The seminar is a concrete implementation of the Central Party Committee of Public Security and the Ministry of Public Security's policy on political and ideological work; at the same time, it contributes to the widespread implementation of the "Three Best" emulation movement among young people in the People's Public Security. Through the seminar, it aims to contribute to creating strong changes in both the awareness and actions of youth union members in continuously studying, training, cultivating moral qualities, enhancing political acumen; building a professional and exemplary demeanor and style; improving cultural conduct and a sense of responsibility for serving the people.
Previously, on November 4, 2025, the Party Committee of the Central Public Security Ministry and the Ministry of Public Security launched the "Three Best" emulation movement throughout the entire force with 3 emulation contents and 21 basic elements, creating a widespread political activity, contributing to educating and enhancing political fortitude, fighting spirit, loyalty, organizational discipline, and consolidating the close relationship with the people of the People's Public Security force, affirming that this is a sacred duty and a noble honor that every officer and soldier of the People's Public Security must have and uphold.
The Party Committee of the Central Public Security Ministry and the Ministry of Public Security have determined that the "Three Best" emulation movement is the pillar, soul, and driving force for improving the quality of the "For National Security" and "All People Protect National Security" emulation movements in the current period. This is also an important solution contributing to building a professional, elite, and modern People's Public Security force by 2030, as outlined in the overall goal of the Resolution of the 8th Congress of the Party Committee of the Central Public Security Ministry.
Opening the workshop, Lieutenant Colonel Dong Duc Vu, Head of the Youth Committee of the People's Public Security, stated that launching the "Three Best" emulation movement is an urgent requirement. "Most disciplined" is the foundation for ensuring the combat strength, unity, and responsiveness of the force in all circumstances, preventing passivity and surprise in the face of emerging situations. "Most loyal" emphasizes the requirement for the People's Public Security force to promote exemplary conduct, maintain unwavering stance, and absolutely trust and follow the Party's guidelines; while contributing to the firm protection of the interests of the State and the people in all circumstances. "Closest to the people" will contribute to consolidating and spreading the image of a humane, dedicated, and people-serving People's Public Security officer, creating a solid foundation for the close and inseparable relationship between the police and the people. For the reasons mentioned above, the "Three Best" movement is not only a requirement for emulation but also creates an environment for training, dedication, and growth for each officer and soldier in the People's Public Security force, especially the younger generation.
At the seminar, many opinions from scientists, officials, and youth union members further clarified the theoretical and practical basis for promoting the pioneering role of young people in the People's Public Security Force in implementing the "Three Best" emulation movement, contributing to building a regular, elite, and modern People's Public Security Force. Many delegates also proposed practical and feasible solutions to build a new generation of young people in the People's Public Security Force with sufficient qualities, capabilities, and courage to worthily continue the cause of protecting national security and order in the new era…
Major General Ngo Hoai Thu, Deputy Director of the Political Affairs Department, Ministry of Public Security, affirmed that the presentations and articles submitted to the conference by experts, scientists, and the Youth Union of Public Security units and localities are extremely valuable sources of information, building a theoretical foundation, scientific basis, and practical basis for the "Three Best" emulation movement, making an important contribution to unifying understanding and organizing the implementation of tasks and solutions for the movement throughout the Youth Union.
Major General Ngo Hoai Thu suggested that the Youth Committee of the People's Public Security should research and compile the results of the workshop into appropriate materials and propaganda products to widely disseminate them among the youth of the entire force in the coming time. All levels of the Youth Union should urgently disseminate and explain the 21 contents of the "Three Best" emulation movement to 100% of cadres and youth union members; concretize the content of the movement and the results of the workshop for further discussion at the 23rd Congress of the Ho Chi Minh Communist Youth Union of the Ministry of Public Security, term 2025-2030, to be held soon.
