Associate Professor, Dr. Doan Minh Huan, Member of the Central Committee of the Party, Standing Deputy Secretary of the Party Committee, and Standing Deputy Director of the Ho Chi Minh National Academy of Politics, presided over the ceremony.
Attending the ceremony were Deputy Minister of Foreign Affairs Le Thi Thu Hang and representatives from the Embassy of the Russian Federation in Vietnam, along with delegates and representatives from central ministries, departments, and the Academy.
In his closing remarks, Associate Professor, Dr. Doan Minh Huan emphasized that this was a very meaningful activity after a week of serious and responsible study by the participants, and also opened up new opportunities for cooperation and development, becoming increasingly deeper and broader in all fields within the traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation.
On behalf of the Party Committee and the Board of Directors of the Ho Chi Minh National Academy of Politics, Associate Professor, Dr. Doan Minh Huan congratulated the trainees on successfully completing the training and thematic exchange program.
Associate Professor, Dr. Doan Minh Huan remarked that, with thorough preparation of the program content and teaching methods, along with the active participation of senior officials from the Russian Federation in training and the enthusiastic exchange of ideas among lecturers, scientists, leaders, and managers of the Academy and several ministries and agencies of Vietnam, the program was a great success. The Ho Chi Minh National Academy of Politics acknowledges and highly appreciates the serious and responsible research and exchange spirit of the delegation, proactively sharing experiences related to issues of mutual interest to both countries.
Within the framework of the program, in addition to thematic discussions on experiences, theories, and successful practices in leadership and guidance of the Communist Party of Vietnam in several fields, trainees participated in practical activities at the Ministry of Culture, Sports and Tourism, the Ministry of Interior, the Central Committee of the Ho Chi Minh Communist Youth Union, the Government Office, the Le Hong Phong Cadre Training School, and visited the Van Mieu - Quoc Tu Giám Cultural and Scientific Activities Center in Hanoi.
The Standing Deputy Director of the Ho Chi Minh National Academy of Politics expressed confidence that the knowledge, skills, and experience gained would help the trainees creatively apply them to their practical work, contributing to improving their leadership, management, and service capabilities, and fostering close relationships and cooperation among the people.
This is the third training course, building on the success of the first course for Russian civil servants in Vietnam (September 2025) and the second course for officials and lecturers in the Ho Chi Minh National Academy of Politics system in the Russian Federation (October 2025), further demonstrating the positive and effective actions to realize the cooperation agreement between the Academy of Public Administration and National Economy under the President of the Russian Federation (Presidential Academy of the Russian Federation) and the Ho Chi Minh National Academy of Politics.
Speaking at the ceremony, Ms. Shafinskaia Natalia, Head of the Department of International Cooperation and Development, Presidential Academy of the Russian Federation, representing the delegation of senior Russian officials, said that the program included not only lectures at the Academy but also many practical activities at various ministries and agencies of Vietnam.
Ms. Shafinskaia Natalia emphasized that, thanks to the coordinated efforts between the two academies, senior officials of the Russian Federation have had the opportunity to gain a deeper understanding of Vietnam's state management system, administrative reform, youth policies, and personnel recruitment processes in ministries and agencies. The results achieved during this cooperation will contribute to training a high-quality workforce to meet the development requirements of each country; and at the same time, further strengthen the traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation to a new level.
