





Conclusion No. 226-KL/TW was signed and issued by Politburo member and Standing Committee Secretary Tran Cam Tu on behalf of the Secretariat.
Regarding the organization of conferences, Conclusion No. 226-KL/TW clearly states that the contents of the delegated authority need to be evaluated and standardized clearly. Subordinates, when granted authority, must take responsibility for organizing and implementing the tasks.
Assigning tasks should be done according to the principle that one task should be assigned to only one person (individual or agency/unit) to take the lead in resolving and handling it, following the motto of clear person, clear task, clear time, clear responsibility, clear authority, and clear output.
Superiors are not allowed to interfere with the work of subordinates in violation of regulations. Subordinates must proactively resolve matters within their delegated authority, and must not shirk responsibility, avoid, or rely on superiors. They should not seek advice from superiors on matters that fall within their authority but are not difficulties or obstacles beyond their authority.
