According to the Party Central Committee, significant results have been achieved in the recent period in restructuring and streamlining the organizational apparatus of the political system.

Besides the achievements, there are still some issues that need to be addressed and rectified, such as the excessive issuance of documents and meetings. The coordination between different levels, sectors, organizations, agencies, and localities is not yet truly smooth and close...

To rectify and overcome shortcomings, the Secretariat of the Central Committee requested that Party committees, agencies, and localities focus on effectively implementing a number of key points.

Each year, reduce the number of administrative documents by at least 15% compared to the previous year.

Regarding the issuance of documents, the Secretariat of the Central Committee requested a focus on innovating and improving the quality of document issuance by simplifying and streamlining processes and integrating procedures in document issuance.

Do not issue documents within your own jurisdiction in place of documents within the general jurisdiction of an organization, agency, locality, or unit...

Integrate necessary and related regulations from various documents into a single general regulation; integrate similar inter-sectoral content into a joint document (ministry, sector) to guide and organize implementation, avoiding difficulties for businesses, enterprises, and citizens...

The Secretariat also requested that documents only be issued when absolutely necessary to regulate, guide, and organize implementation, and that documents that merely copy the content of documents from higher levels should not be issued...

Annually, organizations, agencies, localities, and units must streamline the number of administrative documents by at least 15% compared to the previous year...

Regarding the organization of conferences, the Secretariat of the Central Committee requests that annually, based on the work program, Party committees, Party organizations, agencies, localities, and units at all levels develop plans to organize conferences based on the actual situation.

Of these, the number of in-person conferences should not exceed 40% and the number of online conferences should not be less than 60% of the total number of conferences in the year. Conferences should not be organized unless absolutely necessary or if detailed guidelines have already been provided.

At all levels, instead of reorganizing conferences, meetings were held via live video conferencing and online delivery to grassroots levels. Strict measures were taken to save money and prevent waste in conference organization, ensuring that the budget for conferences was not exceeded; the number of conferences was reduced by 10% annually.

Party committees, party organizations, government agencies, and mass organizations should strengthen coordination in organizing conferences at their respective levels, sectors, and units, avoiding duplication and overload, and concentrating them at the beginning or end of the year.

At the provincial level, no more than two conferences of provincial scale should be held per year, and at the commune level, no more than three conferences of commune scale should be held per year.

When organizing a conference, it is necessary to clearly define the scale and composition of participants, including the number of delegates; according to the principle, if the conference belongs to a particular bloc: the Party, government, elected bodies, or mass organizations, then delegates from that bloc should be invited to attend.

The national conference convened by the Politburo includes members of the Central Committee of the Party, secretaries of provincial and city Party committees, and Party committees directly under the Central Committee.

The remaining conferences only invite participants who fall within the purview of the convening authority and are directly involved in implementing the conference agenda.

Conferences organized by ministries, departments, provinces, and cities are internal in nature, inviting only delegates from their own level and sector; delegates from the central government and other sectors and localities are not invited.

Professional conferences invite relevant officials to attend, and exclude individuals not directly related to the field or subject matter of the conference.

Innovate and improve meeting methods by making them concise, clear, and focused on discussion, avoiding verbatim reproduction of previously sent documents.

Opening remarks should not exceed 10 minutes; concluding remarks by leaders should not exceed 50 minutes in total; and presentations should not exceed 10 minutes.

Superiors are not allowed to interfere with the work of their subordinates in violation of regulations.

The Party Central Secretariat called for innovation in working methods, coordination, application of information technology, and digital transformation.

In this process, agencies and units must regularly lead and direct the review and improvement of functions, tasks, powers, and responsibilities, and enhance the operational efficiency of the political system's organizational structure after restructuring.

Abolish outdated administrative processes and procedures to simplify and reduce the burden on subordinates...

Thoroughly address the overlapping, duplication, buck-passing, and avoidance that cause difficulties for agencies, units, businesses, and citizens.

The delegated responsibilities and authority need to be clearly evaluated and standardized. Subordinates, upon being granted authority and responsibility, must take full responsibility for organizing and implementing the assigned tasks.

Assign tasks according to the principle of "one task assigned to only one lead agency". Process tasks according to the motto "clear person, clear task, clear time, clear responsibility, clear authority, clear output".

Superiors are not allowed to interfere with the work of subordinates in violation of regulations. Subordinates must proactively resolve tasks within their delegated authority; they must not shirk responsibility, avoid, or rely on superiors for advice on matters that fall within their authority and are not difficulties or obstacles beyond their authority.

The Secretariat of the Central Committee emphasized the importance of self-determination and accountability of leaders. Annual evaluations and rankings of leaders should be conducted based on their leadership and guidance in implementing this conclusion.

The Secretariat of the Central Committee requests that provincial and city Party committees, and Party committees directly under the Central Committee, report to the Secretariat annually, every six months, and quarterly on the implementation of the conclusions.

Focus on the results of reducing the number of issued documents, the number of conferences and meetings, the application of information technology, and the digital transformation of organizations, agencies, localities, and units.
