergarten to high school in public schools," the program to "basically eliminate temporary and dilapidated housing," and the "construction of 1 million social housing units." These achievements, along with continuously improving Human Development Index (HDI) and Happiness Index, form the strongest material foundation for national confidence and pride.
Strategic breakthroughs based on the spirit of "self-reliance, self-sufficiency, and self-strengthening".
Entering a new era of development, the confidence and established position allow Vietnam to confidently implement strategic breakthroughs to achieve "self-reliance, self-sufficiency, and self-strength," creating a sustainable and independent development model.
Firstly, it is institutional "autonomy" achieved through a revolution in management thinking. New documents identify the "breakthrough of breakthroughs" as the improvement of institutions. The core principle is to decisively "eliminate the 'if you can't manage it, ban it' mentality," which is a barrier to innovation. Instead, it is replaced by a "development-oriented" mindset, "opening the way and unlocking all resources," and a rapid and strong shift from management to governance for development. The concrete manifestations are the "revolution in the organizational structure of the political system" and the "organization of a two-tiered local government system." This is a historic step towards "autonomy," aiming to build a streamlined, effective, and efficient apparatus capable of enacting and implementing "legal frameworks... for artificial intelligence and digital transformation" and responding to the new challenges of the era.
Secondly, it is about technological and economic "self-reliance" by unleashing internal strengths. The new strategy clearly defines the goal of "building an independent, self-reliant, self-sufficient, and self-strengthening economy." The pillar of this self-reliance is mastering technology. Resolution No. 57-NQ/TW has paved the way for "breakthroughs in the development of science, technology, innovation, and digital transformation," with the goal of "gradually mastering some strategic technologies" such as AI and semiconductors, alongside building "digital infrastructure" and "big data centers." To master technology, it is necessary to master training, nurturing, and utilizing talent. A strategy for "breakthrough development in education and training" is being initiated, focusing on "training high-quality human resources and talent" through Resolution No. 71-NQ/TW on breakthrough development in education and training. Furthermore, a particularly significant breakthrough in the spirit of "self-reliance" is the shift in the status of the private sector, as defined in Resolution No. 68-NQ/TW, which identifies "developing the private sector as the most important driving force of the national economy" and as a "pioneering force." The State will "assign and commission the private sector to participate in key scientific research tasks... important national tasks, and the development of the defense and security industry." This is the highest expression of confidence and self-reliance, mobilizing all national resources for a common goal.
Thirdly, there is the issue of "self-reliance" in national defense and security in the new context. Faced with non-traditional security challenges, the emergence of "cyber warfare" and "new forms of warfare," the "self-reliance" strategy focuses on comprehensive modernization, which is "building a revolutionary, regular, elite, and modern People's Army and People's Public Security Force." This self-reliance lies not only in military equipment but also in the capacity for self-reliance in national defense technology through "building and developing a defense and security industry towards... dual-use, modernity," and a crucial component of modern security is "ensuring national digital sovereignty and national AI sovereignty in cyberspace."
A vision for the future - national pride on the path to prosperity.
Nearly 40 years of Doi Moi (Renovation) have given us pride in a historical journey. The next stage of development, the "era of national resurgence," demands a new stature and a new spirit. The spirit of "self-reliance, self-sufficiency, and self-strengthening" is precisely that spirit. This is the path for Vietnam to realize its ambitious goals: by 2030, the 100th anniversary of the founding of the Party, Vietnam will be "a developing country with modern industry and a high-middle income," with a GDP per capita of approximately US$8,500. By 2045, the 100th anniversary of the founding of the Nation, Vietnam will "become a developed country with a high income."
The achievements we have made are the foundation of "confidence" and the spirit of self-reliance, self-sufficiency, and self-strengthening, which is the way of acting in the "new era." From there, the goal of a "prosperous, civilized, and happy" Vietnam is the source of national "pride," motivating us to move steadily forward into the future.
