The Hanoi People's Committee has presented its plan to implement the Red River Scenic Boulevard Construction Project, a large-scale infrastructure project with a preliminary total investment of approximately 855,000 billion VND . The project aims to complete the transportation system and promote the development of a modern urban space along both banks of the river.

Project scale and scope
According to the report presented by the Standing Vice Chairman of the Hanoi People's Committee, Duong Duc Tuan, the project will be implemented along the Red River, extending from Hong Ha Bridge to Me So Bridge. The total area for the project is approximately 11,000 hectares , located within the administrative boundaries of 19 communes and wards in the city.
The main categories include:
- The main traffic artery is approximately 80km long.
- The system of landscaped parks and recreational areas covers an area of approximately 3,300 hectares.
- The area to be cleared for urban reconstruction is approximately 2,100 hectares.
The project's scope covers 12 communes and wards on the right bank of the Red River and 7 communes and wards on the left bank.
Four key component projects
The overall project is divided into four sub-projects to ensure feasibility and smooth implementation.
- Component Project 1 (Left Bank): Includes a major traffic boulevard, landscaped parks, and land clearance for urban redevelopment.
- Component Project 2 (Right Bank): Includes similar items to the Left Bank, and also includes a sub-project to build a public park in Phu Thuong ward to serve the groundbreaking ceremony.
- Component Project 3 (Underground Metro): Investment in an underground metro line on the right bank of the Red River with a length of approximately 45km . This solution aims to seamlessly connect with the city's urban rail system, towards a modern and sustainable transportation infrastructure.
- Component Project 4 (Resettlement Urban Area): Construction of high-rise apartment buildings on-site within the project area to serve resettlement purposes. Additionally, the project may utilize reciprocal land funds to compensate investors, including for low-rise housing and apartment buildings.
Funding sources and implementation schedule
The project is expected to be implemented under a public-private partnership model, with reciprocal land allocated to compensate the investor located in the urban redevelopment area and the resettlement urban area. The project is projected to be completed by 2030.
To kick things off, an independent sub-project, a public park in Phu Thuong ward, will be implemented first. This sub-project covers approximately 2 hectares, with a preliminary total investment of 670 billion VND, and is expected to be inaugurated on December 19, 2025.
