Young people place their hopes on a new path of development.

From my professional perspective and sense of responsibility, I would like to send some expectations to the 14th National Party Congress.

First of all, the key requirement is that the personnel work of the congress must be carefully, objectively and scientifically prepared, in order to elect a team of cadres, especially key leaders, the Politburo , the Secretariat, the Central Executive Committee... with enough virtue, talent, heart and stature.

The leadership must be people with innovative thinking, intelligence, the ability to forecast, predict, and think digitally, always putting the interests of the Fatherland, the Party, and the people above all; must be truly loyal to the Party, and must be sincere, pure, and impartial. Because, no matter how elaborately the congress documents are built, if there is a lack of a team of cadres with appropriate ethics and intelligence, it will be difficult for major decisions to be put into practice.

Along with that, the congress documents need to clearly demonstrate the breakthrough strategies and policies in attracting and utilizing talents. Practice shows that, during the 40 years of renovation, our Party has issued many resolutions and policies related to the intellectual team, but still lacks a specific strategy on using and promoting talents, especially talents in the fields of strategic consulting, policy planning at high theoretical level and science and technology .

Another area that young people have particular expectations for is education and training. In recent years, although the Party and the State have paid much attention, it seems that the development of education and training in our country is still in a vicious circle (reforms, innovations many times, many forms, methods of testing, learning, assessment) but not really effective and there are no breakthrough, synchronous, modern solutions.

Looking at the world, no country can become a developed country without an advanced and modern education system. Therefore, whether a country can reach out to the new era or not, can become a developed country or not, is largely determined by the quality and effectiveness of its education and training system.

Along with socio-economic development, the task of environmental protection and climate change response also needs to be placed at the center with strong, synchronous solutions and a legal system with sufficient deterrence.

In fact, in recent years, our country has been affected and damaged more and more seriously by climate change, with prolonged heavy rains and floods in the North and Central regions, high tides and saltwater intrusion in the South, and the risk of rising sea levels. Without long-term, strategic and drastic policies, the country's development goals as well as the living space of the nation will be seriously affected.

In particular, it is expected that the Party and State will continue to pay attention to issuing many policies and guidelines for youth development, especially policies on job creation. Youth employment is a particularly important issue, directly linked to social stability and development; reality shows that many instabilities in some countries mainly stem from the lack of jobs for young people.

Along with that, it is necessary to create a healthy development environment for young people - the future generation of the country's owners, especially in the digital space environment in the current digital age.

In addition, the process of reorganizing the apparatus and administrative units also raises issues that need timely attention. The Party and the State need to continue to have specific policies and fundamental and comprehensive solutions to care for and provide appropriate support for the lives, incomes, family circumstances as well as the situation and ideological developments of cadres and party members after merging administrative units and streamlining the apparatus.

In reality, a number of staff are still worried and anxious due to the impact on their rights and benefits such as job position, development opportunities, living conditions, transportation, and accommodation after the merger.

We hope that the 14th National Party Congress will open a new development period, new momentum, create new motivation, and call upon the strength of the entire Party and people to realize the development aspiration and bring the country into a new era of prosperity and strength.
