At the Tuyen Quang provincial venue, Comrade Nguyen Van Thang, Member of the Provincial Party Committee, Deputy Secretary of the Provincial People's Committee Party Committee, and leaders of various departments and agencies attended the conference.
During the 2021-2025 term, the entire sector advised the Government to submit nearly 180 draft laws and resolutions to the National Assembly for approval; in 2025 alone, 99 projects were submitted, the largest number ever. Ministries and sectors drafted, submitted for promulgation, or promulgated under their authority 4,974 legal documents, of which 1,396 were promulgated in 2025; localities promulgated 51,799 documents, with 13,000 documents in 2025 alone, the highest number during the term.
Many large, complex, and unplanned tasks with very tight deadlines have been seriously and effectively implemented by the Ministry of Justice, other ministries and agencies, and local judicial bodies, ensuring quality. Notable examples include participation in researching and finalizing resolutions amending and supplementing certain articles of the 2013 Constitution; resolutions of the National Assembly on special mechanisms for handling difficulties and obstacles arising from legal provisions; decrees on decentralization, delegation of power, and delineation of authority when organizing a two-tiered local government model; and important projects on legislative orientation and the improvement of the structure of the Vietnamese legal system in the new period.
In addition, the Justice sector is promoting digital transformation, reforming administrative procedures, building an electronic civil registry database, digitizing judicial data, and improving the quality of service for citizens and businesses.
In his directive speech at the conference, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the comprehensive achievements of the Justice sector during the past term; and at the same time requested the sector to continue to innovate and make breakthroughs in thinking about lawmaking and implementation, focusing on the people and businesses; perfecting institutions to serve rapid and sustainable development, building legal institutions into national competitiveness; promoting decentralization and delegation of power, coupled with power control; promoting digital transformation, and developing high-quality human resources.
Prime Minister Pham Minh Chinh emphasized that during the 2026-2030 term, the Justice sector needs to improve the quality of lawmaking, organize effective law enforcement, promote its role in "creating development," and make practical contributions to the goal of building a socialist rule of law state in Vietnam in the new era.
