
6 outstanding achievements of the judicial sector during the term.
During the 2021-2025 term, the legislative process saw groundbreaking innovations. The Ministry of Justice completed the largest volume of legislative tasks ever undertaken, contributing to resolving many institutional and legal bottlenecks and unlocking all resources for development. The organization and implementation of laws were also significantly reformed, closely adhering to practical requirements and contributing to building a culture of law compliance among officials and the public.

According to Minister of Justice Nguyen Hai Ninh, with a spirit of solidarity and responsibility, the Ministry and the Justice sector have completed a huge volume of work, including many difficult and unprecedented tasks during the term, to implement the policies and directives of the Party and the State, contributing to the successful implementation of socio-economic development, national defense and security, and international integration of the country.
In particular, the Ministry of Justice has taken the lead in advising the Government to actively participate in the process of amending and supplementing several articles of the 2013 Constitution; successfully advised on the drafting of several important laws; proactively and creatively advised on specific and special legal mechanisms, contributing to flexible and timely policy responses and resolving many "bottlenecks" in practice. During the 2021-2025 term, the Government submitted to the National Assembly the largest volume of legislative tasks ever, with nearly 180 draft laws and resolutions. At the 10th session in 2025 alone, the Government submitted and the National Assembly approved 47 laws and 8 resolutions.
It can be affirmed that, with a spirit of solidarity and responsibility, the Ministry and the Justice sector have completed a huge volume of work with many difficult and unprecedented tasks during the term to implement the policies and directives of the Party and the State, contributing to the successful implementation of socio-economic development tasks, ensuring national defense, security and international integration of the country, Minister Nguyen Hai Ninh emphasized.
In his address to the conference, Prime Minister Pham Minh Chinh emphasized that the 2021-2025 term is a very special one, marked by many changes, complexities, and unpredictable challenges, with many unprecedented issues exceeding forecasts. However, with the spirit of "the Party's guidance, the Government's consensus, the National Assembly's agreement, the people's support, and international friends' assistance," we have overcome these "headwinds" and achieved comprehensive successes in almost all fields.
"In the overall achievements of the country, the Justice sector has made many practical and comprehensive contributions and clearly demonstrated its role as the Government's 'legal gatekeeper,' leading the 'revolution' in building and perfecting institutions and laws," the Prime Minister emphasized.
According to the Prime Minister, during the past term, judicial work continued to be carried out "synchronously - comprehensively - effectively - rigorously - thoroughly" in many areas, with "6 outstanding achievements".
Firstly , there has been a significant breakthrough in institutional thinking, perfecting the legal system and perfecting the socialist rule of law in Vietnam; especially in advising on specific mechanisms and policies to shift from administrative measures to scientific, safe, flexible, and effective measures in COVID-19 prevention and control; contributing to the development of Resolution No. 27-NQ/TW on continuing to build and perfect the socialist rule of law in Vietnam in the new period.
In 2025, the Ministry of Justice advised on and implemented many new and groundbreaking tasks. Accordingly, it advised the Politburo to issue Resolution No. 66-NQ/TW on reforming the work of lawmaking and enforcement to meet the requirements of national development in the new era; Government Resolution No. 140 promulgating the Government's Action Program to implement Resolution No. 66-NQ/TW; and National Assembly Resolution No. 197 on some special mechanisms and policies to create breakthroughs in lawmaking and enforcement.
The drafting and submission to the National Assembly of the Law on the Promulgation of Legal Normative Documents (amended) represents a breakthrough, comprehensively innovating the process of drafting and promulgating legal normative documents, shifting from a passive to an active state closely aligned with reality.
The government advised, assessed, and proposed to the National Assembly the timely promulgation of many laws and resolutions to resolve difficulties and obstacles; especially to meet the requirements of the revolution in reorganizing the apparatus and building a two-tiered local government. This term also completed the largest volume of legislation ever.
In addition, a large volume of work is carried out in the assessment, inspection, and review of legal documents, as well as in the technical and legal review before their promulgation.

