Duong Hoa Commune invests in infrastructure in disadvantaged areas.

Implementing Resolution 06-NQ/TU of the Provincial Party Committee on sustainable socio-economic development associated with ensuring national defense and security in ethnic minority, mountainous, border, and island communes, Duong Hoa commune has focused on prioritizing investment in infrastructure in disadvantaged areas, gradually creating strong changes in socio-economic development. Many transportation, drainage, and cultural-sports facilities have been invested in synchronously, opening up new opportunities for economic development and improving the lives of the people.

The project to build a concrete bridge to replace the Xieng Tham suspension bridge, undertaken by the joint venture of Thanh Duong Co., Ltd. and Kim Sa Construction Development Joint Stock Company, has been underway since April 2025 and has now reached over 60% of the contract volume.

During the period 2021-2025, Duong Hoa commune (established by merging the former Duong Hoa, Quang Son, and Quang Long communes) effectively mobilized and integrated resources from national target programs, public investment capital, and the support of the people to implement essential projects. The entire commune has 69 projects with a total budget of over 278 billion VND, focusing on key areas such as transportation, irrigation, schools, health stations, and cultural institutions.

Several key projects have demonstrated clear effectiveness in local development, such as the project to renovate and upgrade the road connecting National Highway 18A with the former Quang Son center, worth 68.6 billion VND, creating a convenient transportation axis and promoting the socio -economic development of the locality; the project to upgrade the main road from National Highway 18A to the center of Duong Hoa commune; the project for a storm shelter for fishing boats in Duong Hoa commune; the project to invest in a spillway and canal system in Quang Son 4 village; and investment and repair projects for schools, cultural centers, and health stations… The main roads of the commune, the roads leading to the villages, and public works have been synchronously renovated, helping to improve the quality of services and ensure social welfare. To date, 100% of the main roads have been paved with asphalt, and essential infrastructure has been invested in a modern, interconnected, and integrated manner. The total value of industrial and construction production in the commune is estimated to reach 352 billion VND in 2025, affirming the important contribution of infrastructure to local growth.

The project to renovate and upgrade the road connecting National Highway 18A with the old Quang Son town center, worth 68.6 billion VND, will create a convenient transportation axis and promote the socio-economic development of the locality.

Construction on a concrete bridge to replace the old Xieng Tham suspension bridge, connecting Xieng Tham and Quang Moi villages, began in April 2025. The project, undertaken by a consortium of contractors including Thanh Duong Co., Ltd. and Kim Sa Construction Development Joint Stock Company, has now reached over 60% completion. This project holds special significance for the lives of people in the remote areas of the commune. The old suspension bridge had deteriorated over many years, posing safety risks during the rainy season and hindering transportation, trade, and access to healthcare services.

Duong Hoa commune aims to build a driving force for the development of agriculture, forestry, tourism , and smart rural areas in the mountainous region.

The project has a total construction value of over 31.6 billion VND, designing a 142m long, 8m wide reinforced concrete bridge and a 773m approach road according to the standards of a Class V mountain road. Upon completion, the Xieng Tham bridge will ensure safe and smooth connectivity, opening up new development opportunities; facilitating travel for local people and promoting socio-economic development of the area.

The parking lot and sports complex project at the Quang Long 7 village cultural center has now reached 60% completion.

In particular, immediately after Resolution 307/NQ-HĐND dated October 17, 2025, of the Provincial People's Council on adjusting and supplementing the medium-term public investment plan came into effect, Duong Hoa commune proactively reviewed its needs and developed a plan for allocating capital. The commune received 30 billion VND from the province to implement 9 projects, focusing on flood control, transportation improvement, residential area beautification, and upgrading cultural facilities.

The projects allocated this time are urgent and have a large impact. In Quang Moi village, the commune is simultaneously implementing a project to upgrade the spillway and renovate the drainage ditch combined with flood control and residential area beautification, with a total investment of over 12 billion VND; both are in the bidding phase and are expected to start construction before December 20, 2025. In Dai Quang and Cai To villages, the project to upgrade transportation infrastructure and flood control, worth over 19.7 billion VND, is also finalizing the contractor selection process.

The investment project for the spillway and canal system in Quang Son 4 village contributes to ensuring safety during the rainy season and flood season, and guaranteeing water for agricultural production in the locality.

Many other projects have entered the construction phase, ensuring they meet the required progress. The project to renovate the drainage system to prevent flooding in Cau Phung village has reached approximately 25% completion; the drainage ditch in Quang Long 9 village has reached 30%; the playground and sports area in Quang Long 9 village has reached 40%; the parking lot and sports area at the Cultural House in Quang Long 7 village has reached 60%; and the football field at the former Duong Hoa commune center is approximately 50% complete. In addition, the commune is accelerating procedures for the renovation project of the playground and sports area at the former Quang Son commune center's Cultural House, valued at 3.35 billion VND, with construction expected to begin in December 2025. Upon completion, these projects will synchronize infrastructure, address flooding issues, improve the urban landscape, and meet the cultural and sports needs of the people.

Mr. Tran Duc Dung, Chairman of the People's Committee of Duong Hoa Commune, said: “As soon as the province allocated additional funds, the commune completed all procedures, submitted them to the Commune People's Council for approval, and promptly implemented them. To date, as of September 5th, the project has been implemented, and the remaining projects are in the contractor selection process. The commune proactively carried out thorough preparation, adhering to regulations on public investment, prioritizing urgent projects related to flooding, traffic safety, and improving existing residential areas. Supervision has been strengthened to ensure the efficient use of each source of capital, avoid waste, and improve the quality of the works. The commune aims to disburse 100% of the allocated funds, ensuring quality, timely completion, and creating practical benefits for the people's lives.”

The outstanding results in infrastructure investment in recent years have created an important foundation for the sustainable development of Duong Hoa Commune, especially in disadvantaged areas. The ongoing projects will continue to improve essential infrastructure, contributing to raising people's living standards, attracting investment, and creating momentum for the commune to move towards building an advanced new rural area in the future.

With the determination of the Party committee and the government, and the consensus of the people, Duong Hoa is changing its appearance day by day, affirming the right direction in implementing Resolution 06 and the strategy of investing in infrastructure in disadvantaged areas of Quang Ninh province.
