Prime Minister Pham Minh Chinh attends the national conference summarizing judicial work.

On the morning of December 13th, the Ministry of Justice held a national conference to summarize judicial work in 2025, the 2021-2025 term; to set directions for the 2026-2030 term and key tasks for 2026. The conference was held in a hybrid format, connecting with 34 locations in provinces and cities. Member of the Politburo and Prime Minister Pham Minh Chinh attended and chaired the conference.

Also attending the conference were: Politburo member, Secretary of the Central Committee of the Party, Head of the Central Internal Affairs Commission Phan Dinh Trac; Central Committee member, Deputy Prime Minister Le Thanh Long; Central Committee member, Deputy Prime Minister Ho Quoc Dung; Central Committee member, Minister of Justice Nguyen Hai Ninh, along with leaders of ministries, sectors and localities.

The Ministry of Justice and legal organizations of ministries, sectors, and localities reviewed 5,311 draft legal documents.

The Ministry of Justice's report shows that, during the 2021-2025 term, the Ministry and the Justice sector proactively and actively advised the Government and the National Assembly on proposing major and key policy directions in building and perfecting the socialist rule of law state, associated with lawmaking and judicial reform. The Ministry and the Justice sector spearheaded research and advised the Central Committee of the Party, the Politburo, and the Secretariat on the issuance of important documents, contributing to the development of the Party's theoretical thinking on building and perfecting Vietnam's socialist-oriented market economy, such as: Resolution No. 27-NQ/TW dated November 9, 2022, of the Central Committee on continuing to build and perfect the socialist rule of law state in Vietnam in the new period (Resolution No. 27-NQ/TW); Decision No. 178-QD/TW dated June 27, 2024, of the Politburo on controlling power and preventing and combating corruption and negative practices in lawmaking... In particular, by advising on the issuance of Resolution No. 66-NQ/TW dated April 30, 2025, of the Politburo on reforming lawmaking and enforcement to meet the requirements of national development in the new era (Resolution No. 66-NQ/TW), the Ministry and the Justice sector have made a significant contribution to reforming the thinking on lawmaking and enforcement, aiming to build a democratic, fair, synchronous, unified, open, transparent, and feasible legal system with a strict and consistent implementation mechanism.

Lawmaking has seen groundbreaking innovations; it has completed the largest volume of legislative tasks ever, contributing to removing many institutional and legal "bottlenecks" and "obstacles," and unlocking all resources for development.

In a short period of time, the Ministry and the Justice sector have focused their resources on researching and advising the Government to submit to the National Assembly the Law on the Promulgation of Legal Normative Documents (amended), with groundbreaking regulations that comprehensively innovate the process of drafting and promulgating legal normative documents, contributing to improving the effectiveness and efficiency of state management and ensuring transparency and openness in the process of promulgating legal normative documents; promulgating Resolution No. 197/2025/QH15 dated May 17, 2025, and Resolution 206/2025/QH15 dated June 24, 2025, with unprecedented policies, creating special mechanisms regarding finance, human resources, and technology application to create breakthroughs in the entire process of drafting and organizing the implementation of laws, and promptly addressing difficulties and obstacles arising in practice due to inadequacies in legal normative documents. Based on that, ministries, sectors, and localities have advised on or issued, within their authority, many legal documents to promptly and decisively resolve legal bottlenecks and obstacles, gradually turning the law into a competitive advantage and meeting the requirements of rapid and sustainable national development.

During the term, ministries and agencies advised the Government to submit to the National Assembly the largest volume of legislative tasks ever, with nearly 180 draft laws and resolutions, and 99 draft laws and resolutions to be submitted to the National Assembly in 2025 alone; ministries and agencies drafted, submitted for promulgation, or promulgated under their authority 4,974 legal documents (1,396 documents in 2025 alone, the highest number in the entire term); localities issued 51,799 legal documents (13,000 documents in 2025 alone, the highest number in the entire term).

The work of appraising policy dossiers and draft legal documents has been focused on improving quality and ensuring progress, with many cases exceeding the prescribed deadlines. During the period 2021-2025, the Ministry of Justice and legal organizations of ministries, sectors, and localities appraised 5,311 draft legal documents; with 1,467 draft legal documents appraised in 2025 alone. Local judicial agencies appraised 4,719 draft legal documents, with 14,771 draft legal documents appraised in 2025 alone. Notably, there is an urgent need to review the "cluster" of legal documents related to organizational restructuring, decentralization, delegation of power, and delineation of authority to serve the "revolution" in streamlining the apparatus, reorganizing administrative units at all levels, building a two-tiered local government model, and the "cluster" of government resolutions implementing Resolution No. 206/2025/QH15.

Assets recovered in criminal cases related to corruption and economic crimes amounted to 90,081 billion VND.

During the 2021-2025 term, the organization and implementation of laws were focused on innovation, closely adhering to practical requirements, and contributing to building a culture of law compliance among officials and the people. The monitoring of law enforcement continued to be implemented with a focus on key areas and inter-sectoral issues. The dissemination and education of laws (PBGDPL) has seen increasing innovation, linked to digital transformation and modern policy communication. From 2021 to the present, ministries, sectors, and localities have organized 2,214,190 direct legal education sessions for over 201 million people; and organized 42,424 law knowledge contests with over 61 million participants.

State management in the fields of civil enforcement, administrative enforcement, judicial assistance, judicial administration, legal aid, registration of security measures, state compensation, management and handling of administrative violations, etc., continues to be strengthened and improved institutionally, simplifying administrative procedures and standardizing processes and procedures in a way that is more open, transparent, and convenient for citizens, agencies, and units.

Overall, during the 2021-2025 term, civil enforcement agencies completed over 2,804,961 cases, recovering 476,745 billion 589 million 090 thousand dong, an increase of 271,467 billion 30 million 735 thousand dong (132.24% increase compared to the 2016-2020 period). Bank credit cases totaled 28,417 completed, an increase of 7,190 cases compared to the 2016-2020 period (33.88%), recovering 130,504.91 billion dong, an increase of 6,573.13 billion dong compared to the 2016-2020 period (5.30%). Assets recovered in criminal cases related to corruption and economic crimes amounted to 90,081 billion VND, an increase of 47,759 billion VND, or 112.80%, compared to the period 2016-2020.

Based on the achievements of the past term, in the 2026-2030 term, the Ministry and the Justice sector are determined to closely adhere to the viewpoints, orientations, and objectives outlined in the draft documents of the 14th National Congress of the Communist Party of Vietnam. Accordingly, they will continue to strongly innovate and create breakthroughs to soon complete the comprehensive institutional framework for the development of a socialist-oriented market economy with state management under the leadership of the Party…; focusing on building and perfecting institutions and laws to establish a new growth model, restructure the economy, promote industrialization and modernization, and use science, technology, innovation, and digital transformation as the main driving forces.

In 2026, focus on thoroughly and accurately implementing the Party's guidelines and policies as outlined in the 14th National Congress documents; the resolutions of the Central Committee; the resolutions, conclusions, and directives of the Politburo and the Secretariat; and areas within the scope of state management of the Ministry and the Justice sector, especially the work of lawmaking and enforcement, to meet the requirements of national development in the new era.
