Lao Cai strives to reduce the multidimensional poverty rate by 2.5-3% per year.

During the period 2025-2030, Lao Cai province aims to reduce the multidimensional poverty rate by 2.5-3% per year; striving to have at least 30% of poor communes escape poverty and 62% of communes meet the new rural standards by 2030.

To achieve the above objectives, Lao Cai province has determined to continue mobilizing the participation of the entire political system, the business community, and the people; linking the responsibility for implementing sustainable poverty reduction with the responsibility of the heads of Party committees and local governments.

The province has assigned departments, agencies, and socio-political organizations to strengthen propaganda, mobilization, and support for poor households in particularly disadvantaged communes; at the same time, to raise awareness and inspire a spirit of self-reliance and proactive efforts to escape poverty among the people.

Lao Cai focuses on developing livelihood models suitable to the conditions of each region for ethnic minorities, contributing to the achievement of sustainable poverty reduction goals.

In addition, Lao Cai focuses on effectively implementing national target programs for the period 2026-2030, prioritizing support for production development, livelihood diversification, vocational training, job creation, support for workers going to work abroad, and preferential credit loans for poor households, near-poor households, and newly-escaped-poverty households.

By the end of 2024, the poverty rate in the province was 8.18%, and it is projected to decrease to 5.5% by the end of 2025 (corresponding to 22,258 poor households). Specifically among ethnic minorities, the poverty rate in 2024 was 14.05% and is projected to decrease to 9.6% by the end of 2025. It is projected that by the end of 2025, the multidimensional poverty rate for the entire province will be 11.06%, with the poverty rate at 5.5% and the near-poverty rate at 5.56%.

For core poverty areas, the province assigns members of the Provincial Party Standing Committee and the Provincial Party Executive Committee to directly oversee and direct; prioritizing resources for investment in essential infrastructure such as transportation, electricity, clean water, and developing livelihood models suitable to the conditions of each locality, gradually increasing income and improving the lives of the people.
