In her opening remarks at the session, the Chairwoman of the Hanoi People's Council, Phung Thi Hong Ha, stated that this was the 9th session of the year and the 3rd session within a month of 2025. She also noted that 2025 would be the year with the most sessions ever held by the City People's Council: "This demonstrates the close adherence to, continuous adoption of, and implementation of the Party's policies, the resolute commitment of the People's Council to the city's overall tasks, and the unwavering support and cooperation of the City People's Council delegates with the capital's political system in striving for the comprehensive and sustainable development of the capital."

Previously, on December 11, 2025, at the 10th session of the National Assembly , a Resolution on piloting a number of specific mechanisms and policies for implementing large and important projects in the capital city was officially passed. This pilot Resolution was a proposal that had been carefully considered and researched by the Standing Committee, the Executive Committee, and the Party Committee of Hanoi City, and was submitted for approval to the Politburo, the National Assembly, and the Government.
"Immediately after the National Assembly approved the projects, the People's Committee, the Standing Committee of the People's Council, along with the People's Council's committees and city departments, immediately began concretizing the contents. Today, exactly two days later, the City People's Council meeting is being held to consider the projects with a spirit of full responsibility and thorough preparation. On behalf of the City People's Council, I would like to express my sincere gratitude to the Politburo , the National Assembly, the Government, the National Assembly's committees, and the central ministries and agencies for their attention, support, and trust in giving the Capital City this opportunity at the right time, creating a strong legal framework to implement strategic projects aimed at removing bottlenecks in infrastructure planning, land, and investment capital in the city," emphasized Ms. Phung Thi Hong Ha.
According to the agenda, this session of the City People's Council will consider the following three groups of issues:
The first group of contents includes four resolutions to concretize the contents of the National Assembly's resolution recently passed at its 10th session: regulations on the dossiers, conditions, order, and procedures for implementing large and important projects in the capital city.
The second group of resolutions consists of amendments and additions to certain provisions of Resolution No. 69/2025/NQ-HĐND and Resolution No. 48/2025/NQ-HĐND of the Hanoi City People's Council. These resolutions aim to immediately address outstanding issues in the management and implementation of socio-economic development and contribute to resolving bottlenecks in the city's urban planning and construction.
The third group of topics concerns the review of investment policies for the Red River Scenic Boulevard Project, the Olympic Sports Urban Area Construction Project in the South of the City, and the Resolution approving the establishment of the Olympic Sports Urban Area Subdivision Plan, at a scale of 1/2000 (if applicable). These are large and extremely important projects, directed by the Central Government for implementation, and possess a long-term strategic vision within the overall economic development plan, creating a scenic space for the development of cultural industries along the inner-city wards bordering the Red River, and developing the Olympic Sports Urban Area in the South of the City.
The Chairman of the Hanoi People's Council added that these are also two of the ten projects selected by the Politburo to be simultaneously launched on December 19th: "These projects carry many important responsibilities and meanings, and when realized, they will help the city become an international city while still retaining its national cultural identity. The simultaneous launch of these large projects on the National Resistance Day demonstrates the continuation of the revolutionary spirit of the nation; the maturity, strength, and self-reliance of the people; and will be authentic images and marks of the efforts of the entire political system in building and rebuilding the capital city as assigned by the Politburo. From there, it will deepen national pride, love for the country, and further strengthen the determination in the cause of building and protecting the Fatherland; creating momentum and strength for the capital city to confidently move into a new era."
This morning, the Standing Committee of the City Party Committee and the Executive Committee of the City Party Committee also met to review and give opinions on the contents before submitting them to the session.
According to Ms. Phung Thi Hong Ha, the contents that the Hanoi People's Committee is submitting to the Hanoi People's Council for consideration today are groundbreaking policies on decentralization and delegation of power to implement large and important projects in the capital city, related to many key sectors and with large investment capital and wide-ranging impact; helping Hanoi overcome obstacles in procedures, coordination mechanisms and authority, creating conditions to accelerate the progress of large and important projects, strategic infrastructure projects, contributing to the completion of modern urban infrastructure, improving the quality of the living environment, promoting sustainable socio-economic development, ensuring the development target of over 11% in the 2026-2030 period, and promoting the role of Hanoi as a leading center and driving force for regional and national development.
