Chinese authorities announced on December 13th that they have issued national regulations requiring the deletion of data from used electronic products to minimize the risk of information leaks.
According to the Office of the Central Commission for Cybersecurity and Information Technology, this standard aims to standardize the process of deleting data from electronic products and guide recycling units to improve management and technical measures, thereby preventing the risk of data leakage in the secondary market. The standard will take effect from 2027.
According to the standard, manufacturers are required to provide built-in data deletion functionality. If this functionality cannot be developed, the manufacturer must provide external data deletion tools, inform users about available third-party tools, or offer a free data deletion service.
Recycling collection units must proactively remind users to delete their data before collection and are prohibited from accessing or retaining user data without consent.
Collection units are also required to use standardized compliance tools to erase user data, verify the effectiveness of data erasure before resale, and ensure that devices containing unerased data are not resold or exported.
Recycling facilities must maintain records of their disposal activities and verification results for at least three years.
