The Ministry of Education speaks out about the issue of foreign university degrees not being recognized.

According to the Quality Management Department of the Ministry of Education and Training, the university degrees awarded by Liverpool John Moores University to its students do not meet the current requirements for recognition.

On the evening of December 12th, the Ministry of Education and Training issued a response regarding the recognition of diplomas and joint training activities related to the London College of Design and Fashion.

In recent days, several media outlets have reported on the fact that some former students who studied programs at Liverpool John Moores University (UK) received direct training at the London College of Design and Fashion.

However, when students go to the Quality Management Department of the Ministry of Education and Training to verify their diplomas, they find out that their university diplomas do not meet the requirements for recognition in Vietnam.

The Ministry of Education and Training stated that it has received information and feedback from students and some media outlets regarding the recognition of diplomas awarded under the joint training program between the London College of Design and Fashion and Liverpool John Moores University (United Kingdom).

Regarding the request for recognition of university degrees awarded by Liverpool John Moores University (UK) to several students, immediately after receiving the application documents provided by these students, based on the documents and confirmation from the London College of Design and Fashion; and pursuant to point a, clause 3, Article 4 of Circular No. 13/2021/TT-BGDĐT dated April 15, 2021, regulating the conditions, procedures, and authority for recognizing degrees awarded by foreign educational institutions for use in Vietnam, the Quality Management Department (Ministry of Education and Training) has issued written responses stating that the university degrees awarded by Liverpool John Moores University to these students do not yet meet the current requirements for recognition.

Regarding the media reports concerning the recognition of diplomas and joint training activities related to the London College of Design and Fashion, immediately after receiving the media reports, on the morning of December 12th, representatives from specialized units of the Ministry (Department of Quality Management, Department of International Cooperation, Department of Higher Education, Department of Vocational Education and Continuing Education, Ministry Office) met to review, discuss, and agree on a course of action to advise the Ministry's leadership on how to handle the issue.

Based on the available records, documents, and information, and in comparison with current legal regulations, the relevant specialized units of the Ministry have found this to be a complex issue involving multiple legal entities (London Fashion College-Hanoi Limited Liability Company; London Academy of Design and Fashion (Hanoi); London Vocational College of Design and Fashion (Hanoi); London Fashion Academy; Liverpool John Moores University...), with indications of non-compliance with current regulations on international training partnerships.

Therefore, it is necessary to continue requesting relevant agencies, organizations, and individuals to report and provide more information on the training activities, joint training programs, and diploma issuance of the London College of Design and Fashion to verify and clarify the issues raised by the press and students.

The Ministry is also considering establishing a comprehensive inspection team to examine the operations of the London College of Design and Fashion within the Ministry's purview.

The Ministry of Education and Training affirms that it will handle the case in accordance with the law, strictly addressing any violations (if any) within its authority; while ensuring the legitimate rights and interests of students based on full compliance with current regulations.
