Permanent member of the Party Central Committee Secretariat Tran Cam Tu has just signed and issued the conclusion of the Party Central Committee Secretariat on rectifying working methods and improving the effectiveness of the political system.
Besides the positive aspects such as the political system's organizational structure being streamlined, efficient, and closer to the people and grassroots level, serving the people better, the Secretariat also pointed out issues that need to be rectified.
This includes the issuance of numerous documents and meetings, the lack of smooth coordination between different levels, sectors, organizations, agencies, and localities, and the limited application of information technology and digital transformation.

The Secretariat of the Central Committee requested innovation and improvement in the quality of document issuance, focusing on simplification, streamlining, and integration of processes and procedures in document issuance.
"Do not issue documents within your own jurisdiction in place of documents within the general jurisdiction of an organization, agency, locality, or unit," the Secretariat of the Central Committee emphasized, and requested that content regarding personnel work, regulations, and policies not be included in documents regulating professional and technical matters.
The Secretariat of the Central Committee requested that documents only be issued when absolutely necessary to regulate, guide, and organize implementation, and that documents that merely copy the content of documents from higher levels should not be issued.
"Annually, organizations, agencies, localities, and units must streamline the number of administrative documents by at least 15% compared to the previous year," the Secretariat's conclusion clearly states.
Regarding the organization of conferences, the Secretariat emphasized that the number of in-person conferences should not exceed 40% and the number of online conferences should not be less than 60% of the total number of conferences in the year.
According to the Party Central Committee, conferences should not be held unless absolutely necessary or if the content is already covered by detailed guidelines, and the number of conferences should be reduced by 10% annually.
When organizing a conference, it is necessary to clearly define the scale and composition of participants, the appropriate number of delegates, and ensure effectiveness according to the principle that if a conference belongs to a particular bloc (Party, government, elected bodies, mass organizations), then delegates from that bloc should be invited to attend.
The national conference convened by the Politburo includes members of the Central Committee of the Party, secretaries of provincial and city Party committees, and Party committees directly under the Central Committee; other conferences only invite and convene participants within the scope of management of the convening level and who are directly involved in implementing the conference's agenda.
In particular, the Secretariat requested innovation and improvement in meeting methods, focusing on conciseness and clarity of content; concentrating on discussion and avoiding verbatim presentation of previously sent documents.
Conferences to disseminate and explain major resolutions, directives, and policies should not exceed half a day; professional and technical conferences should not exceed one day; and important conferences of ministries, sectors, and localities requiring discussion should not exceed 1.5 days.
"Speeches at conferences must be concise, focused, and directly address the issues being presented, regardless of achievements or current events. Opening remarks should not exceed 10 minutes, concluding remarks by leaders should not exceed 50 minutes in total; and presentations should not exceed 10 minutes," the Secretariat of the Central Committee instructed.
In addition, the Party Central Committee Secretariat requested innovation in working methods, coordination, application of information technology, digital transformation, implementation of administrative procedures in the digital environment, and digitization of documents to achieve 95% or more.
The Secretariat also noted the need to strengthen guidance, inspection, supervision, and assistance in resolving difficulties and obstacles at the grassroots level, preventing them from dragging on; and to emphasize the self-determination and accountability of the heads of Party committees, Party organizations, agencies, localities, and units.
Annually, the Secretariat of the Central Committee requires the evaluation and ranking of officials, particularly those in leadership positions, based on the results of their leadership and guidance in implementing this conclusion within the organizations, agencies, localities, and units under their responsibility.
