On that basis, propagandize and disseminate the Law on Military Service (NVQS) to young men and their families so that they are aware and comply.

Comrade Nguyen Phi Tuan, Commander of Loc Ha Commune Military Command, said: "In order to achieve the military recruitment target, we have advised local Party committees and authorities to promote the role of the entire political system, especially the role of Party committees, authorities and organizations in villages and hamlets, to review, manage and grasp young people of age, as a basis for posting and publicizing right at the grassroots level."

Officers and soldiers of the militia of Loc Ha Commune Military Command ( Ha Tinh ) went to each household working in the sea with young men of military age to propagate and grasp the situation of young men preparing to join the army.

Coming to Tran Phu ward, Ha Tinh province, right at the time when the locality is "going to every alley, knocking on every door, checking every person" to grasp the situation of young people of military age, following the working group of Tran Phu ward, we went to the family of young man Nguyen Tien Duc, born in 2004, in Thuong Dinh residential group, one of the outstanding young men in the religious area who are ready to join the army in 2026. Talking with Mrs. Vo Thi Nguyet, 58 years old, mother of young man Duc, we learned that her son had studied hairdressing and is currently working as a barber in the locality.

“After receiving propaganda from the ward union cadres and the village team leader, my family understood the responsibility and duty to protect the Fatherland. My family encouraged my child to sign a commitment and be ready to participate in the examination. If he passes, he is ready to join the army,” said Ms. Nguyet.

Representatives of the leaders and the Military Command of Tran Phu ward (Ha Tinh) encouraged and understood the aspirations of young man Nguyen Tien Duc, born in 2004, a parishioner in Thuong Dinh residential group, to implement the Law on Military Service.

In the mountainous commune of Huong Khe, with the characteristics of being a commune merged from 3 old communes, with a large area, a thin staff, and large movements of citizens due to working far away, exporting labor, and studying at universities, comrade Cao Viet Son, Commander of the Commune Military Command, said: "We have consulted and closely coordinated with the police force, veterans' association, youth union, women's union, and other organizations and village teams to review young people of the right age, on that basis, finalize the number of troops and publicly post the list of people ready to join the army, those with temporary exemptions or deferments... right in the villages and hamlets to monitor and manage the youth."

The Party Committee, government and departments, branches and unions of Huong Khe commune (Ha Tinh) encouraged and monitored the registration and preliminary examination for military service at the medical station.

Currently, military recruitment continues to be carried out according to the 2015 Law on Military Service. However, according to Circular No. 68/2025/TT-BQP of the Ministry of National Defense on amending a number of regulations on military service selection, the provincial level assigns military recruitment targets to the commune and ward levels, and the Chairman of the People's Committee at the commune level signs the health examination order and the call-up order for citizens to join the army. This is one of the new points, setting higher requirements and responsibilities for the commune level in selecting and calling citizens to join the army.

To complete the target and quality of citizens enlisted after the merger of commune-level administrative units, along with the consolidation of the Commune-level Military Service Council, the Military Command of Ha Tinh province has advised the Provincial People's Committee to direct communes and wards to mobilize the entire political system to participate in the military recruitment work, and at the same time determined to do well right from the stage of reviewing, grasping, and re-examining the recruitment source. At the same time, localities have also assigned and assigned responsibilities to Party Committee members in charge of villages in performing the military recruitment task.

“The Party Committee and People's Committee of the ward have directed the Military Command to closely coordinate with the police force, departments, unions and villages to review the source of young people of military age. At the same time, the ward has established a working group to go to each residential group, hamlet and each family with citizens of military age to review and compare each stage and step, ensuring publicity, transparency, accuracy and the right subjects,” said comrade Le Thi Phuong Chi, Vice Chairwoman of the People's Committee of Tran Phu Ward.

Thanks to good propaganda and mobilization work, many young people in Hong Loc commune (Ha Tinh) volunteered to join the army.

With the 2-level local government model, the administrative structure of 69 communes and wards has been mostly renewed, so this is considered the first year of "taking on the role" of the leadership in military and defense work in general and military recruitment work in particular. To solve the problems, the Provincial Military Command directed the Regional Defense Commands to closely coordinate with communes and wards, especially key communes and mountainous areas, to arrange officers to go directly to the area in charge, support, and coordinate with communes and wards to carry out a number of steps, especially reviewing, re-examining, and firmly grasping the source of military recruitment.

Regarding the health examination for military service, the Military Command of Ha Tinh province consulted with the Provincial People's Committee to coordinate with relevant departments, branches and sectors, especially the health system from the province to the medical centers, to establish a Military Service Health Examination Council, arranging suitable examination locations in each locality. The examination council will proactively regulate the number of citizens coming for examination in each locality, ensuring time and creating convenience for citizens to be examined.
