This workshop is particularly important in the context of the world entering the Data Age – an era where data becomes a strategic resource, directly shaping productivity, innovation, and national competitiveness.
In his opening remarks, the Director of the National Data Center and Executive Vice President of the National Data Association, Major General Nguyen Ngoc Cuong, stated: In the Data Age, data has become a factor of production on par with land, labor, and capital; it is valued, traded, and exploited to enhance productivity; it forms the foundation for innovation and artificial intelligence and contributes directly to GDP in many European countries.

It is clear that countries with better data management and smarter data exploitation will have a significant competitive advantage globally. Vietnam is not outside this trend.
Therefore, Vietnam has chosen to enter the Data Era by building a modern, secure, and interconnected national data system, and by assigning a leading role to an agency with sufficient capacity, infrastructure, and responsibility.

Major General Nguyen Ngoc Cuong further stated that over the years, the Ministry of Public Security has built and operated many core data platforms, specifically: the National Population Database; the electronic identification and authentication system; the national data connection and sharing system; and especially the deployment of the National Data Center - the largest and most far-reaching data infrastructure project, laying the foundation for the formation of a data market and the development of the data economy in Vietnam.
In other words, the Ministry of Public Security not only manages data but also acts as a force in creating the infrastructure, standards, and operational order of the national data ecosystem – a particularly important role in the Data Age.

Major General Nguyen Ngoc Cuong emphasized: This conference is not only for academic exchange, but also a forum to lay the foundation for regional and international cooperation on data economics, where Vietnam hopes to connect more deeply with leading universities worldwide, policy-making bodies, international research organizations, global technology companies, and networks of data and AI experts.
With that in mind, the event is expected to open up three avenues for long-term cooperation: collaborative research on data economics and data value measurement. In particular, it will focus on models based on OECD, EU, UK, and Australian standards to develop a set of data-economic indicators for Vietnam.
Simultaneously, cooperation in data governance and data security includes data standards, data sharing, data rights, and the protection of national data sovereignty; cooperation in training high-quality human resources between Vietnam and international research centers aims to build capacity in data analytics, data economics, and artificial intelligence.

"Today's event will create a significant step forward, opening up joint research programs, regional and international cooperation models, and long-term partnership between Vietnam and the global academic community in the field of data economics," Major General Nguyen Ngoc Cuong confidently stated.
At the conference, delegates heard international scholars share their experiences on developing a data economy for Vietnam. The scholars conveyed a message outlining five key pillars of thought: evidence-based policymaking; designing systems with trust at the core from the outset; developing shared data spaces; building modern data governance models; and creating national prosperity based on data.
Data is the new pillar of national strength – the foundation for protecting sovereignty and building prosperity. The data economy is Vietnam's new growth model – transcending the limitations of finite resources and cheap labor – in line with the philosophy of "growth based on science, technology, and innovation."

Scholars emphasize that success or failure depends not on AI but on Data Governance. For Vietnam to achieve a breakthrough, it needs a unified, transparent, accountable, and measurable data governance model. Data must be measurable – without it, management, policy planning, and development are impossible, aligning with General Secretary To Lam's vision on data and Resolution 57-NQ/TW.
On the other hand, international cooperation in the data economy is a prerequisite for Vietnam to "move fast, move correctly, and move far." Currently, Vietnam is proactively, positively, and responsibly integrating into the international community, possessing three attractive values: a young population, rapid digitalization, and a developing national data system.
At the conference, Vice Chairwoman of the National Assembly Nguyen Thi Thanh witnessed the signing of the "Memorandum of Understanding on Cooperation in Data Economy Development" between the National Data Association and international universities, laying the foundation for building and perfecting legal regulations on data economy development for the strength and prosperity of Vietnam.