Secondly, significant progress has been made in international law and international cooperation on legal matters at all three levels: bilateral, regional, and global. The Party Central Committee has been advised to issue Directive No. 33-CT/TW on strengthening the Party's leadership in preventing and resolving international investment disputes; timely and effective advice has been provided to the Government on handling legal issues and resolving international investment disputes; and negotiations, signing, and implementation of international treaties and agreements have been promoted.
Thirdly, strengthen the organization and implementation of laws and build a culture of compliance with the law. This includes applying information technology and digital transformation in specialized information systems and important databases; advising on the development of a National Legal Portal to serve the purpose of searching for legal information and answering questions from citizens and businesses.
Fourth , the enforcement of civil judgments has consistently met and exceeded assigned targets; resolving many large and complex cases definitively, especially recovering assets lost or misappropriated in economic and corruption cases... More than 3,200 administrative judgments have been fully enforced.
Fifth , there has been significant innovation in administrative procedure reform. The Ministry of Justice has effectively coordinated with ministries, sectors, and localities to review, reduce, and simplify 817 administrative procedures based on data, contributing to reducing the burden on citizens and businesses and improving the investment and business environment.
Sixth, focus on building a streamlined, effective, and efficient judicial system and improving the quality of human resources. This includes building a two-tiered system of civil enforcement agencies; reducing staffing levels beyond the limits required by Resolution 18; and advising on unique and superior policies for those involved in lawmaking and law enforcement.
On behalf of the Government, Prime Minister Pham Minh Chinh acknowledged, commended, and highly appreciated the efforts, endeavors, and important achievements of the Ministry of Justice, the judicial sector, and the legal organizations of ministries, sectors, and local governments, which have made significant contributions to the overall achievements of the country.
Besides the achievements, the Prime Minister also pointed out some shortcomings, including the failure to thoroughly address the delays in issuing detailed regulations and the backlog of some policies and laws that do not meet practical requirements, and the existence of contradictions and overlaps in some legal documents...
Shifting from "governance by law" to "building institutions for development"
Based on the achievements of the past period, the Prime Minister emphasized several lessons learned from practice. It is essential to always adhere to the Party's guidelines and policies, and the State's laws and regulations; to closely follow reality, starting from reality, respecting reality, and using reality as a yardstick; to prioritize resources and invest systematically and appropriately in lawmaking, allocating personnel and resources appropriately. High determination, great effort, decisive and effective action are required; each task must be completed thoroughly, each task must be clearly defined, and assignments must ensure six clear points: clear person, clear task, clear responsibility, clear authority, clear time, and clear results.
2026 is a very important year, marking the 14th National Congress of the Party; the first year of implementing the Resolution of the 14th National Congress of the Party and Party congresses at all levels. The draft documents of the 14th National Congress of the Party continue to clearly identify institutions as one of the three strategic breakthroughs. Emphasizing this, the Prime Minister requested the Ministry of Justice to raise awareness and action in building institutions and laws with three main guiding principles: Identifying institutions as both a goal and a driving force and resource for development, "a breakthrough of breakthroughs," investing in institutions is investing in development; placing the people and businesses at the center and as the subjects, with the people and businesses participating in the building and implementation of laws; transforming institutions and laws from bottlenecks into a competitive advantage for the nation.
Based on that, the Prime Minister requested the Ministry and the Justice sector to continue to uphold the glorious 80-year tradition in performing their duties, with "3 strategic directions" and "6 key tasks". Accordingly, the "3 strategic directions" include:

Firstly , we must play a core role in advising on strategic planning for the development and improvement of institutions; while simultaneously focusing on improving the quality of law enforcement; ensuring close coordination between lawmaking and law enforcement, especially in building and perfecting the socialist rule of law state of the people, by the people, and for the people, under the leadership of the Party; prioritizing the comprehensive development of institutions, with a focus on the legal system; innovating the thinking behind lawmaking, shifting from "management by law" to "building development institutions"; eliminating the mindset of "managing without knowing" and "prohibiting if we can't manage"; promoting decentralization and delegation of power coupled with resource allocation, improving the implementation capacity of lower levels, and strengthening supervision and inspection.
Secondly , we must promote comprehensive digital transformation, extensively applying information technology, artificial intelligence, and big data in the field of justice, especially in the drafting and promulgation of legal documents and the organization of law enforcement; and build a system for measuring the quality of law enforcement based on the level of satisfaction of citizens and businesses.
Thirdly , priority should be given to developing high-quality human resources in the judicial sector who possess strong ethics, political integrity, in-depth expertise, a deep understanding of international law, technological proficiency, perseverance, and resilience, especially in the face of new and innovative issues; while proactively integrating and elevating international cooperation in legal work and judicial reform; enhancing the capacity to prevent and resolve international disputes and maximizing the utilization of all resources.

