The investment project to build the Ring Road 2 through Hung Dao Ward has a total recovered land area of more than 596 thousand m2 of land related to 1,001 organizations, households and individuals. According to the original plan, by the end of August 2025, the locality must complete site clearance to serve the project. But by mid-October 2025, the cleared area has only reached more than 549 thousand m2 . The area currently undergoing site clearance is more than 46.7 thousand m2, including: nearly 34 thousand m2 of residential land of 221 households, more than 4.6 thousand m2 of Thanh To Joint Stock Company and more than 7.6 thousand m2 of agricultural land of 22 households in the ward.
According to the People's Committee of Hung Dao Ward, the problem with site clearance in the area is mainly due to the fact that the resettlement area has not been completed and that households that illegally built structures on agricultural land and public land have not been compensated or supported according to regulations, so they have not agreed to hand over the site. For example, for 162/221 households with residential land related to resettlement, but up to now the infrastructure of the resettlement area has not been completed, leading to slow progress in approving the compensation plan for these households. The People's Committee of Hung Dao Ward mobilized households to agree to let the People's Committee approve the compensation plan and receive money for handing over the site, receiving resettlement land on the 1/500 scale planning map. However, the majority of households did not agree to approve the compensation plan when there was no resettlement infrastructure.
Regarding the land area managed by Thanh To Joint Stock Company, there are 8 households encroaching and illegally building boarding houses. According to regulations, the above households are not eligible for compensation and support for land and assets attached to the land. Up to now, 6/8 households have not complied with the handover of the site. As for households building works and houses on agricultural land, they are not compensated or supported according to regulations.
However, to ensure the highest benefits for households, under the direction of the City People's Committee, the People's Committee of Hung Dao Ward approved other support plans and resettlement with land use fees for some eligible households but they have not yet agreed. The People's Committee of Hung Dao Ward plans to enforce land recovery for 32 households that have not yet complied with the land handover this October. However, due to the large number of households subject to enforcement, scattered in different areas of the ward, the locality has encountered many difficulties in implementing forced land clearance.

Organize a 40-day and night peak period
Previously, in mid-September 2025, Chairman of the City People's Committee Le Ngoc Chau inspected the implementation of key traffic projects in the city, including the investment project to build Ring Road 2 through Hung Dao Ward, which is still facing difficulties in site clearance. This not only affects the construction progress but also impacts the disbursement plan for public investment capital allocated for the project. The Chairman of the City People's Committee requested that the locality must complete site clearance by October 2025 at the latest.
Head of the Economic , Infrastructure and Urban Department of Hung Dao Ward Le Van Xi said that, immediately after the direction of the Chairman of the City People's Committee, on September 22, 2025, the People's Committee of Hung Dao Ward decided to establish 2 working groups to carry out the peak period of 40 days and nights (from September 20 to October 31, 2025) to speed up the progress and strive to complete the site clearance for the investment project to build the Ring Road 2 section through the ward in October 2025. The 2 working groups, headed by civil servants of the Economic, Infrastructure and Urban Department, closely coordinated with the Project Management Board of Duong Kinh area to urgently complete the process and procedures for compensation, support, and site clearance, and regardless of morning or night, to meet directly with each household to propagate, mobilize and implement the payment, compensation and support as soon as the households agreed.
During the 40-day peak period, the leaders of the Party Committee and People's Committee of Hung Dao Ward closely directed, chaired, and coordinated closely with the Vietnam Fatherland Front of the Ward and the Project Management Board of Duong Kinh area to organize many campaigns, persuading households to agree to hand over the land and receive resettlement land. The results were clear, on October 17, the ward completed the site clearance for the last 2 households of the 2.2-hectare public land area managed by the locality. Immediately after that, the locality handed over the clean land to the contractor to implement the project.
Despite many difficulties, Hung Dao Ward Party Secretary Bui Van Kiem said that the locality is determined to make efforts to speed up the progress of site clearance to serve the investment project to build the Ring Road 2. The ward focuses on mobilizing the synchronous participation of the entire political system and organizations to propagate and encourage organizations and households to soon agree and hand over the site to serve the project construction. However, it is also determined to enforce land recovery for households that do not comply with the site handover when the compensation and support policies for site clearance are fully implemented according to regulations.
