In cases where it is necessary to serve the election process or to ensure stability and continuity in the organization and operation of villages and residential areas, the People's Committee of the province or city shall consider and decide on extending the term of office of the Village Head or Head of the residential area in the province or city, or direct the Chairman of the People's Committee of the commune, ward, or special administrative region to consider and decide on appointing an interim Village Head or Head of the residential area to ensure the maintenance of operations.
The extension of the term or the period for appointing temporary village heads or neighborhood group leaders will continue until the Government issues regulations on the reorganization of villages and neighborhood groups in accordance with the conclusions of the Politburo and the Secretariat.
The Ministry of Interior requests the People's Committees of provinces and cities to implement this. During the implementation process, if any difficulties or obstacles arise, please report them to the Ministry of Interior for compilation and reporting to the competent authorities for consideration and decision. For the time being, the current situation will remain unchanged until new regulations on the reorganization of villages and residential areas are issued.
The Ministry of Interior has just issued document No. 11776/BNV-CQĐP dated December 9, 2025, to the People's Committees of provinces and centrally-administered cities, providing guidance on some aspects of the organization and operation of villages and residential areas.
Accordingly, to ensure the stability of the political system at the grassroots level and to serve the preparation for the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term, and based on the opinions of some localities, the Ministry of Interior proposes that the People's Committees of provinces and cities implement the following contents regarding the organization and operation of villages and residential groups:
Firstly, regarding the organization of villages and residential areas.
Based on Conclusions No. 163-KL/TW, No. 186-KL/TW, and No. 210-KL/TW of the Politburo and the Secretariat, the existing villages and residential areas in commune-level administrative units will remain unchanged for the time being until the Government issues regulations on the rearrangement of villages and residential areas in accordance with the conclusions of the Politburo and the Secretariat.
Reorganize the positions of Village Head and Neighborhood Group Leader in accordance with current regulations.
Secondly, regarding the term of office for the Village Head and the Neighborhood Group Leader.
The document from the Ministry of Interior states that, based on the practical conditions of the locality, the personnel situation, and the end date of the term of the Village Head and Neighborhood Group Leader, the People's Committees of provinces and cities shall direct the Chairmen of the People's Committees of communes, wards, and special zones to consolidate the positions of Village Head and Neighborhood Group Leader in accordance with current regulations.