In addition, the Prime Minister also outlined six key tasks for the Ministry of Justice, including:
Firstly , continue to closely follow and effectively implement the tasks and solutions clearly outlined in Resolution 66 of the Politburo on reforming the work of lawmaking and enforcement, and Resolution 27-NQ/TW on continuing to build and perfect the socialist rule of law state of Vietnam in the new period; accelerate the review and handling of institutional obstacles. The Ministry of Justice will continue to effectively play its role as the Standing Agency of the Central Steering Committee on perfecting institutions and laws and the Steering Committee on reviewing and organizing the implementation of handling obstacles in the legal system. It will urgently focus on researching and finalizing important projects: the Project on perfecting the structure of the legal system in the new era; the Project on researching and building the institution of public lawyers in the socialist rule of law state; the Project on establishing a specialized agency for resolving international investment disputes; and the Project on perfecting criteria and solutions to improve the quality of the workforce involved in institutional and legal development.
Secondly , the Ministry of Justice continues to closely coordinate with relevant ministries and agencies to advise the Government and the Prime Minister on legislative orientations and tasks during the 16th National Assembly term, based on the principle of "three guarantees": comprehensive coverage of all areas of socio-economic life; full and timely institutionalization of the Party's guidelines and policies, especially the documents of the 14th National Congress and the resolutions and conclusions of the Politburo and the Secretariat, and the directives of the Party and State leaders; and meeting the requirements of building and perfecting the socialist rule of law.
Thirdly , focus on researching and perfecting the law-making process in line with the innovative approach to lawmaking and the orientation towards improving the structure of Vietnam's legal system; strictly implement the provisions of the Law on the Promulgation of Legal Normative Documents, ensuring the Government's "full and proper fulfillment of its role and responsibility" for draft laws, ordinances, and resolutions; develop breakthrough solutions to thoroughly address the delay and backlog in promulgating detailed regulations for laws, ordinances, and resolutions; and improve the quality of policy assessment, impact evaluation, and law enforcement monitoring.
Fourth , continue to research and improve the institutional framework and effectively implement legal regulations on civil and administrative enforcement; strive to complete and exceed assigned targets; ensure 100% of legally effective judgments and decisions of the Court on administrative cases are monitored for enforcement; and at the same time, effectively promote the role of the Government's legal representative agency in advising, preventing, and resolving international investment disputes, maximizing the protection of the legitimate rights and interests of the State, the Government, and the business community and people.

Fifth , accelerate the progress and completion of the construction and connection of specialized databases of the Ministry of Justice with the National Population Database and other databases; effectively implement the provision of full-process online public services in key areas (civil registration, authentication, registration of security measures), shortening time and reducing compliance costs for citizens and businesses.
Sixth , strictly implement the streamlining of the organizational structure to ensure efficiency and effectiveness, coupled with building a team of qualified, capable, and skilled judicial officials to meet the demands of the new era. Receive and inherit the function of controlling administrative procedures from the Government Office, ensuring continuity and effectiveness. Build a judicial culture of "integrity - professionalism - efficiency," with the satisfaction of citizens and businesses as the highest measure of success.
With the motto "Impartial and transparent lawmaking - dedicated and responsible - intellectually capable - effective for the people," the Prime Minister hopes and believes that all officials, civil servants, and employees of the Ministry and the Justice sector will continue to promote the spirit of solidarity, strive with the highest political determination, work together, and excellently fulfill all tasks entrusted by the Party, the State, and the People, making worthy contributions to the cause of building a socialist rule of law state, leading the country to steadily advance into a new era, an era of prosperity, civilization, happiness, and progress towards socialism.
