Currently, military recruitment continues to be carried out according to the 2015 Law on Military Service. However, according to Circular No. 68/2025/TT-BQP of the Ministry of National Defense on amending a number of regulations on military service selection, the provincial level assigns military recruitment targets to the commune and ward levels, and the Chairman of the People's Committee at the commune level signs the health examination order and the call-up order for citizens to join the army. This is one of the new points, setting higher requirements and responsibilities for the commune level in selecting and calling citizens to join the army.
To complete the target and quality of citizens enlisted after the merger of commune-level administrative units, along with the consolidation of the Commune-level Military Service Council, the Military Command of Ha Tinh province has advised the Provincial People's Committee to direct communes and wards to mobilize the entire political system to participate in the military recruitment work, and at the same time determined to do well right from the stage of reviewing, grasping, and re-examining the recruitment source. At the same time, localities have also assigned and assigned responsibilities to Party Committee members in charge of villages in performing the military recruitment task.

With the 2-level local government model, the administrative structure of 69 communes and wards has been mostly renewed, so this is considered the first year of "taking on the role" of the leadership in military and defense work in general and military recruitment work in particular. To solve the problems, the Provincial Military Command directed the Regional Defense Commands to closely coordinate with communes and wards, especially key communes and mountainous areas, to arrange officers to go directly to the area in charge, support, and coordinate with communes and wards to carry out a number of steps, especially reviewing, re-examining, and firmly grasping the source of military recruitment.
Regarding the health examination for military service, the Military Command of Ha Tinh province consulted with the Provincial People's Committee to coordinate with relevant departments, branches and sectors, especially the health system from the province to the medical centers, to establish a Military Service Health Examination Council, arranging suitable examination locations in each locality. The examination council will proactively regulate the number of citizens coming for examination in each locality, ensuring time and creating convenience for citizens to be examined.
