The Ministry of Interior proposes that, for the time being, the existing villages and residential areas in commune-level administrative units remain unchanged until the Government issues regulations on the reorganization of villages and residential areas in accordance with the conclusions of the Politburo and the Secretariat.

For the time being, the existing villages and residential areas within commune-level administrative units will remain unchanged.

The Ministry of Interior has recently sent a document to the People's Committees of provinces and cities providing guidance on several aspects of the organization and operation of villages and residential areas to stabilize administrative organization at the grassroots level, especially in the context of preparing for the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term.

Regarding the organization of villages and residential areas, based on Conclusions No. 163-KL/TW, No. 186-KL/TW, and No. 210-KL/TW of the Politburo and the Secretariat, the Ministry of Interior proposes that localities temporarily maintain the existing villages and residential areas in commune-level administrative units until the Government issues regulations on the reorganization of villages and residential areas in accordance with the conclusions of the Politburo and the Secretariat.

Regarding the term of office for village heads and neighborhood group leaders, based on the practical conditions of the locality, the personnel situation, and the end date of the term of office for village heads and neighborhood group leaders, the People's Committees of provinces and cities shall direct the Chairmen of the People's Committees of communes, wards, and special zones to consolidate the positions of village heads and neighborhood group leaders in accordance with current regulations.

In cases where it is necessary to serve the election process, or to ensure stability and continuity in the organization and operation of villages and residential areas, the People's Committee of the province or city shall consider and decide on extending the term of office of the village head or residential area leader in the province or city, or direct the Chairman of the People's Committee of the commune, ward, or special administrative region to consider and decide on appointing an interim village head or residential area leader to ensure the maintenance of operations.

The extension of the term or the period for appointing temporary village heads or neighborhood group leaders will continue until the Government issues regulations on the reorganization of villages and neighborhood groups in accordance with the conclusions of the Politburo and the Secretariat.

Based on that, the Ministry of Interior requests that provinces and cities implement the plan. During the implementation process, if any difficulties or obstacles arise, localities should send feedback to the Ministry of Interior for compilation and reporting to the competent authorities for consideration and decision.
