Along with digital transformation, after more than four months of operating the 2-level local government model (CQDP2C), Ha Tinh province has recorded clear changes in administrative reform: Streamlined apparatus; quick and effective work processing procedures; more professional staff and civil servants; people have more trust in the government's services.

In Ha Tinh , the People's Committee at the commune level has put into operation an online application receiving system. Instead of having to go to the headquarters to wait and fill out each paper form, people now only need to send their application via mobile devices such as computers and phones; commune officials will receive and guide them directly on the application. Commune officials agree to use common software, limiting errors and reducing processing time. Commune police deploy the issuance of ID cards, electronic identification and support people to activate VNeID right at the village cultural house. In Can Loc commune, Mr. Pham Quoc Dat (Vice Chairman of the Commune People's Committee) said: After applying digital technology to work, along with the CQDP2C model, the apparatus of departments, offices and units in the commune was rearranged in a streamlined direction, with clear people and clear work. Implementing digital transformation methods has reduced intermediary steps, helping to significantly shorten the time for processing records and performing administrative procedures.

Ha Tinh focuses on guiding and propagating digital transformation for the people.

Units are assigned specific tasks, each cadre and civil servant is clearly aware of their roles and responsibilities, thereby being more proactive in handling work, even on days off. “New technology and mechanisms force all cadres to change their working mindset, to be more proactive and flexible. The Chairman of the Commune People's Committee is responsible for deciding on matters within their authority. Issues that require collective discussion are brought up for consensus by the People's Committee, and matters related to the Party Committee are implemented in accordance with the issued regulations. This approach helps the government's operations become transparent, clear and effective, avoiding the situation of shirking responsibility or overlapping in direction and operation,” Mr. Dat commented.

On the people's side, Ms. Tran Thi Dung (living in Can Loc commune) said: "After nearly 1 month of completing procedures, my family was granted the first red book. Previously, the issuance of red books to people was done by the district level. But from July 1, along with some steps or some administrative procedures being done online, the commune level authorities were given the authority to issue red books, helping to shorten the time and costs. People coming to do procedures no longer have to go to many places, wait for many days. Negative manifestations and harassment have been eliminated."

In Thanh Sen Ward, Mr. Nguyen Van Chung, Chairman of the Ward People's Committee, said that the CQDP2C model in the ward has gradually come into stable operation, partly thanks to digital transformation. Thanh Sen Ward is a key central administrative unit of Ha Tinh province, with a population of more than 91,000 people, and handles a large number of administrative procedures every day. Without digital transformation, it would be difficult to meet the needs of the people as well as to direct and connect between agencies and functional officers. In the future, if the Provincial People's Council passes a regulation allowing the Chairman of the Commune People's Committee to authorize specialized civil servants to sign a number of administrative procedures, it will be even more convenient for the people and businesses.

Also according to Mr. Chung: “After not organizing the district-level administrative unit, many tasks were transferred to the commune level to do directly. To do this well, in addition to decentralization, the commune level also wants to have more resources in terms of machinery, facilities, stable connection network, and information technology human resources; to make work efficiency even better.”

According to the report of the Department of Science and Technology of Ha Tinh, to serve the digital transformation, the 4G coverage rate of the province is currently 99.8%, with no more signal "troughs". 89.2% of the population uses smartphones with internet connection. However, the infrastructure between localities is not developed evenly.
