Students in Ho Chi Minh City are exempt from health insurance.

(Dan Tri) - In addition to the minimum support of 50% from the central budget, students in Ho Chi Minh City will receive an additional 50% support for health insurance premiums.

The People's Council of Ho Chi Minh City has just passed a Resolution regulating the level of health insurance support for the elderly and students in Ho Chi Minh City.

More than 2 million students in Ho Chi Minh City are exempt from paying health insurance fees (Illustration: Huyen Nguyen).

Accordingly, high school students and general education students (students studying continuing education programs at junior high school and continuing education at high school), in public and non-public educational institutions in Ho Chi Minh City, will be supported with 50% of the student health insurance premium. It is known that more than 2 million students in Ho Chi Minh City are entitled to this policy.

This support level, when added to the 50% support level from the general policy of the Central Government, students in the above group will be supported 100% of health insurance fees.

The resolution takes effect from November 14. For students with valid health insurance cards, the support level will be applied immediately after the card expires. The estimated cost to implement this policy is 1,953 billion VND/year.

The Resolution of the HCMC People’s Council identifies students as a group of people who have no income and are completely dependent on their families’ support. Many of these students’ families are in difficult circumstances, especially in suburban areas, or are children of migrant workers.

This limits the participation in health insurance. Meanwhile, this is a group that needs to be protected early. Timely access to health services helps prevent diseases, ensures long-term health, learning and development, and forms the habit of participating in health insurance from a young age.

The resolution aims to build a unified and sustainable social security policy framework throughout the city, contributing to the goal of strengthening the protection, care and improvement of people's health, prioritizing care for vulnerable groups and increasing universal health insurance coverage.

The resolution also consolidates and standardizes health insurance support policies currently applied in three old localities ( Binh Duong , Ba Ria - Vung Tau, Ho Chi Minh City) for the new Ho Chi Minh City.

At the same time, the policy contributes to expanding the beneficiaries, increasing the level of support for vulnerable groups, ensuring that no one is left behind; striving to achieve and exceed health insurance coverage targets in the 2026-2030 period.
