Removing obstacles to slow-progressing projects.

Currently, many projects in the city are stalled, facing obstacles, experiencing delays, or have been halted, resulting in wasted resources. Therefore, the city is decisively directing efforts to resolve these issues and accelerate the progress of these projects and works.

Many projects are stalled.

Despite being underway for 10 years, the investment project to build a commercial and service residential area north of Nguyen Luong Bang Street (formerly Hai Duong City) is still facing obstacles. Specifically, the project, covering over 8 hectares, is being developed by Newland Investment Joint Stock Company. To date, authorities have only handed over more than 6.5 hectares of project land to the investor, with the remaining land area yet to be cleared.

Mr. Pham Quang Binh, a specialist in the Economic , Infrastructure and Urban Planning Department of Viet Hoa Ward, in charge of the project, said that the project currently has more than 2 hectares of land that have not yet been cleared, involving two businesses located within the project area. Some violations by the two businesses using the land subject to reclamation have not been fully resolved. Some households who were previously allocated land no longer possess land use right certificates; some households involved in land transfers and acquisitions cannot provide relevant documents.

Similarly, the investment project to build a commercial housing complex at 33 Nguyen Cong Tru Street, with Toan Thang Mechanical Cooperative as the investor, is one of the projects that has been delayed and stalled for many years in Le Chan ward. The project was granted a land use right certificate by the City People's Committee for the purpose of constructing a production facility, valid from February 1998 to February 2023.

Regarding the project's difficulties, Mr. Nguyen Trong Dai, Vice Chairman of the Le Chan Ward People's Committee, informed that according to the land use right certificate issued by the Hai Phong City People's Committee to Toan Thang Mechanical Cooperative, the lease term has now expired. Previously, on October 5, 2021, the Hai Phong City People's Committee issued a document agreeing in principle to allow Toan Thang Mechanical Cooperative to change the land use purpose for the project, and simultaneously requiring the enterprise to complete the necessary documents for changing the land use purpose and pay the land use fee at the time the Hai Phong City People's Committee issued the decision on changing the land use purpose. However, to date, the enterprise has still not completed the project documents.

According to the People's Committee of Ngo Quyen Ward, there are currently three projects in the ward that are behind schedule. These are: the construction of a multi-functional building for land use rights auction at No. 4 Tran Phu Street, with HDMON Hai Phong Investment and Construction Joint Stock Company as the investor; the construction of an office, warehouse, and product showroom at Alley 152, Phu Thuong Doan Street, with Duc Duong Paper Production Cooperative as the investor; and the construction of a housing area for sale under a commercial mechanism in Lang field, with Ngo Quyen Construction and Service Company Limited as the investor.

According to information from the Department of Finance, a review by departments, localities, and related units regarding stalled and suspended projects in the city revealed 425 projects, offices, and land plots with outstanding issues. Of these, 294 projects, offices, and land plots have been resolved or have proposed solutions, while 131 projects and land plots are still being addressed. The Department of Finance also proposed specific solutions to promptly resolve the obstacles and difficulties for the aforementioned 131 projects and land plots.

Implement solutions decisively.

In response to this situation, in order to effectively implement solutions and promptly resolve obstacles and difficulties for long-standing stalled projects, city leaders have held numerous meetings and directed specific tasks to each relevant department, agency, and unit.

Recently, Deputy Chairman of the City People's Committee Le Anh Quan continued to direct and request city departments, agencies, the People's Committees of communes, wards, special zones, and project management boards under the city to focus on quickly and effectively resolving projects with long-standing difficulties and obstacles. In particular, departments, agencies, and localities should demonstrate a spirit of bold thinking and action; avoiding shirking responsibility from one agency to another, or from one level to another. They should continue to comprehensively review and update information and a complete list of projects with long-standing difficulties and obstacles within their management scope. They should strengthen inspection and supervision; promptly commend and encourage good models and effective practices; and strictly handle officials, civil servants, and Party members who are irresponsible in handling work files related to projects with long-standing difficulties and obstacles...

Following the city's directives, many localities have proactively proposed specific solutions to overcome difficulties for projects. Specifically, they have improved the land management database system and strengthened coordination among departments and agencies in the appraisal, approval, and monitoring of project implementation. This creates a basis for transparent monitoring and evaluation of progress and timely handling of arising problems.

Mr. Nguyen Quoc Thai, Chairman of the Ngo Quyen Ward People's Committee, informed that the locality is focusing on seriously and effectively implementing the directives of the Central Government and the City People's Committee regarding the rapid and effective resolution of projects with difficulties, obstacles, and long-standing issues in the area. At the same time, he instructed specialized departments to strengthen inspection and supervision of implementation, preventing the occurrence of new violations after addressing existing ones; and preventing violations, losses, and waste in project implementation.

With the close guidance of city leaders and the decisive involvement of all levels and sectors, the city is gradually overcoming difficulties and removing bottlenecks in investment. This process not only contributes to accelerating the progress of stalled projects but also creates a solid foundation for the sustainable development of the port city in the new phase.
