Ho Chi Minh City aims for double-digit average GRDP growth over the next five years.

This growth target was set in the Resolution on the results of implementing the city's socio -economic development tasks for the period 2021-2025 and the city's socio-economic development plan for the period 2026-2030, which was approved by the 10th Ho Chi Minh City People's Council at its 6th session on the afternoon of December 10th.

Ho Chi Minh City sets the overall goal for the 2026-2030 period as continuing to improve the organizational model of the political system; promoting the tradition of solidarity, dynamism, compassion, creativity, and boldness in thinking and acting, joining the whole country in entering a new era of development; promoting economic growth, mobilizing all resources, building a synchronous and modern infrastructure, effectively exploiting potentials, advantages, strategic location, and effectively developing science and technology, innovation, and digital transformation.

Simultaneously, developing culture, education, and training, ensuring social security; focusing on fundamentally addressing urgent issues such as traffic congestion, flooding, and environmental pollution to promote rapid and sustainable socio-economic development, aiming for Ho Chi Minh City to become a civilized, modern city by 2030, a dynamic, integrated center of innovation, promoting the industrialization and modernization of the country, holding a prominent position in Southeast Asia, ranking among the top 100 global cities, livable, and possessing a global innovation ecosystem, belonging to the high-income group.

The Ho Chi Minh City People's Council Resolution identifies six key economic targets for the 2026-2030 period, including an average annual GRDP growth rate of 10-11% and an average GRDP per capita of approximately US$14,000-15,000 by 2030; an average annual social investment of 35-40% of GRDP over five years; a contribution of total factor productivity (TFP) to GRDP growth of 60%; the digital economy accounting for 30-40% of GRDP; total social spending on research and development (R&D) reaching 2-3% of GRDP, allocating at least 4-5% of the total annual budget to science, technology, and digital transformation; and an average annual social labor productivity growth rate of approximately 8.0%.

The resolution also sets out key social targets for the next five years; in which, Ho Chi Minh City aims to achieve a Human Development Index (HDI) above 0.8; 35.1 hospital beds per 10,000 people, 21 doctors per 10,000 people, and 35 nurses per 10,000 people by 2030; a social insurance coverage rate of 62% of the working-age labor force by 2030; a rate of at least 24% or more of the workforce with college or university degrees; a rate of at least 35% or more of students in basic science, engineering, and technology fields; strive to eliminate poverty according to the city's poverty standard by 2030; and reduce the number of social order crimes and traffic accidents by at least 5% annually.

During the 2026-2030 period, Ho Chi Minh City will focus on implementing key breakthrough programs outlined in the Resolution of the First Congress of the Ho Chi Minh City Party Committee, 2025-2030 term, including: 3 policy and institutional contents; 8 infrastructure development contents; and 9 human resource development contents. The central policy and institutional contents include continuing to focus on resolving and definitively addressing long-standing difficulties and obstacles in projects, works, and land issues; and implementing the policy mechanisms of the Resolution amending and supplementing several articles of Resolution No. 98/2023/QH15 of the National Assembly after its approval. Pilot a self-governing urban model within the city, granting high autonomy in planning, smart city management, and appropriate budget allocation to ensure sufficient resources for implementing development goals in the coming period.

The Ho Chi Minh City People's Council Resolution also outlines key tasks and solutions for the next five-year development period; among them, important tasks include promoting economic growth, innovating the growth model associated with digital transformation and green transformation; restructuring the development space, mobilizing investment resources to build a synchronous, civilized, and modern urban infrastructure system; building and comprehensively developing the city's culture and people to be advanced and rich in national identity; and continuing to invest in building Ho Chi Minh City into a major center for education and training, science and technology, and innovation for the whole country.
