
The National Target Program (NTPP) on New Rural Construction for the 2021-2025 period has achieved many important results, changing the face of the countryside. Many rural infrastructure works have been invested in, newly built and upgraded, gradually meeting the production and living needs of the people. The quality of education, healthcare, medical examination and treatment, and the spiritual and cultural life of the people have been constantly improved, political security, social order and safety have been maintained, cultural and sports activities have been maintained and developed. The rural environment has been improved in the direction of light - green - clean - beautiful, the appearance of the countryside has changed a lot.

Before the merger, Lao Cai province (old) had 65/126 communes meeting the new rural standards, 7 communes meeting the advanced new rural standards, 2 district-level units meeting the standards and recognized for completing the task of building new rural areas. Yen Bai province (old) had 115/146 communes recognized for meeting the new rural standards, 39 communes meeting the advanced new rural standards, 13 communes meeting the model new rural standards; 5 district-level units meeting the standards and recognized for completing the task of building new rural areas.

Ban Lau commune was merged from 3 communes Ban Lau, Ban Sen, Lung Vai - these are 3 communes that "reached the finish line" of NTM in the previous phase. After the merger, the local government reviewed and re-evaluated the results of implementing NTM criteria in the commune. Accordingly, Ban Lau has completed 11/19 NTM criteria.
Mr. Le Thanh Hoa - Vice Chairman of Ban Lau Commune People's Committee said: "After the merger, the scale of the administrative unit was expanded, creating favorable conditions for mobilizing resources, integrating programs and projects in the commune for more synchronous and effective implementation. However, because the commune is large, the terrain is fragmented, and traffic between villages and hamlets is still difficult; the need for investment in basic infrastructure and essential social services is increasing, while investment resources are limited, leading to a shortage of capital to synchronously implement the criteria".
Faced with that situation, the commune has directed departments, offices and units to focus on reviewing and updating the current status of the criteria, thereby developing specific plans that are close to reality and suitable to local conditions.

In the context of operating the new government apparatus, the coordination role of the provincial level will be strengthened, the commune level will be given more proactive authority, so integrating the new rural construction program with other national target programs will help concentrate resources, avoid overlap, but also require a more synchronous and comprehensive implementation method.
Content on digital transformation, circular economy , e-commerce and urbanization are having a strong impact, creating opportunities but also posing urgent requirements for innovation in development thinking, application of high technology, and meeting the increasingly high demands of the market.
According to Mr. Do Xuan Thuy - Deputy Chief of the Provincial New Rural Area Coordination Office, the New Rural Area Construction Program for the 2026 - 2030 period needs to "ensure substance, depth, efficiency, for the benefit of the people", aiming at building sustainable rural development and associated with the urbanization process.

To make the new rural construction program effective, Lao Cai will continue to strengthen the Steering Committee for implementing national target programs and assign the presiding agency to advise, monitor, deploy, and evaluate the program's implementation contents.
Planning work must be implemented early and synchronously, especially the planning of new administrative headquarters, thereby determining investment priorities for regional connectivity and linkages, serving economic and social development, avoiding fragmented, scattered, and ineffective investment. Allocate resources reasonably based on reviewing and assessing the current situation and investment needs of localities. In particular, prioritize urgent contents that directly affect people's lives. Conduct regular and systematic monitoring to promptly identify limitations, proactively adjust and apply solutions to overcome them, ensuring that implementation activities meet the set progress, quality and goals.

Along with that, the locality continues to deploy the program associated with the effective implementation of the Project on restructuring the agricultural sector, developing the rural economy, the urbanization process, going into depth, effectively and sustainably; implementing the construction of advanced new rural areas, model new rural areas and new rural areas at the village and hamlet level. Improving the material and spiritual life of rural people, promoting gender equality...

Along with that, the locality also needs to maintain political stability and social order and security, creating a solid foundation for the next stage of development.
When the two-tier local government model comes into operation, the implementation of tasks will be strongly decentralized to localities, the central government will play the role of designing, regulating criteria, allocating resources and monitoring outputs, and localities will have full authority to decide on methods and implementation. Along with that, ministries, branches and localities will jointly research and issue a set of NTM criteria, applied to larger communes after the merger, classified by region (plain communes, suburban communes, mountainous communes) to suit the characteristics of each region.
