Party members in Phu Tho province contributed their opinions on the draft documents for the 14th Party Congress, emphasizing institutional reform, digital transformation, and comprehensive economic, cultural, and environmental development.

After studying the draft documents submitted to the 14th National Congress of the Party, cadres and Party members in Phu Tho province agreed with and highly appreciated the meticulously prepared draft documents, which are highly comprehensive, theoretical, and practical, reflecting the Party's strategic thinking and vision in the new period.

The content on digital transformation needs to be included in the Party Charter.

At the conference held on November 6th by the Propaganda Department and the Mass Mobilization Department of the Phu Tho Provincial Party Committee to gather feedback on the draft documents for the 14th National Congress of the Party, delegates unanimously agreed with the content of the drafts and noted that the documents were meticulously and scientifically prepared, contained many new points, and demonstrated a strategic vision, innovative thinking, and unwavering commitment to the goal of national independence linked with socialism.

Delegates appreciated that the draft document had integrated the three main documents and, for the first time, included a specific action plan to overcome limitations in the implementation of the resolution.

In particular, the draft document also highlighted outstanding innovations such as: considering the private economy as the most important driving force; promoting breakthroughs in institutions, science and technology, innovation and digital transformation; adding the concept of a "civilized Party," emphasizing ethics and culture in Party building work... Bui Van Truong, Deputy Secretary of the Party Committee of the People's Committee of Phu Tho province, affirmed that the draft document for the 14th Party Congress has been meticulously prepared, scientifically sound, and has profound theoretical depth.

Integrating the major contents of the three previous documents into the Political Report is a significant innovation, creating overall coherence and accurately reflecting the great progress the country has made after 40 years of reform.

According to Mr. Truong, the draft clearly demonstrates the strategic vision and strong development aspirations of the country in the new term. However, he believes that the target of average GDP growth of over 10% in the 2026-2030 period is very high and needs further analysis regarding implementation conditions, resource mobilization capabilities, and risks from global economic fluctuations.

Furthermore, recognizing the private sector as the most important driving force necessitates stronger solutions in improving the investment environment, removing barriers to accessing land and credit, and protecting the legitimate property rights of businesses.

Furthermore, institutional breakthroughs are urgently needed, but the overlapping and inadequacies of the current legal system are the "bottleneck of bottlenecks," requiring timely review and amendment of laws related to land, construction, public investment, budget decentralization, and oversight mechanisms.

In the field of science and technology, the Deputy Secretary of the Party Committee of the People's Committee of Phu Tho province proposed promoting a public procurement mechanism that prioritizes domestic products, while also supplementing policies to attract talent, especially in the field of artificial intelligence - a factor that can create breakthroughs in many industries.

Furthermore, Mr. Truong proposed including digital transformation content in the Party Charter, considering it an important legal basis for organizing online Party activities and managing Party members using digital data, thereby contributing to the modernization of Party building work.

Commenting on the report summarizing 40 years of reform, Mr. Truong suggested that a deeper analysis of the causes of ideological decline, "self-evolution," and "self-transformation" among a segment of cadres is needed. From this, fundamental and long-term solutions should be proposed to revitalize Vietnamese culture and develop Vietnamese people comprehensively.

Sustainable development of the midland and mountainous provinces

In parallel with the provincial level, the process of gathering opinions at the grassroots level was also carried out seriously. The Party Committee of Van Phu ward organized 74 discussion meetings, attracting more than 5,562 cadres, Party members, and citizens to attend, and recorded 156 opinions. All opinions highly appreciated the innovative spirit, scientific approach, and vision of the draft document.

Mr. Bui Van Huong, former Chairman of the People's Committee of the old Phuong Lau commune (which has been merged into Van Phu ward), expressed: the draft Political Report accurately reflects the outstanding achievements of the country after 40 years of reform, but it needs to emphasize more the increasingly enhanced position and role of Vietnam in the context of strategic competition among major powers as well as the trend of global economic transformation.

Additional indicators such as labor productivity growth rate, total social investment, and environmental indicators are needed to comprehensively assess the quality of growth during the past term.

Regarding development perspectives and overall goals, Mr. Huong suggested that the phrase "promoting the building of new productive forces" should be adjusted to "promoting the building and development of new productive forces," which more clearly reflects the trend of economic development and innovation; and that a clearer analysis of the new growth model associated with economic restructuring and the acceleration of industrialization and modernization is needed.

Besides economic development, it is also necessary to build a modern Vietnamese human values ​​system, manage cyberspace, and develop the cultural industry… Regarding education and training, Mr. Huong suggested continuing to streamline the curriculum, focusing on practical skills and improving textbook compilation, to help train human resources to meet the requirements of new development.

According to Mr. Nguyen Minh Tuan, Deputy Director of the Department of Natural Resources and Environment of Phu Tho province, the draft document comprehensively addresses groups of solutions regarding resource management, environmental protection, and climate change adaptation.

In particular, the document identified science and technology, innovation, and digital transformation as the main drivers of development, in line with global trends. Within this, the issue of protecting biodiversity and restoring forest and wetland ecosystems needs to be emphasized more, as this is a key factor in ensuring sustainable development for midland and mountainous provinces like Phu Tho.

Furthermore, the document also needs to clarify solutions to promote the land use rights market, the carbon credit market, and the environmental industry; as well as the need for investment in infrastructure for disaster prevention and landslide mitigation. He argued that these are urgent tasks, especially in the context of increasingly complex natural disasters and climate change.

The heartfelt and responsible opinions of delegates from Phu Tho province, from the provincial level to the grassroots and specialized sectors, have made a significant contribution to the completion of the draft documents for the 14th National Congress of the Party.

This is not only a profound response to the spirit of democracy, but also reflects the belief, aspiration, and determination to stand alongside the Party in the journey to lead the country to rapid and sustainable development, ensuring that no one is left behind.
