It is estimated that by the end of October, the city has disbursed 48,474 billion VND, reaching 55.6% of the plan assigned by the Prime Minister and 45.2% of the city's plan, ranking 18th out of 34 provinces and cities in terms of public investment disbursement rate.
There are many reasons that have been “named and shamed” for the disbursement of public investment capital not being as expected. In particular, compensation and site clearance are still the biggest obstacles, slowing down the construction and disbursement progress. According to quick reports from investors, up to 358 projects implemented by communes and wards have difficulties and problems with site clearance, especially after the implementation of the 2-level local government model. Reviewing, updating, re-capturing information, data, and adjusting the capital structure have resulted in a lot of time wasted and slow disbursement.
There is not much time left from now until the end of 2025, while the pressure to disburse public investment capital is very large, because the goal is that the city must disburse an additional VND 43,272 billion to reach 100% of the capital plan assigned by the Prime Minister and VND 62,707 billion to reach 100% of the capital plan assigned by the city.
Faced with urgent requirements that cannot be delayed any longer, Chairman of the Hanoi People's Committee Tran Sy Thanh has just called on the entire political system to take drastic actions and promote the maximum sense of responsibility to complete 100% of the public investment disbursement plan in 2025. With specific actions, the city launched a 75-day peak emulation campaign - considering this a lever to promote the progress of public investment disbursement.
To achieve the plan for disbursement of public investment capital, first of all, agencies, units and localities need to further promote the role of heads of Party committees, agencies and local authorities in leading, directing and organizing implementation, promptly removing difficulties and obstacles according to their authority or proposing to competent authorities to resolve, in order to speed up the progress of projects that must be implemented this year. In particular, it is necessary to focus highly on site clearance work, establish special working groups to thoroughly handle key and complicated projects.
Along with that, units and localities need to tighten discipline, consider the results of public investment disbursement as the top criteria for evaluating and classifying officials; strictly assess the responsibility of leaders and related individuals if there is a delay in disbursing public investment capital. During the current sprint period, periodically twice a month, units and localities need to quickly summarize and report the results of the entire city and publicly announce the list of projects and units with slow progress and low disbursement volume, thereby creating pressure on responsibility and transparency before the people.
For localities, especially those with disbursement rates below 50%, it is necessary to focus on leadership and direction to remove "bottlenecks" in site clearance work, so as not to affect project progress. Another content is that it is also necessary to prioritize allocating sufficient funds to compensate for areas that meet the conditions according to regulations; at the same time, step up propaganda and mobilize people, create consensus in site clearance work, contributing to the successful implementation of the public investment plan in 2025.
Another important solution is to promptly prepare payment records for completed and accepted volumes, avoiding the end of the year.
Resolutely and synchronously implementing the above solutions will help speed up progress and complete the target of disbursing public investment capital by 2025.
