From the perspective of my professional work and my sense of responsibility and dedication, I would like to share some expectations for the 14th National Congress of the Party.
First and foremost, the key requirement is that the personnel work for the congress must be meticulously, objectively, and scientifically prepared, so that a team of cadres, especially key leaders, the Politburo , the Secretariat, the Central Committee, etc., can be elected who possess sufficient virtue, talent, dedication, and vision.
The leadership must consist of individuals with innovative thinking, intellectual capacity, foresight, and a numerical mindset; they must always prioritize the interests of the nation, the Party, and the people; they must be truly loyal to the Party and genuinely honest and impartial. Because, no matter how meticulously the congress documents are prepared, without a team of cadres with the right moral character and intellect, major decisions will be difficult to implement in practice.

It is expected that the congress will continue to provide direction for the issuance of many policies and guidelines for youth development.

Furthermore, the congress documents need to clearly demonstrate groundbreaking strategic policies and strategies for attracting and utilizing talent. Practical experience shows that throughout 40 years of reform, the Party has issued numerous resolutions and policies related to intellectuals, but still lacks a specific strategy for utilizing and developing talent, especially talent in strategic planning, policy formulation at a high theoretical level, and science and technology .
Another area that young people have particularly high expectations for is education and training. Over the years, despite the Party and State's significant attention, the development of education and training in our country seems to remain in a vicious cycle (reforms and innovations have been made many times, with various forms and methods of testing, learning, and assessment), but without truly effective results or groundbreaking, comprehensive, and modern solutions.
Looking at the world, no country can become developed without an advanced and modern education system. Therefore, whether a country can rise into a new era and become a developed nation largely depends on the quality and effectiveness of its education and training.
Alongside socio-economic development, the task of environmental protection and climate change adaptation must also be placed at the center, with strong, coordinated solutions and a legal system that is sufficiently deterrent.
In reality, recent years have shown that Vietnam has suffered increasingly serious impacts and damage due to climate change, with prolonged heavy rains and floods in the North and Central regions, tidal surges and saltwater intrusion in the South, and the risk of rising sea levels. Without long-term, strategic, and decisive policies, the country's development goals and the nation's living space will be severely affected.
In particular, we expect the Party and the State to continue paying attention to and issuing many policies and guidelines for youth development, especially policies to create jobs. Youth employment is a particularly important issue, directly linked to social stability and development; in reality, many instabilities in some countries mainly stem from the lack of jobs for young people.
Furthermore, it is necessary to create a healthy development environment for young people – the future leaders of the country, especially in the digital space in the current digital age.
Furthermore, the process of reorganizing the administrative apparatus and units also raises issues that require timely attention. The Party and the State need to continue to have specific policies and fundamental, comprehensive solutions to provide appropriate care and support for the lives, incomes, family circumstances, and ideological developments of cadres and Party members after the merger of administrative units and the streamlining of the apparatus.
In reality, some officials still have concerns and anxieties due to the impact on their rights and interests, such as their job positions, development opportunities, living conditions, transportation, and accommodation after the merger.
We place our hopes that the 14th National Congress of the Party will usher in a new phase of development, a new spirit, create new momentum, and mobilize the strength of the entire Party and the entire people to realize the aspiration for development and lead the country into a new era of prosperity and strength.
