According to Nguyen Thi Huong, Director of the General Statistics Office, the National Assembly has passed the Law amending and supplementing a number of articles of the Statistics Law (the Law), and the rapid implementation of the Law is a strategic task requiring the coordinated efforts of the entire Statistics sector.
As the head of the General Statistics Office, Ms. Huong identified this as a key task, and the Statistics sector will implement it through three main breakthrough groups.
Firstly, there is a breakthrough in the legal framework and operational guidelines.
According to Ms. Huong, the focus of the initial phase is on promptly institutionalizing the new provisions of the Law through the system of sub-legal documents.
Specifically, regarding the completion of implementation guidelines: The General Statistics Office will urgently develop and submit for promulgation detailed regulations on the amended articles and clauses, especially those related to the collection, integration, and processing of information in the context of digital transformation.
Clear decentralization mechanism: The amended law clearly defines the role of the grassroots statistical agency; therefore, we will finalize the guidelines on the position, functions, tasks, and technical coordination mechanism between the commune and provincial levels to ensure standardized and interconnected information.
Ensuring uniformity in the statistical indicator system: Although the National Statistical Indicator List has not been revised, the General Statistics Office will implement operational solutions to standardize the understanding, calculation methods, and data sources to avoid discrepancies in data between sectors and localities.
Secondly, there are breakthroughs in technology, data, and reduced reporting burdens.
This is the most important pillar for modernizing statistical activities in the spirit of the amended Law.
Accordingly, the plan is to build a unified national statistical database, led by the central statistical agency, ensuring data connectivity, integration, and standardization nationwide, serving state management and societal needs.
Enhance the utilization of administrative data from ministries, departments, and localities. Maximizing the use of administrative data sources not only improves the quality of information but also contributes to reducing the reporting burden for businesses and citizens.
Strong application of digital transformation: Priority will be given to investing in technology infrastructure, platforms for storing and processing big data, and implementing new regulations on electronic statistical reporting, aiming for automation and improved timeliness of data.
Thirdly, there is a breakthrough in the organization, training, and implementation of commune-level statistics.
According to the Director of the Statistics Department, Nguyen Thi Huong, this revised law clarifies the role of the commune level, therefore implementation at the grassroots level is a key point.
Specifically, the roles should be clearly defined between the local statistical agency (managing and operating the commune-level statistical information system) and the commune-level People's Committee (carrying out statistical work and providing administrative data).
Providing timely and continuous training for part-time commune-level statistical staff, focusing on skills in data collection and aggregation, and the use of digitalized statistical information systems, in a manner appropriate to the context of communes without the need for dedicated staff positions.
Strengthen data quality monitoring, ensure compliance with statistical methodologies, and strictly adhere to regulations on personal data security and data protection as required by law.
"In short, the General Statistics Office will focus its resources on perfecting the legal framework, modernizing data and technology infrastructure, and strengthening statistical capacity at the grassroots level. The goal is to implement the reform contents of the amended Law in a synchronized, effective, and modern manner, contributing to improving the quality of statistical information serving the management, administration, and socio-economic development of localities and the whole country," the Director of the General Statistics Office shared.
