Six solutions to achieve the goal of 100% of students participating in health insurance

To achieve the goal of 100% coverage of students participating in health insurance, strong cooperation from Party committees, authorities, agencies, organizations and schools is needed.

Caring for and protecting the health of the young generation is always a top concern and a core content in the Party and State's goal of educating and training comprehensive human resources. In that context, Vietnam Social Security is setting a goal of striving to achieve 100% of students participating in Health Insurance in the 2025-2026 school year.

98.4% of students participated

According to information from Vietnam Social Security, the industry has implemented many synchronous solutions and achieved very positive results in developing health insurance for students. These efforts have created a solid momentum to move towards the goal of comprehensive coverage.

In the 2024-2025 school year, the whole country recorded more than 20.8 million students participating in Health Insurance, reaching a rate of 98.4%. This shows the increasing awareness and proactive participation of the community. Notably, many provinces and cities have successfully reached the target of 100% Health Insurance coverage for students, typically Hung Yen, Ninh Binh, Da Nang , Dong Nai.

In large cities with a large number of students, the rate of participation in Health Insurance has also achieved encouraging results. Specifically, Hanoi has a coverage rate of about 99.14%, corresponding to over 2 million students with health protection. Ho Chi Minh City also recorded a rate of 95.4% with over 2.8 million students participating. Nghe An reached 98%, corresponding to 681,677 students.

One of the highlights in the success of developing health insurance for students in localities is the close, regular and effective coordination between the provincial Social Insurance and the Education and Training sector.

Along with the core role of the Social Insurance agency, educational institutions in the area have proactively done a good job of propaganda to raise awareness, mobilizing parents to participate in Health Insurance for their children to ensure their rights and take good care of their primary health. In particular, many schools have actively mobilized staff and teachers to contribute to support students with difficult circumstances to buy Health Insurance cards, so that no child is left behind when they are unfortunately sick or ill.

Support at least 50% of health insurance premium

To continue to accelerate progress, entering the 2025-2026 school year, an important new point in Decree No. 188/2025/ND-CP of the Government will officially take effect. Accordingly, more than 20 million students nationwide will enjoy a policy of supporting at least 50% of the health insurance premium from the State budget.

This is an important turning point, not only significantly reducing financial pressure on parents but also realizing the Party and State's goal of 'leaving no one behind', opening up opportunities for all students to access health services.

Accordingly, Vietnam Social Security aims to have 100% of students participate in health insurance, ensuring that all students fully enjoy social security policies in the 2025-2026 school year. If this goal is achieved, the number of people participating in health insurance nationwide will increase by nearly 1 million, contributing to firmly consolidating the universal health care system.

To realize this meaningful goal, Vietnam Social Security said it will focus on synchronously implementing six key tasks and solutions.

One is to strengthen coordination and close supervision. Specifically, the Social Insurance of provinces and cities will strengthen close coordination with schools, closely supervise to further increase the rate of students participating in Health Insurance.

Second, the propaganda work for the development of health insurance for students will be promoted flexibly with many forms suitable to the characteristics of each locality. This includes organizing policy propaganda sessions right at schools; Creating many new models to propagate and educate students about health insurance benefits; Sending text messages via phone, VssID application - Digital social insurance, social networks and propaganda with vivid visual images.

Third is to mobilize diverse support resources. Specifically, Vietnam Social Security will continue to mobilize legal resources to support additional health insurance contributions for students, especially students in difficult circumstances and ethnic minorities, ensuring fairness in accessing social security policies.

Fourth is to simplify administrative procedures through electronic transactions. Accordingly, the Social Insurance of provinces and cities should proactively coordinate with schools to guide the establishment and sending of lists of health insurance cards for students in the form of electronic transactions, helping to reduce paperwork, save time and costs. The Social Insurance Agency also assigned staff to promptly review records to issue health insurance cards for first-year students and extend the validity of health insurance cards for the remaining participating groups, ensuring that the cards reach students on time.

Fifth, administrative reform, technology application and expansion of medical examination and treatment facilities. The sector will continue to reform administrative procedures and apply modern technology to shorten waiting times and improve student satisfaction when going to the hospital. At the same time, expanding primary medical examination and treatment facilities in universities and colleges is also a priority for students to conveniently access quality medical services.

Sixth, promptly organize commendation and reward for educational institutions and students with outstanding achievements in developing health insurance for students. This is an important solution to motivate and encourage units and individuals to continue their efforts and spread typical examples in the community.
