
Faced with this situation, Vinh Thuc commune is focusing on implementing comprehensive solutions to restore order to the tidal flats, moving towards allocating sea and tidal flat areas according to the plan, creating a foundation for people to confidently invest in production development.
Vinh Thuc commune was established by merging the former Vinh Thuc and Vinh Trung communes, covering an area of over 49 km² with nearly 5,400 inhabitants. As one of the island communes with great potential for aquaculture, numerous unauthorized farming areas have appeared in the commune's tidal flats, including the erection of stakes, the setting of surface nets, the pulling of bottom nets, or the arbitrarily dividing of plots for cultivating clams, mussels, and other shellfish. These activities are widespread, creating difficulties in management. Many areas have been occupied for many years, not only detracting from the aesthetics but also affecting waterways, the environment, and the common interests of the people.

Determined to restore order, the People's Committee of the commune has vigorously implemented inspection and enforcement measures. Since July 1, 2025 alone, the commune has organized five campaigns, mobilizing over 300 people and clearing dozens of hectares of newly arising violations. The enforcement activities have been carried out openly and resolutely, while simultaneously educating the public about the harmful effects of unregulated farming and the policy of planned management, creating a positive shift in community awareness.
Mr. Tran Minh Thuan, Head of the Economic Department of Vinh Thuc Commune, said: “The area of illegally cultivated tidal flats is large, has been ongoing for many years, and is widely scattered. However, with the coordinated efforts of the entire political system and the consensus of the people, the commune has organized dozens of campaigns to thoroughly address the encroached areas. This is no easy feat for an island commune like Vinh Thuc.”
However, the current planning of tidal flat areas is causing difficulties in allocating water surface and tidal flats in Vinh Thuc commune. According to Decision No. 4815/QD-UBND dated August 30, 2024, of the People's Committee of Mong Cai City, which previously approved the plan for marine aquaculture, Vinh Thuc commune was planned for two aquaculture zones with a total area of 4,256.7 hectares, of which 632 hectares are in the coastal area, which is very suitable for people to organize production. However, this 632 hectares have not been integrated into the provincial planning, leaving the commune without a legal basis to allocate the sea area to individuals, businesses, or cooperatives.
Mr. Tran Minh Thuan added: “If the planning is not integrated, management will continue to face obstacles, and people will lack a basis for long-term investment. The commune is continuing to coordinate with provincial departments and agencies to resolve this bottleneck. Once the planning is updated, the commune will immediately implement the next steps to allocate sea areas and land with water surface in the correct order, openly and transparently; creating conditions for people to confidently invest and effectively exploit the potential of the Vinh Thuc sea area.”

Vinh Thuc commune also proposed adding approximately 1,400 hectares of coastal water surface suitable for production to the plan, in order to meet the increasing development needs of people and businesses. Once approved, this plan will open up opportunities to build concentrated aquaculture areas, apply high technology, and orient towards sustainable marine economic development.
Currently, the commune continues to maintain regular inspections to prevent the re-encroachment of illegal land; and strengthens propaganda to ensure that people understand and correctly implement the policies of the province and the commune. The decisive handling of violations, coupled with proactive planning improvements, is the right approach, creating a foundation for Vinh Thuc to develop a systematic, modern, and environmentally friendly aquaculture area; aiming for sustainable marine economic development and contributing to building a more prosperous, stable, and developed island commune.
