The investment project to build Ring Road 2 through Hung Dao Ward involves the acquisition of over 596,000 m² of land, affecting 1,001 organizations, households, and individuals. According to the initial plan, the locality was supposed to complete land clearance by the end of August 2025. However, by mid-October 2025, only over 549,000 m² had been cleared. The remaining area undergoing land clearance is over 46,700 m², including nearly 34,000 m² of residential land belonging to 221 households, over 4,600 m² belonging to Thanh To Joint Stock Company, and over 7,600 m² of agricultural land belonging to 22 households in the ward.
According to the People's Committee of Hung Dao Ward, the main obstacles to land clearance in the area are the incomplete resettlement area and the fact that households that have built illegal structures on agricultural land and public land are not being compensated or supported according to regulations, thus failing to agree to hand over the land. For example, 162 out of 221 households whose land is related to resettlement have not yet had their resettlement area infrastructure completed, leading to delays in approving compensation plans for these households. The People's Committee of Hung Dao Ward is trying to persuade these households to agree to the compensation plan and receive the money upon handing over the land and receiving resettlement land on the 1/500 scale planning map. However, most households do not agree to the compensation plan until the resettlement infrastructure is in place.
Regarding the land area managed by Thanh To Joint Stock Company, eight households have encroached on the land and built illegal guesthouses. According to regulations, these households are not eligible for compensation or support for the land and assets attached to it. To date, six out of eight households have not complied with the land handover requirement. Furthermore, households that have built structures and houses on agricultural land are not eligible for compensation or support as per regulations.
To ensure the best interests of the households, following the direction of the City People's Committee, the Hung Dao Ward People's Committee approved an alternative support plan and provided resettlement with land use fees for some eligible households, but these households have not yet agreed. The Hung Dao Ward People's Committee plans to forcibly reclaim land from 32 households that have not complied with handing over the land this October. However, due to the large number of households subject to forced reclamation, scattered across different areas of the ward, the local authorities are facing many difficulties in implementing the forced land clearance.

Organize a 40-day intensive campaign.
Previously, in mid-September 2025, the Chairman of the People's Committee of Da Nang City, Le Ngoc Chau, inspected the progress of key transportation projects in the city, including the investment project to build Ring Road 2 through Hung Dao Ward, which was facing difficulties in land clearance. This not only affected the construction progress but also impacted the disbursement plan of public investment capital allocated to the project. The Chairman of the People's Committee requested that the locality complete the land clearance work no later than October 2025.
According to Le Van Xi, Head of the Economic , Infrastructure and Urban Planning Department of Hung Dao Ward, following the directive from the Chairman of the City People's Committee on September 22, 2025, the Hung Dao Ward People's Committee decided to establish two working groups to carry out a 40-day intensive campaign (from September 20 to October 31, 2025) to accelerate progress and strive to complete land clearance for the Ring Road 2 construction project section passing through the ward in October 2025. The two working groups, led by officials from the Economic, Infrastructure and Urban Planning Department, will closely coordinate with the Duong Kinh Area Project Management Board to urgently complete the compensation, support, and land clearance procedures. They will also work tirelessly, meeting directly with each household to disseminate information, persuade residents, and implement phased payments of compensation and support as soon as households agree.
During the 40-day intensive period, the Party Committee and People's Committee of Hung Dao Ward closely directed, chaired, and coordinated closely with the Vietnam Fatherland Front of the ward and the Duong Kinh Area Project Management Board to organize numerous campaigns to persuade households to agree to hand over the land and receive resettlement land. The results were evident: on October 17th, the ward completed the land clearance for the last two households in the 2.2 hectares of public land managed by the locality. Immediately afterwards, the locality handed over the cleared land to the contractor to implement the project.
Despite facing numerous challenges, Bui Van Kiem, Secretary of the Hung Dao Ward Party Committee, stated that the locality is determined to accelerate the land clearance process to serve the investment project for the construction of Ring Road 2. The ward is focusing on mobilizing the coordinated efforts of the entire political system and mass organizations to disseminate information and encourage organizations and households to quickly agree to and hand over the land for the project's construction. However, they are also resolutely enforcing land reclamation against households that refuse to hand over the land even after receiving full compensation and support policies as stipulated.
