
This program aims to support 10 Palestinian officials in enhancing their expertise and practical skills in diplomacy and international relations. This is a tangible contribution to Palestine's state-building efforts, peace process, and international integration.
Mr. Kobayashi Yosuke, Chief Representative of the JICA Vietnam Office, shared: "Capacity building is essential for Palestine's recovery and reconstruction. JICA is proud to cooperate with the Diplomatic Academy of Vietnam's Ministry of Foreign Affairs on this initiative, affirming our commitment to supporting sustainable development and stability in the region."

Dr. Nguyen Hung Son, Director of the Diplomatic Academy, emphasized: "This training course aims not only to transfer knowledge but also to promote long-term partnerships. We believe that dialogue and mutual learning are key to achieving lasting peace."
The course combines lectures, interactive discussions, simulations, and field trips to facilities and locations across Vietnam. Content focuses on topics such as multilateral diplomacy and engagement with international organizations, economic diplomacy, national branding, and cultural identity.

At the end of the program, the trainees developed action plans to apply the knowledge gained to their work, contributing to the long-term reconstruction and development of Palestine.
The training course was conducted as part of JICA's "Capacity Development through CEAPAD Phase II" project, further affirming JICA and the Government of Vietnam's commitment to supporting the development of Palestine.

CEAPAD is a regional forum initiated by the Japanese government in 2013 to support Palestinian state-building efforts by mobilizing resources, knowledge, and economic development experience from East Asian countries.
The fourth Ministerial Conference on CEAPAD, to be held in July 2025, underscored the need for international cooperation to meet the recovery and reconstruction needs of Palestine, particularly in Gaza, alongside urgent humanitarian needs.
