
The conference was held in a hybrid format, combining in-person and online participation, connecting to 34 provinces and centrally-governed cities. Comrade Pham Minh Chinh, Member of the Political Bureau and Prime Minister, attended and chaired the conference.
Also attending were Comrade Phan Dinh Trac, Member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the Central Internal Affairs Commission ; Deputy Prime Ministers; and leaders of central ministries, departments, and agencies.
At the Lam Dong province venue, the meeting was attended by Mr. Duong Tin Hoa, Deputy Director of the Department of Justice, along with representatives from relevant departments and agencies.

With a spirit of solidarity and responsibility, in 2025 and the period 2021-2025, the Ministry and the judicial sector have implemented a very large volume of work, completing many new, difficult tasks with very tight deadlines, unprecedented in order to implement important policies and directives of the Party and State on reforming socio-economic management thinking, reorganizing and streamlining the organizational structure and administrative units, and implementing the two-tiered local government model, contributing to the successful achievement of the socio-economic development goals and tasks of the whole country.
During the term, ministries and agencies advised the Government to submit to the National Assembly the largest volume of legislative tasks ever, with nearly 180 draft laws and resolutions.
In 2025 alone, 99 draft laws and resolutions were submitted to the National Assembly; ministries and agencies drafted, submitted for promulgation, or promulgated under their authority 4,974 legal documents. Local authorities promulgated 51,799 legal documents.
Many large, complex tasks, outside the initial plan and requiring very tight deadlines, were carried out seriously, effectively, and with high quality by the Ministry of Justice, the legal departments of ministries and sectors, and local judicial agencies.

In Lam Dong province, the Department of Justice has effectively carried out the work of inspecting and processing legal documents; reviewing and systematizing legal normative documents. Through inspections, it has promptly identified inappropriate documents or those showing signs of illegality, recommending that competent authorities handle them. It has also promptly identified legal normative documents that have expired, documents whose content is inconsistent with higher-level legal documents and the actual situation in the locality, or documents that overlap or conflict with legal normative documents approved by the Provincial People's Council and issued by the Provincial People's Committee.
In 2025, the Department of Justice reviewed 162 draft legal documents. Simultaneously, it coordinated with relevant agencies and units to advise the Provincial People's Committee on the promulgation of 128 legal documents; and advised the Provincial People's Committee to submit 34 legal documents to the Provincial People's Council for promulgation.
The People's Councils and People's Committees of communes, wards, and special zones in the area have issued 145 legal documents. These legal documents have made a significant contribution to improving the effectiveness of state management and contributing to socio-economic development in the locality.
In his keynote address at the conference, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the comprehensive achievements of the judicial sector during the past term. The Ministry of Justice has clearly demonstrated its role as the government's legal gatekeeper.
During the past term, judicial work continued to be carried out comprehensively, synchronously, and effectively. In many areas, the judicial sector focused on promptly resolving and handling newly arising issues; promptly developing, promulgating, and adjusting work programs and plans, concentrating resources to comprehensively and effectively implement assigned tasks.
The Prime Minister requested the judicial sector to build upon its achievements, continue to innovate and make breakthroughs in the thinking behind lawmaking and enforcement, and place citizens and businesses at the center. He also urged continued advice to the National Assembly and the Government on the issuance of legal documents to improve the institutional framework for rapid and sustainable development, building institutions into a national competitive advantage.
Continue to innovate in working methods, promote decentralization and delegation of power, coupled with power control, accelerate digital transformation, and develop high-quality human resources.
The judicial sector needs to improve the quality of lawmaking, organize effective law enforcement, promote its role in "creating development," and make practical contributions to the goal of building a socialist rule of law state in Vietnam in the new era.
